However, the current growth rate of the Russian software market is not enough to fully provide domestic products to all commercial and non-profit organizations and other structures. Therefore, ensuring the development of the Russian software market is an actual and urgent problem. The purpose of the research is a comprehensive study of the Russian software market and the identification of new points of its development. The significance of the work lies in a comprehensive analysis of the state and prospects of the Russian software market. The paper uses the methods of institutional, statistical, system analysis, classification and econometric modeling. As the results of the work we can highlight the empirical analysis of the dynamics of the Russian software market, including the level of competition on it. Also, the main directions of development of firms-software developers, based on the use of the potential matrix. The value of the study lies in the processing of a large array of data and its practice-oriented interpretation. As a new trend in social development, digitalization has replaced informatization and computerization. On the scale of economic and social life of both a single country and the whole world, it leads to an increase in the efficiency of the economy and an improvement in the quality of life. Questions arise about the impact of digitalization on work, what competencies are needed by modern workforce, is staff ready to change. The article is devoted to the research of the readiness of labor resources for labor activity in the context of digitalization. The article is based on a research conducted by the authors to clarify trends in the research of the question of how much labor resources are ready to change competencies for work in the digital economy. The research methodology provided for conducting a pilot sociological survey by questioning labor resources aged 15 years and older. It was interviewed 278 people of the municipality of the city of Yekaterinburg. The results can be used in a further larger-scale and more detailed research of the competence of the workforce for digitalization processes, as well as in adjusting the employment policy to prevent structural unemployment with the full-scale introduction of digital technologies in all spheres of human life. The result of the survey was an understanding of the prospects for researching the readiness of labor resources for trans professionalism and employment in the digital economy. One of the tasks aimed at solving it is the need to develop a nonstandard approach to the theoretical foundations of regulation of this industry and recommendations for its practical application. The research is based on the methodology of systematic, integrated and territorial approaches using methods of economic interpretation of the obtained results, functional and comparative analysis. Scientific novelty is the theoretical substantiation of a multi-level paradoxical model of the relationship between the parameters of the dairy industry. The paradox is the hypothesis that there is a relationship between the regulatory effect and the parameters of the dairy industry that does not have a functional relationship with it (the correlation coefficient is close to 0), through a multi-level chain of indirect relationships of parameters that have a closer relationship with the regulator and indicators that are dependent on it indirectly. To implement the proposed hypothesis, a new mechanism of action is proposed, which allowed, based on actual data taken from open sources, to develop digital models of the dairy industry in Siberia, the maximum margin of error of which does not exceed 10%. Based on the results of developing a digital model and testing its information and computer technology, it is concluded that it can be used to predict the development of the dairy industry depending on the regulatory effect in the form of the invested volume of state support funds. The analysis of construction for the period of 2015-2018 is carried out. The main economic factors affecting the pace of construction are determined. The article presents a brief overview of the software and tools used for data mining, self-organizing Kohonen maps, and describes the technique of neural network modeling of construction activities. The study is limited to the period of 4 years and the identified several key economic indicators. Statistical information from official sources was used as the initial data for construction of the model. As a result of the study, there was an overall decline in the rate of housing construction during the period under review. The impact of income on the pace of construction is identified. Regions of Russia with high rates of housing construction by 2018 have been named, as well as regions with potential opportunities to increase the volume of housing construction in the near future.
