The necessity and intensity of the mutual influences of man, technology and environment were understood differently at different periods. The desire to take from nature all that is necessary for man led, against the backdrop of a certain scientific and technological progress, to irreversible anthropogenic impacts on the environment and, as a consequence, to its pathogenic effects on humans. Ecological activity for identifying and eliminating pathogenic influences covers and determines all other types of human activity. At the same time, within the framework of sustainable development, a trend of development of intelligent transport systems that increase mobility in the city was noted. Huge resources are allocated for these purposes, R&D is carried out and the corresponding transport and logistics, digital and intelligent infrastructure is being formed. The most important indicator that allows you to assess the efficiency of stream processes in the city is congestion, which, with the development of these systems, can be controlled and predicted. But, even these efforts are not fully effective because the congestion index remains in rather high ranges, and affects additional time costs for all participants in sweat processes. The development of an intelligent transport system as part of a transport and logistics system has a positive effect on the formation of a mobility map in the city but requires coordination with the logistics complex, as well as a transition to a new technological level. In the course of the study, methods of scientific analysis were used, including methods of analogies for generalization and comparative analysis for typing digital platforms. The result of the study is a description of the structure of the business model used by platform companies to involve the main participants in the business process (business partners, potential customers, developers, etc.). They described the institutional transformations of the consumer market caused by the opportunities and restrictions associated with the fourth industrial revolution. The research identifies the constraints for the development of the fourth industrial revolution in the Russian Federation. It describes the role of governmental policies in the destruction due to the sharing economy. The authors also identified the risks associated with the changes in the legal framework under the influence of new industrial technologies. A conclusion is made concerning the importance of preserving the traditional notion of consumer protection despite the introduction of new regulation methods, and the positive role of laws that promote customers’ trust towards products, services, and business models developed during the fourth industrial revolution.
