{"title":"The Measure for Avalanche by the Combination of Forest and More Facilities, and its Feature","authors":"Motoo Sakai, Taku Noguchi","doi":"10.4106/JSSE.21.198","DOIUrl":"https://doi.org/10.4106/JSSE.21.198","url":null,"abstract":"1.は じめ に 年間 を通 じて20万 前後 の 人 々が訪 れ る観 光地 に, 集落 雪 崩 対策 事業 を実 施 す る こと とな った。 対象 と す る雪 崩 発生 斜 面は 集落 の 中心 に あ り,こ こに雪 崩 対策 施 設(以下,施 設 とい う)を 設 置 した 場 合,観 光地 と して の 景観 を損 な う恐 れ が あ った。 地 元関 係 者も 景観 上の 問題 や 観 光へ の影 響 を心配 し,施 設 の 計画 にあた っ て は景 観 に最 大限 の配 慮 をす る必 要 が あ った。 また工 事完成 後 の 景観 のみ な らず,is事 中 の周 辺 へ の影 響 に対す る配慮 も必 要で あ った。 この ため 施 設 の選定 にあた っては,集 落 中心 街 か らみ て も違 和感 や 圧迫 感 を 与え な いよ うな工 種 ・ 工法 の採 用,施 設 高等 を極力 お さえて 施 設 を 口 立た な くす るよ うな1二夫,植 生を併 用 して 人工構 造物 の 目 隠 しに利 用 し景観 上 の配 慮 を行 うな ど植 生導 入の 試 み,工 事中の 景観 や 周辺 環境 を損な わ な いた めの工事 用仮 設備 の 計 画,植生 を導 入 した 場 合 の植 栽 と維 持管 理 の あ り方,な どの 検 討 を行 った。 また 検討 に 際 して は地 元 関係 者及び 森林 整 備 部局 か らの 聞 き取 り調 査.地 質調 査 等 もあわ せ て実 施 した 。 検 討の 結 果,施 設 は 構造 物 と植 生 によ る 複 数の防 止施 設の 組 合せ に よ る もの とな った。 この よ うな 事 例は,集 落 雪崩 対策 事 業 と して はあ ま り例が な い も ので あ る。 よ って こ こにそ の検 討結 果を と りま とめ 報告 す る。","PeriodicalId":199097,"journal":{"name":"Journal of Snow Engineering of Japan","volume":"73 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2005-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127336945","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The results are as follows. 1) The local railways are classified into the groups with four characteristics by Cluster analysis. The feature of a group is grasped at the point of the index surrounding the railway conditions. 2) Activation measures, presence of the support organization and role of local railways are grasped by using the conscious survey. 3) The secondary survey regarding activation measure is carried out, and many of the routes which suffer a deficit have the support organization. 4) As a result of the interview, the activation measures under the snowfall and depopulation background are taken in various forms, and increase passengers or tourists.
