The aim of the work is to develop an intelligent traffic control system project that is able to control the flow of road transport in conditions of stochastic uncertainty. The basic information about modern systems of automatic control of automobile streams of various kinds is given. A conceptual model of an intelligent traffic control system project is proposed. The process of formalization of input and output data is shown in the example of one of the most common types of 4-way intersections. Despite the variety of Smart City ratings and evaluation tools, there is still little success in stakeholder engagement monitoring. There is an obvious need to expand the Smart City progress assessment system. In addition to the widely used global and national ratings, it is argued that proper assessing of citizen participation brings transparency and increases the human-centricity of the city. This paper provides a theoretical basis for assessing the involvement of citizens in the development of the city, justifies the expediency of expanding the scale of citizen involvement, and uses the concept of a “composite” citizen to monitor the effectiveness of implementing the Smart City concept. The authors argue that citizen participation and democratization of decision-making processes should be incorporated into the state digital development programs plans to implement the Smart City concept. The applied significance of the assessment tool is demonstrated; in particular, the need to include the principles of citizen involvement and democratization of decision-making processes in state digital development programs and plans for implementing the Smart City concept is proved. One of the common problems that arise when evaluating text documents can be the low quality of the source data that does not comply with the formatting rules. This study uses a Machine Learning approach to evaluate the quality of student paper text documents. During the experiment, data were taken from several works for testing. The quality assessment indicators used in this study are the compliance of the explanatory note with the structural elements of the document. Several Machine Learning algorithms and methods are tested, such as k-nearest neighbors (kNN), Support Vector Regressor (SVR), and Random Forest, to find the best model suitable for estimation. The result of the comparison reveals that kNN shows the highest prediction accuracy while having advantages in the learning process. Traditional Android malware detection methods, such as static, dynamic, hybrid analysis, or the Bayesian model, may show less accuracy to detect recent Android malware. We propose a deep learning method for Android malware detection using Convolutional Neural Network (CNN) and Long Short Term Memory (LSTM). CNN provides efficient feature extraction from data and the use of additional LSTM layers improves prediction accuracy. According to the test results, CNN-LSTM can provide reliable malware prediction in Android applications. We train and test our approach using the CICMalDroid2020 dataset. The study results demonstrate that 4 out of 5 cities in the region do not form urban centers; they are difficult to attribute to a functional urban area. The study demonstrates significant distortions of the state planning system because of an incorrect assessment of the current level of urbanization. Also, the establishment of unattainable targets for regions' development is proved. Using technological advances and global open data, the necessity of changing the status of cities of the North Kazakhstan region and adjustments to the legislation on the administrative-territorial structure and state programs for territorial development is justified. The scientific novelty is proved by the application of a new method of assessing the level of urbanization. This need arises both for professional analysts, scientists, specialists who work with data daily, and for people who do not have such deep knowledge to work with data. In this regard, we studied and analyzed works that helped people in solving emerging problems when working with data. Thus, we have identified the need to create a platform that could provide the necessary tools and algorithms to resolve the issues that have arisen. Therefore, we developed a prototype web platform based on the Streamlit library and developed a model to predict the optimal value based on the data received. Building the model required us to study and analyze the appropriate scientific methods. In the developed platform, the user can upload data, visualize them in the way they need, can choose machine learning methods, and receive with our algorithm a forecast to obtain the optimal value. At the end of our work, we tested the constructed model to calculate the accuracy, which showed satisfactory results. As a result, we have developed an optimal value analysis and prediction model, which currently works best for predicting real estate prices.
