Earthquakes, floods, terrorist acts are major examples of crises that occur in different areas under different frequencies. Crisis situations are always dynamic and they are characterised by unpredictable consequences that societies cannot always handle. The dynamics of crisis situations are such that societies have to re-evaluate and re-design their policies. This paper aims to present a Social Media-based system that coordinates the responses of the authorities in a large crisis. The paper performs extensive review of literature in order to identify decision making approaches in crisis situations and the different factors that affect these approaches. It also presents the ATHENA Crisis Management system which is based on a platform that makes combined use of data mining algorithms for the purpose of analysing large amounts of data received through the Social Media during and after a large crisis. This study identifies the factors, perceptions, and attitudes of mobile learning acceptance at the individual level. The TAM themes included in this study are: attitude A, behavioral intentions BI, ease of access EoA, ease of use EoU, external influence EI, quality of service QoS, student readiness SR, university support US and usefulness U. The article's objective is to examine the determinants and behavioral intentions to use M-learning in higher learning institutions in Puerto Rico. SMEs are beginning to understand the significance of implementing IT systems like ERP for improving their preparedness in business processes. Hence the objective of this research article is to develop a framework to analyse SME's organizational preparedness for implementing the technology. This research applies a General Morphological Analysis (GMA) framework to explore suitable models and variables for IT change preparedness to realize the benefits of ERP implementation in SMEs. An SMEs drawback in implementing IT tools is specifically due to a lack of knowledge and an acute shortage of resources like investment and manpower. The review of literature in this article using general morphological analysis is novel for ERP implementation in the SME sector. The One Belt One Road (B&R) strategy spearheaded by the Chinese Government has been identified as a potential funding source for e-government projects through ICT infrastructure investment. Adequate ICT infrastructure investment in member countries under the Belt and Road initiatives could reduce the huge ICT infrastructure gap hampering the execution of e-government programs. This article, therefore, recommends the formation of the Belt and Road ICT Infrastructure Investment Fund (B&R ICT Infrastructure Fund) under the OBOR strategy to allow member countries to source funds for the execution of e-government projects.
