Maintaining Resilience in Times of Crisis: Insights From High-Reliability Organizations 在危机时刻保持弹性:来自高可靠性组织的见解

High-reliability organizations (HROs) are known for their ability to operate effectively in high-risk contexts by preventing avoidable crises and maintaining resilience when challenges arise. In the psychology literature, resilience is the phenomenon of overcoming adversity with minimal negative impact to performance and well-being. Although the study of psychological resilience began at the individual level, researchers are beginning to adopt a multilevel perspective of the construct that accounts for resilience at the team and organizational levels. While the science of HROs has been studied for several decades, research on psychological resilience in the workplace has only just begun to flourish by comparison. There are many lessons for creating and maintaining resilience that can be learned from the successful practice of HROs. HROs have systems of layered defenses in place that allow the organization to prevent precluded events and overcome the potential negative impact of adverse conditions and near misses. Organizations that conduct work in high-risk contexts may be able to model the success of HROs by keeping learning foremost, investing time and resources into team training, supporting a climate of psychological safety, coaching employees to keep performance objectives in focus, and practicing systems thinking and accounting for complexity in resource allocation. Maintaining resilience is not a duty outlined in a formal job description, yet it is undoubtedly important for enabling effective high-risk work. They had been instrumental in sustaining Félix Houphouët-Boigny’s rule, characterized by a deep culture of patronage in which they actively participated. After French colonialism used Ivorian soldiers in securing the territories they conquered, the Ivorian army, after its creation, became a pivotal element in the creation of the nascent Ivorian bourgeoisie, a class of planteurs (plantation owners) and entrepreneurs linked to the State.\u0000 Houphouët-Boigny was unwilling to fund the army because he did not trust their loyalty to him. He preferred to focus on education, health, and infrastructure, arguing no external was threatening the country. As a consequence, the Ivorian military was neglected, poorly equipped, and inadequately trained.\u0000 Complex relations have existed between the military, the ruling elites, and the state. In 1995, when the Baoulé elites and their new leader, Bédié, began losing their grip on power and faced competition from Northern elites that identified with Ouattara, they resorted to the dubious ideology of Ivoirité to consolidate their class position. The balance of power was shifting swiftly among ethnicized and competing members of ruling elites, ill-prepared to negotiate the fallout from their own instrumentalization of ethnicity, belonging, and autochthony for power.\u0000 In 2002, a failed rebellion divided the country in two. The atrophied military could not assume their fundamental duties of keeping the country together. As militias, insurgencies, rebellions, and gangs mushroomed across the country and fought for a piece of the state, violence became their preferred strategy to advance political agendas until elections were organized in 2010. A situation of no war and no peace ensued until Laurent Gbagbo, who did not recognize his defeat, was removed from power by force in 2011. The French, with the assistance of the United Nations Operation in Côte d’Ivoire (UNOCI) in a semblance of multilateralism, intervened militarily to allow Ouattara’s troops to capture Gbagbo on April 1, 2011.\u0000 Placed within a context of longue durée, an analysis is provided of how the long presence of the French military base and their experts and soldiers, under an agreement Houphouët-Boigny signed with the French government in 1961, has been a powerful deterrent and determinant of civil–military relations in Côte d’Ivoire, from independence in 1960 to the 2011 war. The presence of the French army, the Forces Nouvelles’ armed insurrection, and the weakness of the military have made possible the preservation of a “negative” peace, one that not only reshaped the class structure, but also enabled the preservation of the rentier state as the central institution in the creation and distribution of wealth. The Eurozone crisis was driven mainly by divergence in macroeconomic structures, fiscal indiscipline, and financial integration with fragmented regulatory and supervisory governance arrangements. The crisis also exposed flaws in the institutional design of the Economic and Monetary Union (EMU). The EMU lacked mechanisms of effective crisis prevention and management and fiscal coordination, had a centralized monetary policy despite divergence in the macroeconomic structure and institutional setting across member states, and adopted a “light touch” approach to financial regulation. In response, crisis-hit countries implemented structural reforms and public spending cuts. European Union (EU) leaders attempted to address these deficiencies with institutional reforms at the national and regional level. Policy responses and institutional reforms have led to populist backlash with declining trust in regional and domestic politics and organizations, with voters favoring more inward-looking, nationalist political parties. This is partly a reflection of its history. The U.K. mainland has not been invaded since 1066. Since the civil war in the 17th century and the union of Scotland with England at the beginning of the 18th century, there has not been a need to maintain significant land forces at home. The Royal Navy has provided the first and main line of defense. The civil war in many ways set the tone for subsequent civil–military relations. Most powers related to the armed forces have been retained under the royal prerogative, effectively in the hands of the prime minister, but Parliament has retained a degree of oversight and controls the purse strings.\u0000 However, beneath this veneer there are increasing tensions between the military and political authorities as the former have sought an increasing role in policymaking, particularly in terms of the wars in Iraq and Afghanistan. Moreover, the armed forces themselves have struggled to come to terms with adapting to the society from which they are drawn. What prevails is that the role of public administration is as dynamic as the political and institutional landscapes in which it resides. Subsequently, public administrators face ongoing questions on the meaning and function of their job within differing worldviews and images of government. This means having to decide on ways to implement laws, policies, and programs within situational conditions that are sometimes routine, stable, and predictable and at other times fragmented, distorted, and unique. Thus, public administrators are never too far removed from the fundamental question of how administration should come to know and understand society when having to make difficult choices. Knowledge, after all, is a sine qua non to running a government.\u0000 While the answer to this question often conjures up a methodological response, a deeper analysis suggests fundamental differences at play in terms of how knowledge, and subsequently reality, is formed. Constructivism is centered on the idea that all knowledge is subjective and socially constructed. So much so that even the hallmark of science—objectivity—cannot escape social construction, which makes absolute scientific understanding impossible. Therefore, constructivism rests on the premise that objectivity is never possible because there is no way to get fully outside of the experiences that preshape and prestructure what can be seen, thought, and analyzed.\u0000 Language itself is a preconstructed way to communicate, and while simple words like dog and cat may have agreed-upon generalities, they have highly individualized meanings. This is not unlike scientific facts, such as gravity. Science can define gravity in general terms, but individuals experience it in their own way. To the constructivist, scientific facts are no more than the facts that matter and make situational sense at that moment. The meaning of facts can change along with the situational conditions as new understandings emerge or, like the pragmatist, until something better comes along to more fully explain a phenomenon.\u0000 This creates a challenge for public administrators, who find themselves having to contend with varied situational interpretations emanating from preexisting experiences within a socially constructed world muddled with implicit bias, prejudices, and prejudgments. The profession is fraught with impeding political expectations, institutional and constitutional constraints, and unreconcilable public interests. Administrators are supposed to know what to do and how to do it. They are expected to be experts, but what justifies expertise in a socially constructed world if not knowledge and knowing? Ideally, the particular emergency has been known previously and various challenges, roadblocks, and solutions workshopped in a tabletop or other exercise. Whether in advance or at a sudden precipice, a whole-of-government approach can navigate, mitigate, and alleviate the disaster in a holistic and comprehensive manner that is tailored to the task at hand. Whole-of-government crisis management—at the local, state, national, or international level—involves several elements. First, those in command need to know the myriad of players who may have roles and responsibilities to play at pivotal moments. Every organization will not be required in every crisis, and a strategic mix and match is often valuable. Second, each agency needs to understand how it fits into the larger puzzle and adjust their internal culture accordingly to support interagency operations, regardless of who is providing a lead function and who is supporting. Then, the agencies must have the staff available to fulfill their tasks and surge capacity, making provisions for alternative personnel or a “backbench” to execute everyday operations while the frontlines are busy. Elements of whole-of-government approaches appear throughout all aspects of crisis management.\u0000 A relatively recent term, whole of government is an expansive framework for coordinating interagency responses that is often invoked in policy documents, as well as examined in academic studies. As it is adopted by various administrations and organizations during times of calm and emergency, the whole-of-government approach has aspects that are enduring, countervailing, and aspirational. The instruments of national power—diplomatic, information, military, and economic (DIME)—provide one lens through which to examine whole-of-government crisis management. Past interagency responses demonstrate best practices and difficult lessons learned for future whole-of-government operations. These strategies had important implications for how they met the imperatives of autocratic civil–military relations—keeping the military from engaging in coups and ensuring it would defend them against societal opponents, while retaining the latitude to govern. This discussion can take place in society (the public agenda), in media outlets (the media agenda), and in government institutions (the political agenda). The number of issues that can be discussed in these fora is limited and thus not every issue will get onto the agenda. Actors will therefore try to put some issues on the agenda while blocking others. Not all issues, however, have the same weight. Some issues (such as the economy) are of such a magnitude that they can bump other issues off the agenda.\u0000 This ability to push issues from the agenda is also attributed to crises. After all, an event with such an impact on society will surely affect what is being discussed. Reality, however, is more complex, starting with the fact that society may not perceive an event to be a crisis even though it has a huge impact on those directly affected. And even if society defines the event as a crisis, which aspect(s) of the crisis will be put on the agenda? Will the focus be on, for instance, preventative measures, or the fact that some parts of the population were more affected by the crisis than others?\u0000 By combining several strands of literature (most notably the agenda-setting, media, and framing literature), it is possible to discern five elements that need to be included in a conceptual framework if one wants to explain how crises affect the agenda-setting process. These five elements are (a) agenda interaction, (b) windows of opportunity, (c) entrepreneurs, (d) venue shopping, and (e) framing and problem definition. Agenda interaction refers to the interaction between and within the three types of agendas: the public, the media, and the political agendas. If political actors are, for example, able to define the event as minor and this definition is accepted by the public and the media, the issue will drop from all agendas. Windows of opportunity are moments in time when issues can be pushed onto the agenda and may even lead to policy change. Crises are one way to open these windows. A person who is trying to use that window to get a problem or solution on the agenda (and sometimes succeeding) is an entrepreneur. Other actions entrepreneurs can use include venue shopping—strategically selecting (and trying to access) those decision making arenas that seem to be a good bet when one tries to win a debate. To get access to these venues, however, entrepreneurs need to ensure that they frame the problem in such a way that a venue will decide that the issue falls under its jurisdiction.
