Indeed, the management of knowledge is a major factor in nurturing a culture of innovation. In 2002, the International Atomic Energy Agency (IAEA) General Conference discussed the growing importance of Nuclear Knowledge Management (NKM) and the concomitant risks when failing to manage knowledge. The 2006 General Conference passed a resolution requiring the development of guidance focusing on NKM, resulting in a programme to prepare a series of publications on the subject. The programme also included training to raise the profile of NKM, consideration of best practices and articulation of the benefits that could be achieved by nuclear organisations. A guidance document has now been produced describing proven knowledge management techniques in the nuclear Research and Development (R&D) sector. It includes definitions of terms and advice on managing tacit, implicit and explicit knowledge, both in document (record) form and in terms of the skills and experiences inherent in nuclear industry workers. Countries embarking on a new nuclear energy programme have the opportunity to establish effective knowledge management systems and processes from the outset, with the added benefit of readily available hard and software systems designed for the purpose. Properly applied KM improves organisational efficiency and productivity through reducing process times, introducing technology to assist finding relevant information, and instituting techniques to remedy poor quality outputs. The effective management of nuclear knowledge includes ensuring the continued availability of qualified workforce. Increasing levels of retirement have come at a time when the industry is facing increased demand for experienced nuclear scientists and engineers for refurbishment, decommissioning and new builds. In the mid-1990s, the industry was faced with the prospect of a growing shortage of specialist skills and the loss of important technical knowledge and experience. The recognition of the importance of the problem and the need to act prompted the Canadian nuclear utilities, Atomic Energy Canada Ltd (AECL) and the CANDU Owner's Group (COG), to undertake several proactive measures to address the problem. The practical experiences of different NPPs show that the development and existence of a knowledge portal for NPPs help to keep the staff informed and the sharing of information helps to maintain safety at a high level. Some examples show that, if the process management is also integrated into the portal system, it helps the organisation to achieve its goals more easily. In this paper we introduce a general concept of designing of a knowledge portal and also a typical content. Kosilov","doi":"10.1504/IJNKM.2009.028569","DOIUrl":"https://doi.org/10.1504/IJNKM.2009.028569","url":null,"abstract":"The World Nuclear University (WNU) is a global partnership of nuclear learning institutions, founded in 2003 by the World Nuclear Association (WNA), the International Atomic Energy Agency (IAEA), the Nuclear Energy Agency (NEA) of the Organisation for Economic Cooperation and Development (OECD) and the World Association of Nuclear Operators (WANO). The mission of this new university is to enhance global nuclear education, foster communication and build leadership in nuclear science and technology. The annual Summer Institute, the most advanced of a series of programmes being developed by the WNU Coordinating Centre, is a global academy to build knowledge and perspectives for a new generation of nuclear leaders. It covers a wide range of technical, political, environmental and social issues surrounding a broad expansion of peaceful applications of nuclear technology. There are now 367 fellows from 58 countries who have completed this WNU initiative. An outstanding group of speakers from all around the world share their knowledge on a wide range of topics, demonstrating a personal commitment to professional expertise and a strong sense of purpose to transfer valuable knowledge to the younger generation. Among the top inventors, Makoto Ueda had 140 patents, J. Schoening 121 and F.S. Currently, the largest certification body of healthcare organisations in the USA, the JCI surveys nearly 20,000 healthcare programmes through a voluntary accreditation process. The JCI is a nonprofit organisation that continually improves the safety and quality of care in the international community through the provision of education and international accreditation. The JCI standard contains different subjects such as Prevention of Infection, Patient and Family Rights, Leadership, Facility Management and Safety. Clients do not always appreciate the differences among JCI consultants. This paper aims to provide an analytical tool to select the best JCI consultant to provide the utmost customer satisfaction. The clients of three Turkish JCI consultancy firms were interviewed, and the most important criteria taken into account by the clients while they were selecting their consultancy firms were determined by a designed questionnaire. The fuzzy Analytic Hierarchy Process (AHP) was applied to compare these consultancy firms. Typical nuclear proliferation discourses revolve around the intentions and capabilities of nation-states, as also the events and conditions furthering the cause of nuclear proliferation. Various international relations theories try to explain a state's motivations for proliferation. However, policy makers are often confronted with strategic decision-making situations that are complex, nonlinear and evolving. In order to provide them with any meaningful support under such circumstances, a Decision Support System (DSS) model is required that can provide a complex, emergent insight into the proliferation intentions of nation-states. This paper presents such a computationally intelligent model (Discerning Nuclear Intentions or DiNI) based on the sociobiological phenomenon of altruism. A hypothetical case study is used to demonstrate the model. The results show the potential of this model as a strategic nuclear policy DSS for containing nuclear proliferation. The Romanian Network of Excellence in Nuclear Physics and Engineering (REFIN) aims to develop an efficient, flexible and modern training system in the nuclear education area, which answers the requirements of the nuclear industry (Nuclear Power Plants – NPP, regulatory bodies, subcontractors, dismantling, radioprotection, waste management) and conforms to the perspectives of the EU and regional research initiatives. This project gathers all the Romanian entities (universities, R&D centres, training facilities) involved in nuclear education and uses the existing experience of the European Nuclear Education Network (ENEN). REFIN implemented pilot modern training courses, delivered handbooks and multimedia support for these courses to strengthen and better use the existing research infrastructure for R&D among the network partners. It also introduced advanced learning technologies. All of the project partners' nuclear courses are available on the network's website using a MOODLE e-learning platform. Both current and specific educational and training activities of the network partners are oriented towards the nuclear knowledge management requirements. After a hierarchical analysis of states' nuclear activities on the basis of the International Atomic Energy Agency (IAEA) Physical Model, the multilayer structure of the evaluation model for states' nuclear activities is outlined. Special emphasis is given to the synthesis and evaluation of the Physical Model indicator information by using a newly developed belief rule- based inference methodology (RIMER), which handles hybrid uncertain information in nuclear safeguards' evaluation process. RIMER is developed on the basis of the Dempster-Shafer theory of evidence, decision theory and fuzzy rule-based systems. In this methodology, various types of information from different sources can be transformed and used in the inference process. The new methodology can provide a flexible and effective procedure to deal with hybrid, uncertain assessment information to arrive at rational conclusions.
