Although attempts have been made to mitigate this detection problem using terrain mapping data, such data does not give current clutter information due to change in vegetation, roads, buildings, and seasonal variation. We propose to use synthetic aperture radar (SAR) imagery to enhance the detection performance of GMTI radar. We use a multiresolution Markov model to represent both target and background clutter. This multiresolution structure allows us to accurately match GMTI clutter with the geographically registered SAR imagery for consistent moving target detection through clutter boundary areas.","PeriodicalId":214828,"journal":{"name":"Proceedings of the 2001 IEEE Radar Conference (Cat. A large database exists describing the response of X-band monostatic reflectivity, and limited data is available for X-band bistatic reflectivity. However, there is little data in the literature describing bistatic reflectivity at Ku-band or at millimeter wave bands. Radar designers often resort to either scaling, or using directly, the bistatic reflectivity of X-band to model this environment at the other frequencies. A need exists to further characterize clutter phenomenology in order to design and project the performance of current and future systems. This paper provides an overview of X, Ku, Ka and W-Band bistatic measurements made at the Research Development and Engineering Center at Redstone Arsenal. The data collection includes both on-axis (zero degrees) and off-axis (10 and 30 degrees) measurements of the bistatic reflectivity response. The radar instrumentation design for the data collection is briefly described. A summary of the reflectivity results from smooth sand terrain is presented, along with preliminary modeling and statistical analysis. This work has application to tactical missile systems that must complete their engagements at low altitudes in a clutter environment.","PeriodicalId":214828,"journal":{"name":"Proceedings of the 2001 IEEE Radar Conference (Cat. We present an advanced processing technique, which uses the maximum likelihood (ML) criterion to extract from a monopulse radar separate angle measurements for unresolved targets. This processing results in a significant improvement, in terms of measurement error standard deviations, over angle estimators using the monopulse ratio. Algorithms are developed for Swerling III models of radar cross section (RCS) fluctuations. The accuracy of the results is compared to the Cramer Rao lower bound (CRLB) and also to the monopulse ratio technique. A novel technique to detect the presence of two unresolved targets is also discussed. The performance of the ML estimator was evaluated in a benchmark scenario of closely spaced targets - closer than half power beamwidth of a monopulse radar.","PeriodicalId":214828,"journal":{"name":"Proceedings of the 2001 IEEE Radar Conference (Cat. These M-beamforming and M-estimates are robust with respect to impulse random errors having a unknown heavy-tailed distribution. The beamforming and estimates are defined by minimizing a nonquadratic residual loss function derived from the Huber minimax robust estimation theory. Based on the linear local polynomial approximation (LPA) of DOA the method gives estimates of instantaneous values of the directions as well as their first derivatives. Marginal beamformers are proposed for estimation and moving source visualization in two-dimensional space /spl theta/-/spl theta/. These marginal beamformers are able to localize and track every source individually nulling signals from all other moving sources. Recursive implementation of estimation algorithms are developed.","PeriodicalId":214828,"journal":{"name":"Proceedings of the 2001 IEEE Radar Conference (Cat. In addition, the proposed structure offers natural protection against signal cancellation, or equivalently, against an increase in the output noise power residue, when weight-training data contains desired signal components. The convergence rate is shown to be commensurate with sample matrix inversion (SMR) methods for Gaussian noise and interference, and convergence is essentially unaffected when outliers are added to the Gaussian weight-training data, while non-robust SMI methods slow significantly under the same circumstances.","PeriodicalId":214828,"journal":{"name":"Proceedings of the 2001 IEEE Radar Conference (Cat. UHF-band ISAR imaging requires wide-angle data to produce good cross-range resolution. We show that direct Fourier reconstruction (DFR) causes degradation of the reconstructed image due to aspect-dependent scattering. We find that a smoothed pseudo Wigner-Ville distribution (SPWVD) applied in the cross-range direction in place of the Fourier transform can generate a sequence of images, which shows the target reflectivity as a function of aspect angle. Compared to DFR results, these images have higher cross-range resolution. A final image can be synthesized from these images and used for target recognition. XPATCH is used to simulate monostatic data from an aircraft. The proposed SPWVD-based imaging method produces a useful image of the aircraft from this data.","PeriodicalId":214828,"journal":{"name":"Proceedings of the 2001 IEEE Radar Conference (Cat.
