The farmland development and the lack of water resources led to reduction of wetland resources. Therefore, China has taken a series of measures to protect the ecological environment of wetland. Wetland Ecological compensation as a compensation system for the various stakeholders, it can not only inhibit the right over-exploitation of wetland resources effectively, encourage wetland protection acts, and mitigate the contradiction between protection and utilization, but also help to establish the effective value mechanism in the wetland conservation, then to form long-term, stable wetland interests. Based on the diversity and the external of wetland, the main line of cost- benefit analysis, this paper analysis the wetland ecological compensation from the property rights, public goods perspective on China. Phase correlation method is used to complete Rack Girder image mosaicing. With Fast Fourier Transform of images, the phase information in frequency domain is used to realize image mosaicing. Considering a lot of Sequence Images having features need to be real-time stitched, improved Fourier field stitching algorithm is put forward in the paper. At first large region is restricted within overlapped areas of image, and then two-dimension pulsing signal is gotten after cross-power spectrum is counted. Registration parameters are gained through maximum of pulsing signal. To bundle image, a new weighting image smoothing algorithm based on Canny is put forward. To the extent, the algorithm has general adaptability to some factors such as lamination variation and noise and so on. The algorithm suits a lot Sequence Images fast stitching as the fast speed of stitching because of fast speed of stitching. RPV has been accepted as the focal point of aging and life research all the time. In this paper, the aging and life management system of RPV of nuclear power plant is presented, the function reference model of aging and life management is discussed, the systematic goal are particularly introduced and the system function in detail. The development system has been already put into operation in nuclear power plant which builds the good foundation for the aging and the life management of RPV. According to the theory of project economic evaluation, the connotation of IT project economic benefit were analyzed profoundly and the classification of IT project economic benefits were first proposed. However, in the model, once the trade is set up, there is no way to monitor whether the seller (i.e., resource owner) has provided the services or the buyer (i.e., user) has accepted the services according to their commitment. Thus a new Grid Market Architecture based on Contract Management(CM) with According to Lower is proposed in this paper. The whole process of market transactions is constrained by CM. The components and the workflow of CM are discussed in detail in this paper. This paper proposes a reliable cache structure which is based on grouped checking and data reloading. In this structure, data and tag domain are divided into several groups to check. If there have some errors during checking, the cache accessing is identified to cache missing and to reload the right data from memory.
