To allow the system to maximize the channel utilization while guarantying the QoS for data service, a hybrid resource allocation scheme that combines power control and fair queuing procedures is proposed for a WCDMA system. In the proposed scheme, resource allocation fairness may be traded off with channel utilization using a power control procedure. This paper presents the performance of the proposed protocol under different channel conditions and parameter settings. In this paper, we improve network efficiency in terms of reducing the latency time in handover process and support traffic load sharing among neighbor access points (APs). We neglect both detection phase and search phase in the conventional handover scheme by proposing a pre-active scan phase, which works during normal connectivity. This phase will scan for the information of neighbor APs, which in turn is used to decide whether to perform a handover or not. One is proactive schemes, the other is reactive schemes. Two schemes have advantage and disadvantage each other. There are hybrid schemes which are good mix of proactive schemes and reactive schemes. In hybrid schemes, nodes maintain the complete routing information of particular area only. Outside of this area, a node search for a route only when it needs to forward a packet. In consequence, the communication overhead is reduced zone-based hierarchical link state (ZHLS) routing protocol is proposed as a hybrid scheme. However, ZHLS take time to search new route when route is disconnected because it search only one route. In particular, real-time application is severely-impacted by this delay. For this reason, it is necessary to construct multiple routes as backup route. Using an indirect neighbour discovery method to change the logical topology of the network, several simulated annealing and genetic algorithms for logical topologic design problem in WDM networks have been proposed in our previous researches. The hybrid finite element method (FEM) in conjunction with finite difference time domain (FDTD) using modified equivalent conducting surface boundary is implemented to investigate the characteristics of IFA at 1800 MHz frequency. FEMLAB and FORTRAN 90 are used to model the antenna along with scatterer with low reflecting material for the purpose to truncate the fields above the ground plane and antenna. The simulation results found sufficient good to predict the antenna performance are presented. We define the concept of `canoe' relative to `cluster' in self-similar traffic, and introduce a new device named payload segregator at the edge node as a gateway to the core node in OBS networks. According to the changes in the edge node framework, we put forward the concept of cluster private subnet and canoe private subnet in the core node correspondingly.
