However great distances involved, long transmission systems can be erected in order to bring light and power everywhere it is needed and to give regional economies a boots. Most of the region's big rivers already generate electricity and have a potential to generate more power which can be transmitted in bulk anywhere. Due to their geographical positions, the Congo River and its tributaries possess a huge hydropower potential, with about 40% concentrated at the Inga site. The big advantage of the Congo River is that it crosses the equator twice collecting water from rain in different parts of the country. Called \"The Energy Challenge,\" it contains a balanced mix of proposals on both the customer side and the energy supply side to address the twin challenges of energy security and climate change. It also reconfirms the government's commitment to free markets. Energy efficiency, conservation and renewable energy, while offering major benefits to security and climate change, cannot totally avoid the need to install new low carbon generation to replace the ageing fleet of nuclear and coal power plants. Distributed generation will also help improve energy security and reduce emissions. However, major new supply will be needed and with a sustained value for carbon, nuclear and clean coal plants although controversial are considered to be competitive and well-proven solutions.
