Tribes now have the option to carry out their transportation program directly through FHWA and 130 tribal DOTs are now working to improve the transportation infrastructure in Indian Country. The Federal Highway Administration (FHWA) is working with the U.S. Customs and Border Protection, Transport Canada, and the Canada Border Services Agency on projects and activities using technology to measure border wait time. The working group has developed a border wait-time project designed to investigate, test, and deploy an automated, technology-based system for measuring wait times at two crossing locations on the land border. Another project took place in Minnesota to develop a bridge border crossing. It is necessary to estimate future growth of the area, which can be done with scenario planning. In the past, growth projections were based on carrying the most recent past trends from the current situation to some point in the future. This system was accurate for near-term projections, but less so for more distant ones. In recent years, modelers have compensated by developing more reactive policy models that allow for policy changes. Scenario planning, which integrates policy models with geographic information systems (GIS), shows alternative futures resulting from varying policy choices. Metropolitan planning organizations (MPOs) are at the forefront of scenario planning. MPOs identify transportation issues and needs. Long-range planning includes analysis of alternatives to meet projected future demands, while maintaining a safe and efficient transportation system to ensure mobility without adverse effects on the environment. FHWA was forced to broaden its mission from that of providing highways to meet traffic demand to one that includes reflecting the cultural, economic, environmental, and social needs of U.S. cities and sensitive rural areas. Scannall","doi":"10.1061/40753(171)18","DOIUrl":"https://doi.org/10.1061/40753(171)18","url":null,"abstract":"The Federal Highway Administration and partners provided funding for a joint research project to evaluate in-service bridge decks in Pennsylvania and New York constructed with epoxy-coated reinforcing steel. This study examines the long-term performance of epoxy-coated reinforcing steel in concrete bridges and structures exposed to salt. The sampling plan was designed to detect progressive corrosion, even if the frequency of occurrence was less than 3% of the global population. Results showed that the frequency of occurrence of progressive corrosion is less than 3% in Pennsylvania and at least 3% in New York. A total of 409 rebars showed no evidence of corrosion; 62 bars had a number of small, countable corrosion spots; and only two rebars, both in New York, exhibited significant visible corrosion. Coating adhesion reduction or loss was found to be more prevalent and extensive. Only 47% of the bars tested had no reduction in adhesion. No correlation was found with corrosion-condition rating and chloride exposure time or chloride content. Among all the variables included in the analyses, logarithm of electrochemical impedance spectroscopy, number of holidays, and number of bare spots were found to be the best predictors of corrosion-condition rating, but in all cases the correlations were weak. Corrosion-condition rating did not correlate with coating thickness, clear concrete cover, color of epoxy, or bridge deck-condition rating. Dyea is 15 km away over a narrow gravel road that winds around two deep fjords. Since the year-round-flowing Nelson Slough runs through the area, a bridge was needed to provide reliable access to Dyea Flats at all tidal stages. The city of Skagway received a grant from the U.S. Department of Agriculture Forest Service for assistance in design and construction of a timber bridge. The grant specified that the bridge must be constructed from untreated Alaska yellow cedar, a naturally decay-resistant wood species, using recently developed stressed-deck technology. The new bridge is simple. strong, aesthetic, and aromatic. The cost of raised pavement markers and their installation is nominal (approximately $150 per lane-drop location). It is recommended that raised pavement markers be installed at other lane-drop locations. Markers installed at locations described in this article have not been in place for a sufficient time to determine their durability; however, reports from other States indicate their durability is sufficient to render them economical. If raised pavement markers are installed routinely, steps should be taken to insure they are not damaged by snowplow operations.
