In this regard, this study examines the experience of constructing and utilizing Korea's commercial district information system based on various big data, and checks the experience under the 'Korean ODA model in the ICT sector' related to the 'ODA based on big data' of the OECD. \u0000Through this, this study emphasizes that the development of new ICT businesses and the expansion of added value are an opportunity to support the low-income class in recipient countries and to grow into emerging and developing countries, and also suggests that it can be a useful opportunity to enhance competitiveness. The purpose of this study is to present a sustainable foreign trade development plan for China in the era of the 4th industrial revolution. Accordingly, this study analyzed the changes in China's foreign trade following the 4th industrial revolution and suggested the following foreign trade development plans based on this. First, in response to changes in the trade environment, China should strengthen its trade competitiveness by optimizing its innovation system by promoting the protection of intellectual property and fostering scientific and technological talents. Second, in order to respond to changes in the trade structure, China should optimize its digital trade structure and promote the digitization of service trade. Agricultural exports should now contribute to the development of the national economy by establishing and promoting a new export strategy that introduces strengthening export competitiveness, not just a method of handling domestic surplus products. Under this environment, this study derived the determinants of agri-food exports targeting Japan, China, and the United States, which are major countries in Korea's agri-food exports, and analyzed the economic effects of exports by applying a gravity equation model. Especially traditionally addressed export decisionsIn addition to gross national product, gross national product per capita, exchange rate, number of Koreans, and distance, the efficiency of external export support systems such as logistics performance index and customs clearance index was analyzed by variable. {"title":"A Study on Distance effects of intermediate and household consumption goods","authors":"S. Jun","doi":"10.15798/kaici.2022.24.3.313","DOIUrl":"https://doi.org/10.15798/kaici.2022.24.3.313","url":null,"abstract":"In this paper I analyze (1) whether the distance coefficients of intermediate goods in the gravity model are larger than household consumption goods, and (2) whether the distance coefficients decreases from 2000 to 2020 when the globalization expanded. As the results the distance coefficient of intermediate goods was larger than household consumption goods, which means that when sourcing the intermediate goods from abroad, firms prefer short-distance countries to long-distance countries. This is because inventory management costs and synchronization costs between production processes in the global value chain increase with distance in intermediate goods trade. The results also showed that, contrary to expectations, the physical distance between the two countries as trade barrier has strengthened at a time when globalization has expands. This means that, in spite of expansion of globalization, trade with closer countries is growing faster than trade with long distance-countries. The development of ICT technology has facilitated information exchange with long distance-countries but information, knowledge, and news are still exchanged more frequently between short-distance countries. Therefore, this study attempted to confirm whether trade creation and diversion effect occurred due to the CPTPP, which took effect at the end of 2018, and to examine the necessity for Korea to join the CPTPP. In particular, whether there was a diversion effect on Korean trade was empirically analyzed by applying PPML to the gravity model. Until 2020, the third year of entry into force, the trade creation and diversion effect of the CPTPP was not confirmed, considering the impact of all existing FTAs, but the trade diversion effect for Korea was confirmed in the organic compounds (HS29). In this regard, the Korea International Trade Association recommends changing the international commercial terms under incoterms as a way to reduce logistics costs for import/export companies. This study tried to examine the constraint factors that appear in the process of changing international commercial terms. \u0000In order to achieve the research purpose, this study composed questionnaire items by conducting previous studies, expert interviews, and pilot studies. The questionnaire was distributed to random sample companies based on the list of member companies such as the Korea International Trade Association, the Korea Trade-Investment Promotion Agency, and the Korea Small and Medium Business Association. The survey period was from March 2, 2022 to June 30, 2022. About 1,200 copies of the total questionnaire were distributed and 244 copies were used for empirical analysis, and PLS-SEM was performed to derive the results. \u0000The results of this study are as follows. First, It was found that the internal rigidity and lack of expertise in determining international commercial terms in trade companies had a negative impact on the change of international commercial terms. {"title":"A Study on the Shipper’s Duty to Inform of Dangerous Cargo under Carriage of Goods by Sea","authors":"Young-Ju Kim","doi":"10.15798/kaici.2022.24.3.151","DOIUrl":"https://doi.org/10.15798/kaici.2022.24.3.151","url":null,"abstract":"To ship dangerous goods, the shipper is required to prepare a form certifying that the cargo has been packed, labeled and declared according with the IMDGC or SOLAS. But the carriage of dangerous goods raises two main problems: the responsibility of the carrier for loss of the dangerous cargo itself; and the responsibility of the shipper to the ship and the carrier for damage caused by the dangerous goods. In order to determine the foregoing responsibilities one must ascertain in each case whether the carrier and the shipper knew or should have known of the dangerous nature of the cargo. \u0000Under the common law, the shipper’s warranty as to the suitability of the goods for carriage is modified if the carrier knew or should have known of the dangerous cargo. Also, in the civil law such as Germany, France, and Japan, the shipper’s obligation to the carrier to tender goods which are suitable for carriage is contractual obligation and it would seem to be an absolute one. In this respect, the shipper's duty to inform dangerous goods is important in order to set the standard for the cargo claim. \u0000This paper discusses the subject of shipping dangerous cargo at common law and civil law. Especially, the paper reviews and analyzes some issues as to shipper’s duty to inform dangerous goods in the carriage of goods by sea. By examining theories and researching cases, it presents current problems in the Commercial Code of Korea. In particular, it attempts to estimate the role of the three channels of investment types such as equipment investment, R&D investment and foreign direct investment in the effect. Three panel data models were established and estimated with using a data set of 10 major export sectors in Korean Industry during the current decade from 2010 to 2019. The empirical estimation reports the results that equipment investment had a positive effect on the amounts of export in major export sectors in Korean industry, while R&D investment and foreign direct investment had an inconsistent effect on them. In addition, the labor productivity had significant impact on the exports. These stylized findings are consistent across the two different models of the basic model and the revised model. More importantly, it is likely to reflect indirectly the trade structure in major export sectors, in which high-tech-intensive intermediate products account for a large proportion of major exports. This trend is expected to continue as long as Korea maintains a competitive advantage in major export sectors of technology-intensive industries. The study proposes a future study on short-run and long-run effects in the role of R&D on exports. {"title":"A Study on the International Competitiveness Analysis of the Korean Medical Device Industry: Focusing on Comparison with the US, China, Japan, and EU","authors":"Kong-Woo La","doi":"10.15798/kaici.2022.24.3.265","DOIUrl":"https://doi.org/10.15798/kaici.2022.24.3.265","url":null,"abstract":"In this study, the competitiveness of medical devices with the US, China, Japan, and EU was analyzed using RCA, SRCA, TSI, and ESI. \u0000As a result of the analysis, first, in RCA and SRCA analysis, it was found that only two items of HS 8419 and HS 9022 were competitive among Korean medical device items. The US and EU were found to be competitive in almost all items. Second, looking at the TSI index, it can be seen that both Korea and the United States are closer to import-specific rather than export-specific. In China and the EU, the TSI index was greater than 0 for most medical device items from 2016 to 2020. \u0000Third, looking at Korea's ESI, the degree of export competition gradually increased from 2016 to 2020. It can be seen that the competition in medical device items is intensifying. \u0000The competitiveness of Korea's medical device industry was found to be lower than that of major countries. In addition to the feature that the spaghetti ball effect can be mitigated by applying one rule of origin to multiple countries, CPTPP has the feature of applying full accumulation, allowing the accumulation of materials and production simultaneously for all contracting countries for the first time out of Mega FTAs. Full accumulation enhances the possibility of determining origin by allowing the accumulation of not only origin materials but also the added value generated during the production process in a contracting country, which gives higher utilization if they have a global value chain in the contracting country. Further, over time, the direction of production, supply and demand of raw and subsidiary materials will be induced to the contracting countries, which can serve as an opportunity to strengthen economic relation between the contracting countries. Therefore, in this study, focusing on the full accumulation, one of the important features of CPTPP, the possibility of utilizing full accumulation when Korea joins CPTPP has been analyzed by examining the trends in raw and subsidiary material trade and investment status in manufacturing business between contracting countries and candidate countries.
