One of the most important aspects of risk management is the integration and inclusion of public interests and values, the mediation of interest groups, local administration agencies, and other institutions responsible for setting the specified criteria for the evaluation of priority strategies. Such risks are also present in OMV Petrom and through this paper the main objective is to identify these risks and to find the right solutions in their management and reduction. OMV Petrom's risk management system is fully integrated into the company's business and all staff has overall responsibility to identify and report risks. The hazard from emissions of hazardous substances depends on their physicochemical and toxicological properties, the exposure time and the weather conditions, which determine their dispersion in the low atmosphere. Accidental risks that can cause very large losses depending on their proportion can reach the level of catastrophes, but financial risks play an important role in that they more precisely determine the evolution of society. Taking into account the continuous development process of the company, we aim to implement the risk management process in the new activities. That is why risk awareness, risk analysis, as well as their control are part of daily activity, thus supporting the company's strategy. There is often confusion in practice between the abuse of law and other legal institutions, such as fraud in law, appearances in law, silence, and the paper examines precisely these issues. From this point of view, it presents a summary of the relevant legislation and doctrine in the field, both at national level and in the comparative law, in order to fill the gaps in the Romanian legislation (the few laws on law abuse are still considered by practitioners to be insufficient). It also reviews the relevant Romanian case and not only in a theoretically structured analysis, focused on the clarification of the concepts and the circumstance of the institution of the abuse of law in terms of its characteristics. Antonescu","doi":"10.18662/lumenss/03","DOIUrl":"https://doi.org/10.18662/lumenss/03","url":null,"abstract":"The XXIst century order represents, in our opinion, a dynamic order, having a complex nature, defined by state actors and especially, by decisions and actions of the non-state actors. The present paper premise is to explore, apart from these features, the multi-level governance of this XXIst century order as post-westphalian order, where multiple sovereignties are shaped, due to the existence of multiple levels of governance. The academics are using, as to define this process, the ”neo-medievalist” term, to illustrate the diffuse, interconnected authorities and multiple levels of political decision, and also, the rising of non-state actors on the global framework. We consider that, among these global actors, there can be taken into account also, the metropolises and megalopolises, which, at present, from the perspective of the contemporary international law, haven’t acquired the quality of being subjects of international law, as the states.
