This article explores a single RIS in Trentino in Italy. The case shows that the roles of three actors (i.e., the provincial government, academia/research centers, and firms) are vital in creating the RIS, and that the provincial-level government policy is important in supporting the innovation activities of regional research institutions and firms aimed at developing their international connections. The public-private research collaboration and international connections of these actors are the key determinants of the development of an advanced RIS, but have largely been ignored in the extant RIS literature. Defining product upgrading as a movement towards more sophisticated products, we use Haussmann’s product sophistication index to calculate a sales-weighted average sophistication level of Indian manufacturing firms in the period 2000/01-2014/15. The first section of the paper empirically investigates whether GVC firms produce more sophisticated goods than non-GVC firms. In the next section, we take the sub-sample of GVC firms to analyse the impact of depth of GVC integration on firm-level sophistication. Lastly, the study draws on Gereffi’s (2005)) governance framework and quantifies different types of governance structures to analyse how power asymmetries can impact the sophistication levels of developing country supplier firms. The study finds that the on average, Indian firms participating in GVCs produce more sophisticated goods than non-GVC firms, and increasing GVC integration significantly and positively impacts firm level sophistication. These results lend empirical support to the learning by importing and exporting hypothesis. Zhai","doi":"10.2139/SSRN.3047895","DOIUrl":"https://doi.org/10.2139/SSRN.3047895","url":null,"abstract":"The withdrawal of the United States from the Trans-Pacific Partnership (TPP) in early 2017 led the remaining 11 countries in that trade and investment agreement to explore alternative ways to sustain economic integration in the Asia-Pacific region. This Working Paper shows that, without the United States, these 11 countries can achieve significant gains from high-quality, TPP-like agreements among themselves and from what might have to be a less rigorous but wider agreement in a separate, 16-member Asian trade negotiation, the Regional Comprehensive Economic Partnership (RCEP). Either of these multilateral options would yield benefits greater than those that would flow from bilateral agreements between individual countries and the United States alone, and gains from such accords could grow over time. For example, expanding the TPP without the United States to five other Asia- Pacific economies, all of which have expressed interest in the TPP in the past, would yield global income gains that rival those expected from the original TPP that included the United States, and the gains are even larger for some members. The United States, meanwhile, would suffer losses from such arrangements in two ways: first, because it would forego the benefits that would otherwise accrue from the relatively large TPP agreement, and second, because the new Asia-Pacific agreements would reduce US exports to the region as countries shift their trade to competitors of the United States. In the longer run, a new Asia-Pacific agreement or agreements would keep trade liberalization on the global agenda and likely attract further interest from large partners, including Europe. A partir da presente pesquisa, pretende-se verificar a validade da seguinte hipótese: a regulamentação atual brasileira é insuficiente para qualificar juridicamente as relações da economia compartilhada. Essa dificuldade de qualificação intensifica a atual ausência de respostas legais para uma série de problemas, como a definição de obrigações e responsabilidades dos peers e das plataformas digitais. Além disso, serão analisados outros problemas jurídicos suscitados pela economia compartilhada, não necessariamente relacionados ao desafio da qualificação, como questões de políticas urbana e social, antitruste, privacidade e discriminação. Para atingir o objetivo deste trabalho, foram realizadas pesquisas de livros, artigos acadêmicos, documentos oficiais, notícias, termos de uso e serviço de plataformas, vídeos e eventos produzidos pela sociedade civil, tanto nacional quanto internacionalmente, e a legislação brasileira. As conclusões a que este trabalho chegou foram que há uma grande dificuldade de qualificação jurídica dos peers fornecedores, se agentes profissionais ou pessoais, e das plataformas, se fornecedoras ou intermediárias; e que tais indefinições afetam diretamente o grau de exigências regulatórias, responsabilidades e obrigações de cada um desses participantes, impactando a relação destes com os peers consumidores e com a sociedade como um todo. <b>English Abstract:</b> This paper work seeks to take one of the first necessary steps to discuss the sharing economy’s regulation in Brazil, offering an overview of the regulation applicable to it, without being restricted to a particular sector or platform, and demonstrating what are the main legal challenges that involve this market as a whole. This research intends to verify the validity of the following hypothesis: Brazil’s current regulation is insufficient to legally qualify the sharing economy’s relations. This difficulty of qualification intensifies the current lack of legal responses to a series of problems, such as the definition of obligations and responsibilities of peers and digital platforms. In addition, this research analizes other legal issues raised by the sharing economy, not necessarily related to the challenge of qualification, such as issues of urban and social policy, antitrust, privacy and discrimination. In order to achieve the goal of this work, researches were carried out on books, academic papers, official documents, news, platforms’ terms of use and service, videos and events produced by civil society, both nationally and internationally, and Brazilian legislation. The purpose of the study is the investigation of citizen satisfaction level of municipal services through the use of municipal awareness. The Material and methods were carried out using secondary data and were meticulously and critically analysed to come up with reliable results. The study shows the relevance of the public awareness, citizen satisfaction and municipal council performance in Malaysia. It is evidence in the research that citizen consent is important before municipal services should be provided in the local community. The research study highlighted many discrepancies in many kinds of literature related to the existing research study, evidence-based analysis were carried out to buttress importance and significance of the related study to the research work. The literature was reviewed to ascertain the current happening in the area of municipal council service delivery. The study shows that many municipal councils in Malaysia provide adequate and satisfactory services to their citizens’. The results of the study also revealed that municipal awareness plays an important role on citizen satisfactions of municipal service delivery. It is also evident that adequate provision of services has direct bearing with municipal councils. The study concludes that municipal service delivery can be enhanced through citizen awareness campaign, to sensitise the local community on various aspects of service delivery including maintenance of the facilities provided. The study also concludes that local Authorities lack of awareness section affects their performance in service delivery process. Yet, evidences from emerging markets have shown that industrial entry barriers are widely persist, and sometimes insurmountable for latecomers as they are often restrained by limited resources basis especially technological resource foundations. This study proposes market-based innovation paradigm and trajectories as a complementary approach to the technological dimension of trajectory theories. Illustrative cases of Chinese firms’ industrial entry and development show how latecomers can exploit a market trajectory perspective to continuously create value for the evolutionary consumer preferences, and gain competitiveness. It is the modern renaissance that makes ideas, goods, services, trade, technology and culture permeate into the entire geography of the world thus turning it into a global village. The Micro Small and Medium Enterprise (MSME) segment plays a significant role in the Indian and global economy. The domain comprising around 30 million units contributes significantly to national GDP (8%), creates employment of about 70 million, 40% of exports and provides bouquet of more than 6000 products. Out of those products Khadi is an important option not only for livelihoods but also for maintenance of traditional skills. The paper focuses upon the performance of Khadi sector of India. In the current market scenario the sector is facing many opportunities and challenges. To determine the level of connection between a country’s competitiveness in the global economy and the effectiveness of state regulation of innovational activity in that country, this study uses the method of correlation analysis, which calculates the coefficient of correlation using mathematical instruments and program methods (MS Excel and MathCad). To evaluate the effectiveness of state regulation of innovational activity of enterprises in the global economy, this study uses a specially developed proprietary methodology. As a result of this research, the authors determined the following peculiarities of state regulation of innovational activity of enterprises under the conditions of the global economy: an increased role of the innovational sphere in the development of economies, an accelerated rate of development of innovations, activation of the export of innovations, regulation of the entire economy through regulation of the sphere of innovations, and domination by indirect methods of state regulation of innovational activity of enterprises. This systematic view has become a popular research theme all around the world at present. Freeman (1987) and Nelson (1993) are important contributors to the perspective of National Innovation System (NIS). The concept is mainly focused on the inter-relationship and inter-dependencies among the major actors of NIS. The S&T Research Institutions, the Universities and the Firms representing industries are considered as the main three contributors of NIS. The inter-relationships and interactions among those actors are crucial for triggering innovation towards the socio-economic development of a country as a whole. This study aims to identify the role of Universities of Sri Lanka in NIS, to determine the existence of networking relationships with other main actors of NIS, to identify problems encountered by the University sector in terms of their presence or absence in NIS and to suggest required policy implications needed for strengthening the university sector as an effective player in NIS of Sri Lanka. The survey methodology was employed in the study and the entire population was to collect the data from the university sector mainly representing deans of the faculties and heads of the departments. Data was collected through a self-designed questionnaire after testing its reliability and ensuring validity. Supplementary to the survey and in-depth interviews were conducted with seven vice-chancellors to collect qualitative data and justify findings of the survey. 104 survey questionnaires were successfully collected from the whole population. Social Network Analysis (SNA) was employed to determine the strength of the networking relationship among the Universities, the S&T Research Institutions, and the Firms representing industries. Further, collected data were presented through descriptive and summary statistics. Qualitative data collected through interviews were analyzed through content analysis to draw a conclusion. The study revealed that there is a positive trend in the higher education sector towards performing an effective role in the future though there are minimum innovative activities and performance recorded at present. The goal of this paper is to describe specific barriers related to ICT uptake, usage and development related to knowledge based capital and their role in Croatia, especially in the context of passing from triple helix (academia, business, government) to quadruple helix (academia, business, government, NGOs/citizens) model. Specific barriers exist in each country, and they may be divided into technological, organisational, human, societal and/or cultural barriers. The case of Croatia is specifically analysed and compared to other countries in the region and in the EU.
