The research target to be achieved is an additional learning media that is interesting and easy to use so that it can increase student interest and student achievement. This research will discuss how to design, develop and evaluate the effectiveness of using Mobile Learning applications. This application is made so that students can easily access a course material using the Mobile Learning application by Smartphone and also to increase the effectiveness of conducting online lectures at the Uyelindo Kupang STIKOM information system study program. To measure the effectiveness of the use of mobile learning it is necessary to test among them, from the results of the Kolmogorov-Smirnov test using SPSS 16 it is found that the research subjects are normally distributed and based on the results of the Paired Samples Test t-test it is known that the significant value is 0,000> 0,05. While t-count = -11,142 and for t-table at a significant level ? = 5% (0.05) with degrees of freedom (df) n-1 or 50-1 = 49. Two-sided testing (significance = 0.025) results are obtained for t-table = 2 , 00958 with a significant level of 0.025. In the result t-count < t-table (-11.142 <2, 00958) then H0 is rejected and Ha is accepted. From this data, Lasiolat District is one of the Districts in Belu District where there are still 299 uninhabitable houses and 1,360 housing units out of 1,659 families, with a total population of 7,171 people, an area of ??13,200 Km2. Therefore, the local government through the Department of Housing and Settlements provides housing assistance to deal with problems arising from the inability of low income people. However, Lasiolat District officials still have difficulty in selecting people who are entitled to get help. Because in the selection process it is still difficult to record the large number of people manually, it takes a long time because the local government through the Housing and Settlement Office only provides as many as 100 housing units. The limited housing assistance provided, the selection process for beneficiaries who are eligible for assistance, the Department checks the data of beneficiaries through the District officials to determine citizenship, income, land ownership, type of house, building and marital status. Errors in selecting beneficiaries can result in assistance being given to recipients who do not deserve assistance. Therefore we need a system that can be used to make selections with the main objective of overcoming the problems encountered in the selection process that is currently underway. In this research, an information system for selecting housing beneficiaries will be built using the Fuzzy AHP method. The system is built based on the website. In this regard, the development of a learning model in the Covid-19 emergency period is now an obligation that must be done by every educator in Indonesia. Nowadays information technology plays an important role in all fields, including in education. The right learning media to use now is certainly a choice that must be made, based on information technology. The development of information and communication technology has experienced rapid development, so that it impacts on human life. This development can be seen from the pattern of technology-based education. The application of technology in education better known as Information and Communication Technology (ICT) has finally become the pulse in the world of education. It is clear that ICT has become an integrated part of learning through distance learning or internet-based learning (e-learning). During the Covid-19 emergency. at the end of 2019 after receiving an appeal from the government regarding home learning programs due to the Covid-19 pandemic, STIKOM Uyelindo Kupang felt the need to build a system to be able to help monitor online teaching and learning activities from home by utilizing internet technology or known as e-learning. The main purpose of iClass (e-learning that will be built) is to collect student attendance data online so that it can help the academic community to control lecture activities in real time. To maintain quality, STIKOM Uyelindo Kupang, especially the undergraduate informatics engineering study program routinely monitors and evaluates the performance of lecturers. The problem that is often faced in routine monitoring and evaluation of lecturer performance is the performance evaluation process that is still objective so that to overcome these problems, a decision support system is needed that can assist in evaluating the performance of lecturers at STIKOM Uyelindo Kupang. The purpose of this study is to make a decision support system for the assessment of performance of lecturers of the first-degree informatics engineering study program at STIKOM Uyelindo Kupang using TOPSIS method. Interpolation is guessing time series data point between the range of data set. Extrapolation is predict or guessing time series data point from beyond the range of data set. \u0000In this study, Newton’s Extrapolation is compared with linear and squared extrapolation. Newton’s Extrapolation making the assumption that the observed trend continues for values of x outside the model range. \u0000The robustness of prediction using Root Mean Square Error (RMSE) and Mean Average Percentage Error (MAPE). The results of newton’s interpolation with bottom, middle, and top approaches found the best value are middle approach, namely RMSE 76,01 and MAPE 4,65%. In Newton’s Extrapolation, the error values are consistent at bottom, middle, and top approaches, namely RMSE 541,170 anda MAPE 33,19%. Based on data from the Statistics of Indonesia on the percentage and number of poor people in East Nusa Tenggara Province in 2010 -2018 is declining trend pattern. The error value with Linear, Quadratic, and Newton’s Extrapolation shows the robust value results at linear or trend extrapolation, namely RMSE 157,450 and MAPE 7,93%. In the Kupang City and the Regency of Kupang itself holds many tourist destinations, but the terms of promotion that are still catalog and social media are deemed inadequate. High cost of catalog production and data costs for accessing social media are not cheap either. But by using a router and access point, it is expected that these costs can be eliminated. The router is used to create a hotspot login page. The login page can be modified into a digital catalog (website page) while the Access Point is used to distribute catalog.
