Between the start of the Liberation War and November, the UNO's main job was to provide aid and support for civilians. When India and Pakistan went to war on December 3 over the Liberation War, the UN Security Council got very busy. The Security Council met nonstop during this time and discussed many ideas and counter-proposals. Two superpowers of this time, USA and the Soviet Union, took opposing positions in the Security Council. United States and China sided with Pakistan while Soviet Union sided with Bangladesh (East Pakistan). In the Security Council, France and Britain remained neutral and did not vote. The Security Council could not reach a consensus. After debate and vote in the Security Council, the agenda was transmitted to the General Assembly on 6 December. General Assembly passed a 'Unity Formula for Peace' resolution by an overwhelming majority on December 7. India and Bangladesh rejected this idea; therefore, the US called a second Security Council session. The Security Council met from 12 to 21 December at various times. Bangladesh's independence on December 16 altered everything. International representatives acknowledged reality and unanimously approved a ceasefire agreement on December 21, resolving the long-awaited Bangladesh problem.","PeriodicalId":206550,"journal":{"name":"Pancasila International Journal of Applied Social Science","volume":"22 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-11-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135774039","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This is a realisation of the authority they receive and plays a key role in preventing abuse of authority. This responsibility includes strategic decision-making, budget management, and implementation of policies that affect society at the regional level. In this case, accountability is a defence against potential abuse of authority and violations of the principles of good governance. This is also related to transparency and accountability, allowing the public to monitor Regional Heads' actions closely. This accountability also reflects democratic principles where public officials, including Regional Heads, are responsible to the communities they serve. To carry out accountability effectively, a strong legal framework is needed that regulates the nature and mechanisms of accountability. This includes regulations and laws that regulate the duties and responsibilities of Regional Heads. Thus, the accountability of Regional Heads is an integral element in maintaining a regional government that is effective, transparent and by democratic principles.","PeriodicalId":206550,"journal":{"name":"Pancasila International Journal of Applied Social Science","volume":"82 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-09-17","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135258498","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The economic crisis was followed and spread to South Korea, Malaysia, Indonesia, the Philippines, Singapore and other Asian countries. International institutions reacted to help with the Asian crisis, initially The International Monetary Fund (IMF) after being asked for assistance by Asian countries provided assistance. Many analyzes have been given by financial, economic and political experts, one of which is Weiss and Hobson who analyzed that the Asian economic crisis appeared to have two faces namely; the external face is in the Deep Crisis area and the external face is in the ordinary crisis area, while the crisis occurs from the role of international actors, both state and non-state actors. The social policy approach that is applied takes welfare state steps, with welfare programs implemented by South Korea including reforms in the fields of labor, market and finance, BUMN and active social policies to provide social security for the unemployed or for those who become poor in the period of national economic reform. Weiss and Hobson concluded that state guided capitalism was one of the causes of the Asian crisis.","PeriodicalId":206550,"journal":{"name":"Pancasila International Journal of Applied Social Science","volume":"3 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-09-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116984399","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
