This condition initially occurred in various developed countries, which then spread to developing countries. Of course, many factors caused this to happen, such as the economic and financial crisis of the state. Public administration reform towards public service is important enough to get attention and treatment as soon as possible. The dynamics of society as a social force cannot be ignored in the system of control and public accountability, both in service delivery and in the implementation of development. The purpose of this study is to find out the New Public Service paradigm as a new concept in administrative reform in the education, health and economic sectors of the local government. The results of the study indicate that public services in the education, health, and economic sectors of today's society are facing a trend towards the development of regional governance as a result of globalization and regional autonomy. In the management of local government, a change and renewal is needed so that the government can always accommodate the needs of change in society and enable public administration to reorganize people's lives. One of the trends in the need for public bureaucracy to reform is that local government bureaucracies must be more open in relation to the public interest. In other words, the local government bureaucracy can become more flexible so that it can more easily adapt to changing circumstances. The purpose of research to know the description of knowledge and attitude of young women about menstrual disorders in class XII SMAN 02 Pekanbaru. The research design is quantitative with descriptive method with cross sectional approach. The research was conducted on July 26 to August 16, 2013 at SMAN 02 Pekanbaru class VII in 2013. The population in this study is all students of class XII SMAN 02 Pekanbaru in 2013. Population in this research is all The students of grade XII SMAN 02 Pekanbaru in 2013 amounted to 149 people and the sample was taken by simple random sampling which was 60 people. Analysis of knowledge data used is univariate data analysis and attitude analysis using Likert scale. The result of the research shows that majority of respondents’ knowledge is 43 people (71.67%) and the majority of female attitudes about menstruation disorder in SMAN 02 Pekanbaru is negative 33 people (55%). It is expected that the results of this study can be used as information where menstrual disorders are important things to know. The research method used is descriptive quantitative. The sampling technique used is saturated sampling, so that from the population there are 59 respondents, the data collection methods used are observation, questionnaires, and literature study. The data analysis technique used is multiple linear regression, t test, F test and coefficient of determination. Based on multiple linear regression analysis, the variables of work discipline and communication on work productivity of the Padang Job Training Center (BLK) employees obtained Y = 6.747 + 0.931 X1 + 0.178 X2 + e. The results of the t-test that were carried out showed that the variables of work discipline and communication had a significant effect on the work productivity of the Padang Job Training Center (BLK) employees. The results of the F test proved that the variables of work discipline and communication had a positive and significant effect simultaneously on the work productivity of the Padang Job Training Center (BLK) employees. This can be proven by the value of Fcount > Ftable or 534,421 > 3.16 and a significant level of 0.000 Alpha (α) 0.05 while the coefficient of determination is 94.8%. Understanding of language in the big Indonesian dictionary, understanding language in general can be defined as a symbol, and understanding language according to the term is a communication tool in the form of a system of symbols produced by speech organs in humans. Language is also part of culture and it is language that develops culture as we know it today. Language can also act as a tool for social integration as well as a tool for social adaptation, considering that Indonesian has a pluralistic language. Slang is the typical language of teenagers (words that are changed in such a way that it can only be understood between them) can be understood by almost all teenagers in the country who are reached by the mass media. Yet the terms are evolving, changing and increasing almost every day. Slang is a language that has unique terms, while the second definition is made clear again that it is teenagers who use the language and the language will continue to develop.
