The components of information warfare, subjects and forms of hybrid warfare are substantiated. Priorities for the formation of an effective system for ensuring information security of Ukraine have been determined. It is noted that the information policy should contribute to the formation of the national information space, integration into the world information space and the formation of a democratically oriented consciousness. One of the main tasks of the information policy of the state is the creation of the necessary economic, legal, social, organizational mechanisms for the formation, development and effective use of national information resources in all spheres of life. It is summarized that the hybrid war unleashed by the Russian Federation against Ukraine is not only a challenge to the existence of an independent Ukrainian state. Danger threatens the entire system of international and European security. This leads to the destruction of the existing security architecture, the discrediting of its main structures, such as NATO, the EU, the OSCE, the UN Charter and the Helsinki Process regarding the inviolability of borders and state sovereignty. Russia, destroying the world order and generating global chaos in the international environment, claims a gradual and steady resto ation of Russian influence and significance on the international arena. And the Western world is gradually beginning to realize the threat of Russia’s geopolitical revenge. State policy is determined by the national interests of the entire society, ensuring the rights and freedoms of citizens. For the formation of a consolidated political nation, the following are important: statehood, democratic system, common interests, preservation of historical memory, establishment of social harmony, tolerance and consensus. The traced foundation of Ukrainian national unity is trust and humanity in relations. In traditional culture, relations between people were based on the principles of trust, responsibility, obligation, respect, goodness and justice, collective concern for one’s neighbor, and devotion to the native land. Foreign insult imposed a foreign matrix of behavior in Ukraine, the canons of which were treason and service to the authorities, deception, hatred of others and contempt for the weak, which significantly affected the completeness and content of the moral imperatives of Ukrainianism. Particular attention is paid to the categories of trust and betrayal: the first appears to be a tiresome source of growth of the unity of the nation, the second is its destroyer and a means of increasing the resource potential of the aggressors. The concept of advertising appears to indicate a peculiar nature of human economic activity at the level of consumption. it is stated that advertising is not only a means of communication (the product of objective conditions), but also the affirmation and deployment of the activity of a social subject. It was determined that advertising is a branch of communication and a social phenomenon that represents the information space where the reality of consumption of declared values is cultivated. It was revealed that, by its essence, advertising activity is a polyphonic phenomenon, diversified in many forms. In such a polyphony of advertising activity, what is dominant is what appears through the relationship between what is individually desired and what is socially acceptable. The functionality of such a relationship is ensured by appropriate mass media and the multidimensionality of advertising itself. The purpose of this article was to identify the key features of modern understanding of this phenomenon and to determine the reasons for its significant relevance in Western Europe. Among the main research methods: political science — analysis of specialized scientific sources revealed features of political science interpretation of the concept; comparative — allowed to compare the attitude to the key ideas of Euroscepticism in different countries and at different times; historical — allowed to study the transformation of understanding of the concept of «Euroscepticism». Their core is seen in the historical conclusion of the production era and industrial civilization one. Among the indicators of this phenomenon, there is a radical alternation in the structure of human life activity (in particular, a rapid decrease in the segment of the population within the industrial sphere), as well as the destruction of the «productive person» pattern as the cornerstone of human behavior and the value system. Simultaneously, the discourse of economic growth continues to dominate, which is increasingly inconsistent with reality. This is proved by its investigation in four theoretical projections: 1) the source of the idea of growth and the priority of productivity growth in general; 2) the conditions for reducing everything to the good and on this basis — the project of criticism of the economy quasi-universality; 3) the identification of a performative contradiction in the idea of economic growth based on the fact that there is the self-destruction of a person through economic growth; 4) criticism of utopias of the market and homo еconomicus, which are inseparable values of economic growth. It is stated that the end of production era means, at the same time, the actualization of the ambitious historical task of a person’s conversion to himself, to his nature and organic ability to live. Simultaneously, modern information absorbs a person. The effects of human dependence on information technologies are generalized in the concept of information power as one of the key features of the global world. Derkach","doi":"10.17721/2415-881x.2023.90.85-105","DOIUrl":"https://doi.org/10.17721/2415-881x.2023.90.85-105","url":null,"abstract":"The article presents the logic of justification of moral norms based on the apparatus of the theory of evolution, reconstruction of the course of anthropogenesis as well as modeling the consequences of accepting a prescription as a norm with a forecast of its acceptability for a particular community. The justification of a moral norm from the side of the decision-making process can be based exclusively on two types of revealed dependencies of the actual world («nature of phenomena»): (1) reconstruction of the historical formation of a specific mechanism for regulating the behavior of an individual in society, which determines its objective characteristics — morality; (2) predicting the consequences of the consolidation of a certain norm, which are expressed in the assessment of the stability of the entity that cultivates this norm in its environment, including competition with other communities, as well as the possibility that this norm will be accepted by this community, given the objective configuration of the already established mechanisms of behavior regulation, mental attitudes and a set of norms and the degrees of freedom in permissible transformations that can be realized in this system in real time. However, no amount of knowledge alone is identical to an internal willingness to act in a certain way, and there is no argumentation that is universally effective in this regard. Likewise, the search for «true good» and some autonomous «morality» as a cognizable criterion of the proper in action, the cognition of which sets a specific system of values, is meaningless. The logic of evolutionary ethics, therefore, does not contain a naturalistic fallacy. The mistake is not that the description of facts and patterns leads to the conclusion that a precept is obligatory, but that this precept is taken out of the context of the objective conditions for the formation of a structure of relations in which an individual is motivated to act, guided by a specific model. To do do, an analysis of the main cratological studies was provided (the concepts of M. Weber, R. Dahl, S. Lux, T. Parsons, H. Arendt and M. Foucault). These studies were synthesized into the two corresponding fundamental approaches: conflictual and consensual. It is studied that the conflictual nature of power is characterized by asymmetric relationships based on actual or potential conflict between individuals. It is also determined that such power arises in those social interactions where one of the subjects has the ability to influence the other, overcoming its resistance. In turn, it is established here that power in a consensual approach is seen as a collective resource, as an opportunity to achieve a certain public good. It has been found that the consensus approach rejects the idea of «zero amount», suggesting that power can be exercised for the common good. It is analyzed that the representatives of this approach emphasize the legitimative nature of power. As a theory that has successfully guided China’s practice for more than 100 years, it must have distinct characteristics. The philosophical change must promote productivity change, and the combination of the two changes is one distinctive characteristic of socialism with Chinese characteristics. Different theoretical achievements of different historical periods and different representatives have their own characteristics. These characteristics are contained in the general peculiarities of the Sinicization of Marxist philosophy, reflecting the unity of commonality and individuality. The Sinicization Theory of Marxism is an important theoretical source for constructing the discourse system of the Belt and Road Initiative. Morality includes (1) behavioral patterns, regularly reproduced in human communities (part of the ethos), which in turn are associated with (2) specific psycho-emotional and motivational-volitional mechanisms of regulation of individual behavior in the social environment, (3) a special way of recording information in social memory and the cultural-genetic mechanism of imitation, ie belongs to socio-cultural mechanisms and is not limited to what operates at the level of individual mental organization. And the fourth layer here is the actual mental activity, woven into a network of social communications, which affects individual behavior (morality in the narrow sense). Component of the ethos of the community, which is reproduced as a cultivated norm of the “right” person, which includes his ability to subject his will to certain rules of relations, to lead a proper life, which is highly valued in this community, which increases social status and self-esteem. the desire to imitate her and protect her as one’s own, as a personal value, as a significant person, is a harma. The harmа of ethos is a cultivated model of man as a social measure of “humanity”, its paradigm. He who meets this standard, the charm, is his own and deserves to be like him. Otherwise, the mechanism of xenophobic alienation is triggered. Politics is the central battlefield of the social struggle for the rights of all gender groups, but in modern Ukraine the main gender group that has a real chance to achieve significant success in this struggle is women. This is evidence of the unfinished struggle for gender rights and gender equality in Ukraine. This struggle is an integral part of the liberalization of public life, which is rightly associated with the European dimension of Ukrainian national identity.\u0000Bringing the level of social institutions closer to similar European models, on the one hand, has an integral part of achieving gender equality, on the other hand — it is necessary to achieve all other types of equality of Ukrainian citizens in their political rights. The issue of gender equality is most vulnerable when radical, fundamentalist attitudes are on the rise in society.\u0000The democratic legal system of regulation of public life, which impartially ensures the observance of individual rights and freedoms of members of any communities and gender identities, is attacked both by supporters of traditional religious values and by representatives of the secular authoritarian system.
