First, the computational complexity of neural network simulation imposes a practical constraint on the size of simulated neural networks. Second, neural network simulation environments are usually designed to accommodate a confined set of neural network models. Third, most neural network simulation environments do not facilitate interoperability with external systems. This project addresses these issues by implementing a simulation environment that scales to support larger neural systems, facilitates the implementation of new network architectures, and interoperates with other software. This problem was approached by examining a representative set of neural network architectures that feature a diversity of characteristics such as topology and learning rules. The result of this research was applied to the design and implementation of an environment consisting of tools and applications to support neural network simulation. This environment, developed under the Khoros system, provides a visual neural network construction tool, an extensible C++ class library that encapsulates network management and object interaction, a file format for storage and retrieval of neural networks, and finally, neural network visualization tools.","PeriodicalId":205350,"journal":{"name":"ITS'98 Proceedings. However, it is not always possible to utilize precise planning data and forecasting demands and costs can introduce uncertainties. Under these uncertain conditions, flexible and comprehensive planning tools that deal suitably with uncertainties are needed. This paper proposes a model for planning the evolution of telecommunications access networks. The model accepts imprecise demand values as fuzzy numbers and, using a parametric approach, evaluates the impact of the demand variation on the planned network. An application to an actual network is also presented.","PeriodicalId":205350,"journal":{"name":"ITS'98 Proceedings. SBT/IEEE International Telecommunications Symposium (Cat. The propagation environment is defined by its path loss coefficient and the traffic scenario as a two-dimensional Gaussian function which leads to a bell-shaped traffic distribution. The research is detailed for the case in which the peak of the two-dimensional Gaussian function is located at the same position of the central cell-site as that where the parameter F is obtained. For the other cell-sites the parameter is also obtained, but in a limited number of situations. This allows the use of a different efficiency factor for each cell of the system, instead of a constant value. The influence of the frequency reuse efficiency on the cell radius is also investigated for a particular case in which an analytical solution is derived. This analysis shows the strong impact of this factor on the cell area.","PeriodicalId":205350,"journal":{"name":"ITS'98 Proceedings. SBT/IEEE International Telecommunications Symposium (Cat. We study the constrained versions of the binormalized data-reusing LMS (BNDR-LMS) and the normalized LMS (NLMS). Their performance is compared with that of the classical Frost algorithm. Time-varying step-sequences are used to further enhance the performance of the receiver. The results show that considerable improvement in the convergence speed can be achieved with the use of the normalized algorithms compared with the conventional Frost algorithm. Using an optimal step-sequence in the update provides a fast convergence and a near-optimum steady-state performance.","PeriodicalId":205350,"journal":{"name":"ITS'98 Proceedings. In order to design the system as a whole, all the restrictions and key subsystems of a communication system are taken into consideration. The algorithm produces appropriate design parameter values for the source coding, channel coding and modulation functions. Several design examples are provided to illustrate the utility of the approach. This algorithm is quite general and not application-oriented, as was the case in prior work in joint source-channel coding. A large variety of existing methods for source coding, channel coding and modulation may be utilized in achieving a practical system design.","PeriodicalId":205350,"journal":{"name":"ITS'98 Proceedings.
