Congestion can lead to a reduction in income and decrease the economic benefits for workers who work in the Sudirman. The decline in the perceived economic benefits of the workers can be called with a loss. Losses felt by workers is the value of wasted fuel loss due to increased purchases of fuel oil (BBM), a decrease in productivity in the form of wasted time akbitat jammed seen from income and working time. In addition, there is a loss of value where there is a decline in the health of the costs incurred for treatment due to declining health and psychological pressure value losses due to traffic. Total economic losses due to the impact of congestion on Jl. Sudirman Rp 19,716,239,573,128 / year. The loss is derived from the value of inefficiency fuel oil (BBM) Rp 15,008,423,787,414 / year, the value of reductions in labor productivity Rp 2,871,644,285,714 / year, the value of psychological distress as a result of congestion Rp 525.800.000.000/tahun, and health value of USD 1,310,371,500,000 / year.Key word : Congestion, Economic Losses, Inefficiency, Jakarta ABSTRAK Kemacetan yang terjadi di Jakarta, khususnya di daerah Jalan Sudirman berpengaruh pada ekonomi masyarakat. Kemacetan ini telah berdampak pada pengurangan penghasilan dan penurunan manfaat ekonomi bagi pekerja yang bekerja di daerah Sudirman. Kerugian yang sangat dirasakan para pekerja adalah nilai kerugian dari pemborosan bahan bakar akibat peningkatan pembelian bahan bakar minyak (BBM), penurunan produktivitas berupa waktu yang terbuang akibat kemacetan. Selain itu, kemacetan lalu-lintas juga menimbulkan kerugian nilai ekonomi akibat penurunan kondisi kesehatan, sehingga menimbulkan biaya dalam bentuk biaya pengobatan, serta kerugian nilai tekanan psikologis karena kemacetan. Kerugian total ekonomi akibat dampak kemacetan di Jl. Jenderal Sudirman tersebut mencapai Rp 19.72 trilyun per tahun atau sekitar 1,6 persen dari nilai PDRB DKI Jakarta. Thus, supporting facilities and infrastructure development is necessary as it was in one of RPJMD mission 2008-2013. Methods were applied in this research are: 1) Analysis of quality targets of RPJMD program; 2) Analysis of the relevance, efficiency and effectiveness of programs and activities in APBD; 3) Identifing factors influencing the unconformity; 4) Formulating criteria and strategy alternatives through AHP; and 5) Final formulation of the alignment strategy. Result of this research showed some disharmonies both in program and activities planning of APBD and RPJMD caused by factors including: 1) Technology and system in the implementation of planning projects; 2) Endorsement for regional planning officers; 3) Leadership in accelerating the target achievement; 4) Human resources in SKPD; 5) Organization structure and SKPD planning team; also 6) Budget planning and preparation. Above all, strategy of alignment APBD planning with RPJMD has been formulated as follows: 1) Performance improvement of TAPD; 2) Performance improvement through ISO planning; 3) Participation increase in Musrenbang; 4) Communication and commitment of target achievement; 5) Apparatus training and application of functional planner position; 6) Incentive regulation and disincentives implementation; and 7) Draft program completion.Keywords: APBD, Bekasi City, RPJMD, Facilities and Infrastructure Development StrategyABSTRAK Kota Bekasi merupakan kawasan dengan peningkatan laju pertumbuhan ekonomi dan populasi yang cukup tinggi. Oleh karena itu dukungan terkait pengembangan sarana dan prasarana di dalam kota menjadi penting seperti tertuang dalam salah satu misi RPJMD 2008-2013. Metode yang digunakan dalam penelitian ini antara lain: 1) Analisis kualitas sasaran program RPJMD; 2) Analisis relevansi, efesiensi dan perkiraan efektifitas program dan kegiatan dalam APBD; 3) Identifikasi faktor yang mempengaruhi ketidakselarasan; 4) Perumusan kriteria dan alternatif strategi serta penilaian bobot strategi melalui metode AHP serta 5) Perumusan akhir strategi penyelarasan. Berdasarkan hasil penelitian diperoleh gambaran bahwa terdapat beberapa ketidakselarasan dalam perencanaan kegiatan dan program APBD dengan RPJMD yang disebabkan oleh beberapa faktor, meliputi: 1) Teknologi dan sistem dalam pelaksanaan pekerjaan perencanaan; 2) Dukungan kepada aparatur perencana daerah; 3) Pimpinan dalam mendorong percepatan pencapaian sasaran; 4) Sumberdaya manusia di SKPD; 5) Struktur organisasi dan tim perencanaan SKPD serta 6) Perencanaan dan penyusunan anggaran. This research aimed: 1) to identify the role of stakeholder in capacity building of the community within KBR program at Pohuwato regency. 2) to evaluate the capacity level of the community within KBR program at Pohuwato regency, 3) to formulate the collaborative strategy to the succeed of KBR program at Pohuwato regency. The datas were collected through interview, observation and questioners. The datas then were analyzed by using stakeholder analysis, gap, and SWOT. The results showed that 1) the stakeholder involved in KBR program was mostly dominated by primary stakeholder, meanwhile secondary stakeholder was not involved in KBR program even though from the identification, secondary stakeholder was concerned and influential enough towards the community capacity building within KBR program; 2) the evaluation of community capacity showed that there was gap occurred even though it was relatively small, both at the policy level, organizations and individuals; 3) based on SWOT analysis, there were some strategies that could be formulated into the programs, and they were mapped into strategic architecture portrait. Within this condition, collaboration is very important because every stakeholder would give contribution to the community capacity building.Keywords: Collaboration, stakeholders, community capacity building, Kebun Bibit Rakyat (KBR) program.ABSTRAK Program Kebun Bibit Rakyat (KBR) merupakan salah satu upaya pemerintah untuk lebih memberdayakan masyarakat dalam upaya untuk mengurangi laju kerusakan hutan dan lahan kritis. Penelitian ini bertujuan untuk 1) Mengidentifikasi peran stakeholder untuk meningkatkan kapasitas masyarakat dalam program KBR di Kabupaten Pohuwato, 2) Mengevaluasi tingkat kapasitas masyarakat dalam program KBR di Kabupaten Pohuwato, 3) Merumuskan strategi kolaborasi untuk keberhasilan program KBR di Kabupaten Pohuwato. Pengambilan data dilakukan dengan wawancara, observasi dilapangan dan kuesioner, kemudian data dianalisis dengan menggunakan analisis stakeholder, gap, dan SWOT. Hasil penelitian menunjukkan bahwa 1) Stakeholder yang terlibat dalam program KBR lebih didominasi oleh stakeholder primer, sementara stakeholder sekunder tidak dilibatkan dalam proses KBR padahal dari hasil identifikasi berkepentingan mempunyai pengaruh terhadap peningkatan kapasitas masyarakat dalam program KBR; 2) Evaluasi kapasitas masyarakat menunjukkan adanya gap yang terjadi walaupun relatif kecil, baik pada tingkat kebijakan, organisasi maupun individual; 3) berdasarkan hasil analisis SWOT diperoleh beberapa strategi yang kemudian dirumuskan kedalam beberapa program dan selanjutnya dipetakan kedalam gambar arsitekturstrategik. However, in practice, there are many areas that still rely on the assistance central finance for their regional development.This research aims to discuss the development of regional finance independency and analyze the influence of regional finance independency on poverty in Banten Province. This research uses descriptive method and panel data on 6 (six) regencies and cities in Banten Province at 2001-2011. The poverty model showed negative effect of regional finance independency on percentage of the poor and positive effect of balance fund’s ratio on percentage of the poor. Income inequality index and unemployment rate have positive effect on the percentage of the poor. Evalution for the allocation of the fund balance and development policy are needed to reduce inequality of income distribution.Keywords: local revenue, economic growth, povertyABSTRAK Desentralisasi fiskal bertujuan untuk meningkatkan kemandirian keuangan daerah dan mengurangi ketergantungan fiskal terhadap pemerintah pusat, namun pada pelaksanaannya masih banyak daerah yang bergantung pada bantuan dana pusat untuk pembangunan daerah. Penelitian membahas perkembangan kemandirian keuangan daerah dan pengaruhnya terhadap kemiskinan di Provinsi Banten. Penelitian ini menggunakan metode deskriptif dan data panel pada 6 (enam) kabupaten dan kota di Provinsi Banten tahun 2001-2011. Currently, Indonesia has become the country with the largest palm oil production capacity in the world. With the production capability, the opportunities to diversify energy made from palm oil to be possible.This study analyzes using secondary data to determine the extent of the potential of palm oil as the main source of raw material for biodiesel in Indonesia. The results of the analysis states that the production capacity and expansion of palm oil a very massive, energy diversification is a relevant step and is feasible. Saat ini Indonesia telah menjadi negara dengan kemampuan produksi kelapa sawit terbesar di dunia. Dengan kemampuan produksi tersebut maka peluang untuk melakukan diversifikasi energi berbahan baku kelapa sawit menjadi sangat mungkin. Analisis kajian ini dilakukan dengan menggunakan data sekunder untuk mengetahui sejauhmana potensi kelapa sawit sebagai sumber utama bahan baku biodiesel di Indonesia. The number of poor household in the city of Bogor is fluctuating, from 2004 to 2010 has increased from 21.914 poor household in 2004 become 43.749 poor households in 2007. Sub sequently stable in the period 2008 to 2009 and a slight decrease in 2010 becoming 40.876 households. The year 2012 has increased to 42 328 households. City Government always increase direct spending as a way to reduce poverty. Based on the results of the regression analysis, it turns out increasing direct spending City Government, however, the number of poor households is increasing, it is likely caused by the presence of one target in a program conducted by the City Government.Key Word: Poverty, City of Bogor, direct spending ABSTRAKPersoalan kemiskinan merupakan persoalan utama di Indonesia termasuk di Kota Bogor. Jumlah Kepala Keluarga (KK) miskin di Kota Bogor mengalami fluktuasi,maka sejak tahun 2004 hingga tahun 2010 mengalami peningkatan dari angka 21.914 KK pada tahun 2004 menjadi 43.749 KK miskin pada tahun 2007. Selanjutnya stagnan pada periode 2008 sampai 2009 dan sedikit mengalami penurunan pada tahun 2010 menjadi 40.876 KK. Tahun 2012 mengalami peningkatan menjadi 42.328KK. Pemerintah Kota Bogor selalu meningkatkan belanja langsung sebagai salah satu cara untuk mengurangi kemiskinan. Based on the Regulation of the Minister of Agriculture, Gapoktan can perform economic functions. To more effectively manage the funds of PUAP, Gapoktan directed to develop Agribusiness Microfinance Institutions (AMFI). Growth and expansion in Gapoktan PUAP AMFIis strategic step to resolve the question of the financing of small farmers and agricultural laborers during this difficult to get financial services through formal financial institutions and banking. Therefore, the formation AMFI purpose is to; (1) provide assurance services and farmers easier access to financing facilities, (2) a simple and fast procedure, (3) the proximity of the location of the service with the efforts of farmers, (4) operator of AMFI very understanding of the character of farmers as customers. Central government and local government continued to encourage the formation of AMFI on Gapoktan PUAP. The existence AMFI certainly to be hoped by poor farmers in Pandeglang District.The Sum ofGapoktan that has been gained PUAP program until 2012 is 257 Gapoktan. This amount is equivalent to 76.72 percent of the total village in Pandeglang District. However, the number of successful AMFIuntil 2012 only 16 AMFI (6.23%). Total AMFI is certainly not expected. Therefore, this study discusses the performance Gapoktan PUAP, evaluate the process of the formation of the AMFI on Gapoktan PUAP, and analyze the performance of AMFI. The study and analysis of the material to formulate a development strategy AMFI in Pandeglang District.Keywords: Gapoktan, PUAP, LKMAABSTRAKGapoktan adalah kelembagaan ekonomi di pedesaan yang di dalamnya bergabung beberapa kelompok tani. Berdasarkan Peraturan Menteri Pertanian, Gapoktan dapat melakukan fungsi-fungsi ekonomi. Untuk lebih mengefektifkan pegelolaan dana PUAP, Gapoktan membentuk Lembaga Keuangan Mikro Agribisnis (LKMA). Penumbuhan dan pengembangan LKMA di dalam Gapoktan PUAP merupakan langkah strategis untuk menyelesaikan persoalan pembiayaan petani kecil dan buruh tani yang selama ini sulit mendapatkan pelayanan keuangan melalui lembaga keuangan formal dan perbankan. Oleh karena itu, tujuan pembentukan LKMA adalah untuk; (1) memberikan kepastian pelayanan serta kemudahan akses petani terhadap fasilitas pembiayaan; (2) prosedur yang sederhana dan cepat; (3) kedekatan lokasi pelayanan dengan tempat usaha petani; (4) pengelola LKMA sangat memahami karakter petani sebagai nasabah. Pemerintah Pusat dan Pemerintah Daerah terus mendorong terbentuknya LKMA pada Gapoktan PUAP. Keberadaan LKMA tentu sangat diharapkan oleh petani miskin di Kabupaten Pandeglang. The purpose of this research is to study the financing of community based tourism development in Ambon City. Methods used in this reseach are descriptive quantitative analysis, SWOT analysis, and QSPM analysis. Findings of the analysis are: 1) The role of government shoud be increased through friendly investment policy and sufficient government budget; 2) Increase in private financing done through the public private partnerships; 3) Communication, coordination and cooperation among local government and tourism entepreneurs are need to be improved; 4) Communities around the tourist objects can not yet utilize the potential of tourism as a source of their income so capacity building for them is a must; 5) Community can take advantage of the national program of tourism self empowerment (PNPM Mandiri Pariwisata) and “Kredit Usaha Rakyat” program to increase their welfare, and 6) There are six financing strategies for community-based tourism development in Ambon City that can be implemented in 2011-2016.Keywords: Ambon, Community-based tourism, Financing, Policy, Public Private PartnershipsABSTRAK Pariwisata berbasis kominitas dapat meningkatkan pendapatan masyarakat setempat dan sekitarnya sekaligus memelihara budaya, kesenian dan cara hidup masyarakat di sekitarnya. Tujuan penelitian adalah untuk mengkaji pembiayaan pengembangan pariwisata berbasis masyarakat di Kota Ambon. Metode yang digunakan yaitu analisis deskriptif kuantitatif, analisis SWOT, dan analisis QSPM. The analytical method used is a regression method, the calculation of Efficiency and Effectiveness taxes. As for the design of this research program using Analysis IFE, EFE and IE, SWOT Analysis and Analysis QSPM.Results of the discussion, in the realization of the tax revenue target advertisements Bogor regency government always exceed the achievement of the targets, with the exception of 2006, when the realization is not achieved then the effective rate also decreased and the percentage of tax efficiency at the Bogor Regency advertisement in 2000 - 2012 looks good and the smaller the ratio efficiency means that the performance of the Bogor regency government for the better collection of advertisement tax.Based on the partial test table, budget, number of employees, regulatory and tax payers have a significant impact on tax revenue billboard on the real level of 10%. Constraints faced in collecting data on the potential of the advertisement tax is the lack of accurate data due to the limited ability of local government officials, the need for legal certainty in the billboard tax management.The draft strategy are as follows 1) conduct outreach and education on an ongoing basis to increase public awareness, 2) build a system of valid and accurate data; 3) give reward and punishment.Keywords: Strategy, Regional Revenue, Advertising Tax ABSTRAK Wujud otonomi dan desentralisasi fiscal, pemerintah daerah berusaha melakukan penggalian dan pengembangan sumber pendapatan potensial untuk meningkatkan pendapatan asli daerah.Tujuan penelitian menganalisis faktor-faktor yang mempengaruhi penerimaan pajak reklame, mengkaji manajemen penyelengaraan pajak reklame, menganalisis persepsi masyarakat terhadap pajak reklame dan menyusun strategi peningkatan pendapatan pajak reklame di Kabupaten Bogor.Data yang digunakan data sekunder dan primer, dianalisis secara deskriftif kuantitatif, kualitatif. Several potential tourism objects are located along Ciliwung Riverside. Moreover, this area was also included in the nature area development plan (Rencana Rinci Tata Ruang Bagian Wilayah Kota VIII Sukmajaya for plan development of 2013. The purpose of this research is to determine the level of community participation and potential development of social and economic activities, and also to analyze existing policies related to tourism development in Depok City. Methods used were interviews, observation and questionnaire. Stratified random sampling was applied to 30 respondents grouped by the education level and the work type. Data obtained were tabulated and analyzed descriptively by chi square. Formulation of strategies and policies for the development of ecotourism programs in this study were analyzed using the Analytical Hierarchy Process (AHP). Results showed that the level of community participation in research location was on the first ladder of Non-Participation and the second ladder of Tokenism on Arnstein's theory. Formulations of tourism development strategy are focused in enhancing the society capacity, regional arrangements, financing, infrastructure development, institutional development and also marketing.Keywords: Ecotourism, Community Participation, Depok CityABSTRAK Sumberdaya alam di Kota Depok relatif terbatas sehingga diperlukan kreativitas dan inovasi untuk mengembangkan potensi lokal, misalnya pariwisata. Beberapa obyek wisata yang berpeluang untuk dikembangkan menjadi sarana rekreasi berada di daerah sempadan Sungai Ciliwung, yang berdasarkan Rencana Rinci Tata Ruang Bagian Wilayah Kota VIII Sukmajaya pada rencana pemanfaatan Tahun 2013 merupakan salah satu wilayah rencana pengembangan nature area. Penelitian bertujuan untuk mengetahui tingkat partisipasi masyarakat, jenis kegiatan sosial dan ekonomi yang dapat mendukung ekowisata, serta menganalisis proses kebijakan yang sudah ada terkait dengan pengembangan ekowisata di Kota Depok. Metode penelitian dilakukan dengan wawancara, observasi dan kuesioner. Sampling dilakukan secara purposive pada 30 responden yang dikelompokkan berdasarkan tingkat pendidikan dan jenis pekerjaan. Data kemudian ditabulasi dan dianalisis secara deskriptif serta diuji dengan chi square. Perumusan strategi dan kebijakan guna pengembangan program dilakukan menggunakan analisis Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat di lokasi penelitian berada pada tangga pertama Non Participation dan tangga kedua Tokenism berdasarkan Teori Arnstein.
