In particular, it was confirmed that the CPTED has a positive effect on military crime reduction, security and safety awareness through the first CPTED application case in the military. Therefore, this study suggested improvement measures to apply CPTED to the prevention of military crimes. First, it is the development of a CPTED-applied introduction model suitable for the military. In this study, a crime prevention activity model was presented in the order of pre-measures based on the CPTED principle, CPTED implementation, and follow-up management. Second, it is necessary to train CPTED experts (MCPO). Currently, the military lacks CPTED professionals necessary for CPTED application. In the future, it is essential to train experts for the operation of the Military Crime Prevention Officer (MCPO) of the military police. Third, it is necessary to form a CPTED consensus and activate a crime prevention consultative group. In order to successfully apply CPTED to the military, above all, responsibilities between crime prevention agents must be clearly defined and the consultative group must be reorganized and activated while forming a consensus on the application of CPTED among each agents. In this case, collaboration with specialized institutions inside and outside the military should also be carried out. Fourth, institutionalization for the application of CPTED to the military is necessary. In order to apply CPTED more systematically, it is important to expand the agents of crime prevention activities and clarify its responsibilities. On June 1, 2016, the National Police Agency organized a Crime Prevention Officer (CPO) at 140 nationwide priority(1급지) police stations and disclosed its active will to perform full-scale crime prevention tasks. The definition of the CPO is police officer who performs functions such as diagnosing, analyzing the crime environment and crime occurrence factors in Si/Gun/Gu or Eup/Myeon/Dong level, strengthening cooperation with other institutions and residents, and strengthening the promotion of commission activities and crime prevention activities for victims of crime. At present, CPO works in the field by applying the CPTED strategy, such as analyzing crime hot spots, diagnosing risk factors, and installing necessary crime prevention facilities which can be said to mean CPTED personnel. In this study, in order to research the perception of CPO’s that have an important role in the CPTED project, a survey was conducted on CPO’s in Seoul Metropolitan Police Safety Division. As a result of the study analysis, the question of the need for systematic education of CPO was most positive, and the most important parts of CPO professional education were sharing the actual case and crime prevention/CPTED theory education by an expert. In addition, it was confirmed that the more people think that the CPTED project affects the trust of the police, the more positive they are aware of the core elements of the CPTED project, the effectiveness of target hardening, and the need for education of CPO. Based on these findings, the above study presented and emphasized the future development plan of CPO and the importance of CPTED projects by confirming the effectiveness and key elements of CPTED projects and the importance of CPO. However, in the case of kindergartens attached to elementary schools, living safety and criminal safety are concerned in the space used by elementary school students and infants together. Therefore, this study conducted a questionnaire survey on safety awareness and improvement measures for the components of each space for kindergarten teachers attached. Through this, we intend to propose improvement directions for creating a safe attached kindergarten environment by deriving the components of the indoor space of the attached kindergarten that affects the safety of infants. This study can conclude as follows. First, as the survey showed that the area of the space components had a high influence in all spaces, and the influence of the space components on the safety perception of each space was different for each space except the area, it was necessary to plan the space separately. Second, the entrance space with the lowest awareness of living safety has the highest influence on spatial safety awareness, so it is necessary to consider door plans that can be used safely by infants, such as installing anti-fingertility devices, removing thresholds, and installing market windows. Finally, the corridor/hall space, which has the lowest awareness of criminal safety, needs to be planned in an open structure that is easy to monitor and supervise teachers while securing a corridor/hall space for attached kindergartens. Verifying how much a criminal moves to commit a crime has the advantage of predicting the distance and helping the police investigation. According to the results of the study, sex crimes showed the highest density within 2km of the criminal's residence, and after that, they gradually decreased. As a result of OLS regression analysis, it was confirmed that the distance of movement of a crime varies not only according to the characteristics of the criminal but also according to modus operandi such as the relationship between the criminal and the victim, whether the body is inserted, and whether coercive means are used. In addition, as a result of the potential class analysis of criminal methods, there was a difference in the distance of movement of sex crimes according to the potential (group) type of sex crimes. Therefore, this study analyzes the perception and physical status of crime safety of residents of public rental housing and private apartments certified by the Korean Cpted Association, and seeks ways to prevent crime and reduce fear in public rental housing in the future. The study focused on field and drawing analysis (number of households, type and layout, outdoor space composition and facilities), questionnaire analysis(socio-demographic factors, psycho-behavioral factors, fear of crime factors, recognition of crime prevention environment, etc.), and crime analysis (5 major crimes). \u0000To summarize the research results, in the case of the physical environment, the mainstay of private apartments is the cascade structure, and the complex consists of various outdoor spaces and community facilities. On the other hand, the main building of public rental housing was a corridor-type structure, and the degree of facilities was somewhat insufficient compared to the size of the outdoor space, and there was a difference between underground parking lots and community facilities. \u0000From a socio-demographic point of view, public rental housing were the most inhabited by single-person households in their 20s, which was found to have high demand for housing for young single-person households due to the concentration of public institutions relocated to base national universities and innovative cities. From a psycho-behavioral point of view, public rental housing were most frequently selected as reasons for low life satisfaction, including unsafe environments from crime and apartment design, which is believed to reflect the fundamental problems of public housing. From the perspective of crime safety, private apartments had high satisfaction with the visibility and number of installations such as surveillance cameras and emergency bells, but public rental housing had low satisfaction or negative perceptions. \u0000In the comparison of overall crime awareness and fear of crime by type, apartment residents who received CPTED certification had high satisfaction and low fear. The high response that it will contribute to the expected effect of reducing fear of crime and the improvement of apartment brand value is believed to provide implications for the expansion of CPTED certification in the future. \u0000This study was conducted based on the survey, and it is factors by identifying the differences in resident perception by item and confirming the positive effect on CPTED. {"title":"An Exploratory Study on the Spatial Correlation between the Crime Prevention Through Evironmental Design (CPTED) Project Implementation Area in Seoul and the Crime dangerous grade at the Administrative dong Level","authors":"Junho Park, Hyun-Jin Jang, Hye-Cheon Kim, Minkyung Sung, Naeun Kim","doi":"10.26470/jcssed.2022.13.3.185","DOIUrl":"https://doi.org/10.26470/jcssed.2022.13.3.185","url":null,"abstract":"This study selected the entire Seoul Metropolitan Government as an analysis target site, and examined the spatial correlation between the CPTED project implementation area and the occurrence grade by crime type at an exploratory level. \u0000It is desirable that CPTED be applied to areas selected as vulnerable areas for crime, and through this, high crime prevention effects in the local community can also be expected. However, there is also a possibility of committing an error in measurement in which subjectivity is involved depending on the personal competence of the CPO injected for field observation. In addition, local governments or the private sector need investment to implement the CPTED project, and there may be areas where CPTED is not implemented even though it is a high crime risk area due to differences in conditions in each community. Therefore, this study geocoded and displayed the CPTED project application areas promoted in cooperation with the police and local governments, and explored the distribution of these locations. In addition, spatial correlation was reviewed to the extent of the correlation between the CPTED project application area and the crime type at the administrative dong level, and spatial regression was analyzed to see if the CPTED project affects the crime type in the region while controlling other factors. As a result of the analysis, it was found that the regional deviation of the CPTED project was very high, and no significant correlation was found between the CPTED project and the incidence grade by crime type. This suggests that the systematic diagnosis of the crime occurrence grade at the level of administrative dong was somewhat insufficient when selecting the CPTED project area. For this purpose, 1559 keywords were collected from 718 papers that registered ‘CPTED’ as the keyword or abstract through the Korean Journal Citation Information. Collected keywords were used for TF-IDF, Network analysis and Topic modeling through Textom program. The results of the analysis are as follows: First, Centrality analysis showed that CPTED researchs had been conducted focusing on keywords like ‘CPTED’, ‘crime prevention’, ‘fear of crime’, ‘crime’, CCTV’ and so on. Second, five topics were extracted: ‘CPTED women’s safety’, ‘CPTED apartment complex’, ‘CPTED urban regeneration’, ‘CPTED by facility’, and ‘CPTED design guidelines’. Since the foundation of Korea CPTED Association in 2010 and the enactment of CPTED in 2014, the diversification of CPTED research subjects has been made. This study confirms that social awareness related to rallies and demonstrations classified the types by satisfaction with crime prevention design compared to actual damage caused by civil petitioners and protesters. Ultimately, the purpose of this study is to evaluate and confirm the need to prepare for safety or security issues that may be triggered by the various functions of mixed-use government office buildings. \u0000The implications of this study are as follows: Additional facilities of government office building should be provided depending on the environment and the needs of the local community. And most of the simple experimental designs(pre-experimental design) are performed, so the design is insufficient. In addition, some studies have limitations that are difficult for subsequent researchers to apply because the experimental design and process do not appear in detail. \u0000Therefore, this study recognized the necessity of an effective experimental research system, and the concept of experimental research and the experimental design of previous studies were considered. Japan's CPTED, which began to be distributed mainly by the Japan Housing Corporation(currently the UR Urban Regeneration Organization) and the National Police Agency, was presented as a methodology that emphasized the improvement of the physical environment based on the location. However, since then, the subjects of activities have been diversified from public to private institutions, such as central government ministries, local governments, private business operators, and residents. In addition, the area of spatial application to educational institutions, roads, parking lots, and parks, including public housing, has been expanded, and community-participating software activities such as the establishment of living safety ordinances for each local government, the introduction of private security towns, and community-related volunteer activities are also emphasized as countermeasures.
