To assess current changes in water flow of rivers in the Oguz-Gabala region, statistical, water balance methods, as well as mathematical comparison methods were used. Average annual flows cover the period of observations of river flow from 1960 to 2017. The impact of modern changes on the regime of rivers in the Oguz-Gabala region has been assessed. The main goal of the work is to assess modern changes in river flow. River water flow for 1960-1990 (I period) was compared with water flow for 1991- 2017 (II period). The review was prepared based on materials from foreign articles and international documents. When implementing such an instrument as carbon taxation, there are a lot of problems - from lobbying the interests of individual companies or industries to social tension in society, which leads to significant risks. Despite the effectiveness of such a tool, it is necessary to clearly separate goals, conduct an explanatory campaign and not expect quick results. The Amudarya River is fed by thawed snow and glacial waters. Glaciers have a significant role in the water supply of agriculture, as well as hydropower. Due to the intensive melting of glaciers in the short term, the flow of some rivers will increase. However, in the long term, the runoff will decrease, and some glaciers may disappear altogether. An important task of this study was to take into account the work of researchers working on environmental problems in the Amudarya basin. Since the ecology of the transboundary Amudarya River is in the sphere of national interests of several countries: Tajikistan, Uzbekistan, Turkmenistan and Kazakhstan, certain conditions for cross-border cooperation are being formed. The main problem of cooperation is unstable river regimes, which require continuous planning and negotiations on the allocation of resources, and which are exacerbated by climate change. The avalanche danger forecast was compiled using a method developed at the Institute of Geography and Water Security, using artificial intelligence. The level of avalanche danger was assessed on an international 5-point scale. The avalanche danger forecast was distributed on social networks in the form of an avalanche bulletin. To assess the quality of avalanche forecasts, a sociological survey was conducted among users. The survey involved 214 people - tourists, climbers and skiers. It turned out that 93% of respondents regularly watch avalanche danger forecasts, and 71% of respondents are ready to refuse to go to the mountains if the level of avalanche danger is high. Formally, in modern Kyrgyz legislation, there are no barriers and restrictions to women's participation in all spheres of life. However, in practice, some of them are declarative and they do not involve the involvement of either financial or organizational resources for their implementation. In the water sector of Kyrgyzstan, the total number of specialists is 5063 people, 956 of them are women, which is 19% of the total number. The management of water sectors and departments is also highly trusted by men. Men’s migration impacts the societal fabric of rural regions, with men of workforce age being abroad and women left alone to take care of agricultural work, children’s education, and care of the elderly. The international donors are studying women's rights in the water legislation, women's participation in decision-making on the example of water user associations, and local problems related to water supply and drinking water quality, depending on the specific case, that helps improve their situation in the water sector. Currently, Kyrgyz women view their position in society not from the point of view of their exclusive role in the family, but from the point of view of economic, social, and political significance. In the course of the study, proven domestic, international and proprietary methods were used to assess climate change in natural areas based on the construction of graphs of a fixed time series of climate indicators and the resulting linear trend equations. Therefore, in modern times, one of the important regional and international problems is the establishment of friendly relations between the countries of transboundary river basins, the rational use of transboundary water resources, the correct distribution of water between countries, the resolution of conflicts in the use of transboundary water resources and other similar issues. The Aral Sea basin has two large transboundary rivers that are used by all countries in the region. Thus, this article examines the role of reservoirs in the regulation of water resources and their effective use in the process of climate change. The Siberian and Mongolian parts differ significantly politically, which affects the institutional and managerial characteristics and the formation of territorial nature protection, which is implemented in the activities of specially protected natural areas. The analysis of the existing systems of protected areas of Siberia and Mongolia, their structure, legislative bases is given. Maps of protected areas have been compiled, demonstrating their distribution in Mongolia and Siberia, based on statistical data as of 2021, previously published author's thematic atlases and field studies for the period 1999-2022. An aspect that brings the systems closer together is shown – the presence and planning of interstate transboundary protected natural territories.
