This paper presents a case study: Broadband development in the state of Pará, Brazil. Pará has undertaken a major project to expand and extend its broadband network to cover not only the urban areas, but the river dwellers and remote populations in the vast Amazon region. The paper discusses Pará's socio-economic development plan and how broadband is expected to contribute to achieving the goals of the plan. The situation prior to implementation of the broadband project is outlined, and the elements of the project expansion are set forth. Finally, the impact on the state's socio-economic development is discussed, with particular focus on the verticalization of agriculture and enhanced educational opportunities. There are, however, fundamental VRE penetration limits that can only be lifted with the complementary integration of flexible demand-side resources. A recent study has shown that flexible energy-water resources can serve such a role, provide much needed operating reserves and cost- effectively reduce power system imbalances. The implementation of such demand-side resources necessitates a “shared integrated grid” that is characterized by: 1) integral social and retail market engagement from individual electricity consumers; 2.) the digitization of energy resources through the energy internet of things (eIoT); and 3) community level coordination. This paper discusses the efforts of Dartmouth College and the City of Lebanon, NH, and Liberty Utilities to develop such a shared integrated grid. It leverages the newly passed New Hampshire municipal aggregation bill (SB 286). The human qualities studied by virtue ethics-e.g., personal character and habits of acting and choosing with practical wisdom so as to promote human flourishing-are required to engage successfully in ethical design of these autonomous systems, especially those that are used in safety-critical situations. This paper examines two contemporary theories of virtue ethics, exemplarism and global technosocial ethics, and argues that when combined they provide methods for engineers to develop, enhance, and put into practice the needed human qualities. The paper explores ways that engineering professional organizations can support engineers in this process, leveraging their publication, publicity, and standards-making capabilities to provide exemplars and case histories of ethical designs to aid engineers in virtue cultivation. Hurricane Irma can be recognized as a more popular recent disaster in terms of social media attention and made landfall in the US with significant time to prepare, making it a good model for an evaluation of disaster response. The objective of this research is to establish a pattern regarding sentiment trends over the progression of the storm totality using sentiment analysis and produce a viable set of topic models for its and Latent Dirichlet Allocation (LDA) topic modeling. The results from this study demonstrate that sentiment analysis can measure changes in users's emotions during natural disasters and that simple topic models can be formed from the twitter data. Information like this can be used by authorities to limit the damage and effectively recover from the disaster as well as adjust future response efforts accordingly. The ethical framework includes five ethical principles: beneficence, non-maleficence, human autonomy, justice, and explicability. First, a commercially available Wingcopter 178 drone is analyzed in the context of the blood sample transportation case; then, a redesigned drone is proposed. The redesigned drone is renamed FrugalDrone to signify its main beneficent characteristic: providing inexpensive transportation of blood samples. FrugalDrone's design addresses other relevant human values including health, safety, accountability, and environmental impacts. This work is aimed at the drone design community and interdisciplinary researchers. Specifically addressed are: genetic editing for enhanced cognition; the technology of implantable bioengineered devices (e.g. synthetic DNA digital constructs); regulatory considerations; and ethical implications. In the near term implantable devices will couple biotechnology platforms and 5-G telemetry within an anatomically interior intranet communicating with the Internet. Because of limited social science research in Artificial Intelligence, the structural discussion of racial and ethnic inequalities uses current STEM research to understand the broader issues facing AI development. The paper also provides some recommendations in addressing AI biases. Research was compiled on current laws regarding licensure to operate automated motor vehicles, consumer knowledge of automated vehicles, and methods of training. There was found to be a lack of legislation regarding licensure, as well as a failure to provide educational programs for consumers. Licensure legislation, in combination with proper training for each level of autonomy, is considered necessary in order to protect against crashes and improper or unsafe operation of automated motor vehicles. To address this, the paper outlines a driver education program for operators of automated vehicles. A method of visually identifying the level of automation within the vehicle is also presented. It is imperative that local communities can, based on their respective realities, identify priorities and make effective strategies to direct the community development harnessing emerging technologies. This work studies the case of Kingsville, a medium-sized city in South Texas without a technology-intensive current economy or a technology-attracting cultural tradition. Kingsville2050 initiative has been launched to generate future-oriented, out-of-box-thinking ideas and to build innovation capacity within the community. The first and foremost problem is how to reach synergy among community stakeholders and link them to selected emerging technologies with the best fit. This work proposes a workshop design using multi-stakeholder co-design approach to making community development strategies that aim to take full advantage of emergent technologies. During a workshop, which is typically a one-day event, stakeholders from different backgrounds discuss and present their opinions on the challenges of bridging the gap between community realities and emergent technologies. Following the co-design methodology, the workshop planning process also integrates other tools, i.e., design-thinking and strategic visualization, to promote the emergence of creative solutions to address the above challenges.
