Vnuchko","doi":"10.17721/2415-881x.2018.83.79-85","DOIUrl":"https://doi.org/10.17721/2415-881x.2018.83.79-85","url":null,"abstract":"Communication of public authorities and society, in particular, public authorities and separate social groups, is an important component of the political and managerial practice of modern society.\u0000The world practice shows that effective communication between these actors provides citizens with free access to information, improves the efficiency of government and local self-government bodies, and creates a favourable environment for business development, which in turn serves as the basis for economic stability and the engine of the country’s social and economic development.\u0000In the conditions of the development of the information society, new models, mechanisms, platforms of relations and communication between the authorities and the public are emerging. The constructive interaction between power structures and civil society organizations, with a «feedback» component, will contribute to meeting the needs and interests of citizens and strengthening the credibility of both power structures and civil society institutions. Moreover, it will improve the status of Ukraine at the international level by ensuring compliance with the Association Agreement and creating the preconditions for Ukraine to achieve the 20 key priorities of the Eastern Partnership 2020. In the future, consideration should be given to this issue in order to deepen, broaden and improve the effectiveness of the communication component of the government bodies and civil society organizations in Ukraine.\u0000In the implementation of communication interaction, special attention should be paid to providing a feedback between communicators. The erosion of power, the legitimacy crisis of key political institutions, the rapid development of information technology and the accessibility of big data have resulted in entry threshold into politics and an increase in the influence of macro actors (non-institutionalized and initially non-political, mostly group-based). The concept of political subjectivity and the category of subjectlessness of politics as a phenomenon and a procedural characteristic require rethinking within political science. The aim of the publication was to conceptualize the political subjectivity and pre-title categories in the context of the key theoretical and methodological approaches of the interdisciplinary academic discourse. The understanding of political subjectivity within the framework of institutionalism, systems theory, post-bihevioralism and interest group theory, activist sociology and the actor-network theory is highlighted. It is paid an attention to the concept of the «death of the subject» in poststructuralism (M. Foucault), the categories of agency and habitus in structuralist constructivism (P. Bourdieu), the concept of inter-subjectivity in politics (H. Arendt, J. Habermas) and society as a set of practices (S. Muff, St. Laclau), the idea of rupture and interpassivity (S. Žižek) etc. The theory of capital conversion, which can be used to analyze the «profile of subjectivity» of political actors, is considered. The author’s definition of the categories of «political actor» and «political subject» is given. The authors conclude that the most optimal for the study of the subjectivity of political actors in the new world order is the synergistic paradigm, or complexity theory. According to this paradigm, if there are political actors (institutions, interest groups, individuals) in the political space, their influence on the transformation of the political space is possible at bifurcation points and has a random and unpredictable nature. The formation of a new world order as a nonlinear political process is characterized by the trend of subjectlessness as a general procedural characteristic. As a method for studying this trend, the method assemblage (J. At this time, the Kyiv metropolitanate of the Patriarchate of Constantinople was faced with a choice: «with whom to be?» — with the invaders, or with their own people. The vast majority of its clergy and laity are Kyiv, Chernihiv, Pereyaslav, Halych-Volyn, and others. principality) chose the path of struggle for independence, and the other (Vladimir, Suzdal, Moscow) — close cooperation and obedience to the new government. The rulers of the Golden Horde themselves were guided by the laws of Iasi, with its postulates about the divine essence of the ruler, and local beliefs (including Orthodoxy) were pragmatically used in their own interests. Instead, the clergy and church property fell under the direct subordination of the khan, and the faithful service of the hierarchs was supported by labels — personalized privileges. In this context, a conscious choice was made to serve the Horde by Metropolitans Kirill and Maxim, who adapted church norms to the requirements of the authorities, built infrastructure, established new dioceses, including the capital, in Sarai-Batu, and so on. The latter was demonstratively translated, ie expropriated, from Pereyaslav, Dnieper, with a corresponding change of name to Saraisk. In the Horde, the ROC became part of the state mechanism for managing the occupied territories and population, participating in the redistribution of power, property and resources. Methods of terror, spiritual violence, denationalization, etc. were used for everyday use, and bribes and access to looted and official success were used to recruit the faithful. Since then, the discourse of lies and deception has also been adopted as the defining communicative strategy. These Golden Horde archetypes have formed a strategic paradigm for the functioning of the ROC as an integral part of imperial power, which it is trying to implement in modern conditions. In times of statelessness, it was the ability of the Ukrainian people to self-organize and resist that guaranteed the preservation of their identity and the implementation of liberation strategies. Civil society has played a decisive role in the independence of modern Ukraine and is a kind of precautionary mechanism to stabilize crisis situations in its development. The essential reserves for strengthening civil society are the increase of social capital and the strengthening of social responsibility of members of public organizations. In the first case it is a question of optimization of intensity and a communicative network of interaction of citizens, in the second — about responsibility for the maintenance, a direction and the purpose of activity of public organization. Of particular importance is the attention to legality and humanity in the activities of such structures, possible abuses of their status and capabilities, attempts to deepen the lines of demarcation in society and discredit Ukrainian statehood. The intensification of pro-Russian public organizations aimed at promoting the ideas of the «Russian world» and whitewashing the aggressor’s crimes is a matter of concern. The system of relations between civil society and the state, in particular its legal, financial, informational, social and property spheres, also requires further improvement. It is important to build it based on the strategic guidelines and priorities of Ukraine’s development, and not to replace them with situational strategies of behavior and action. Only consolidated, synergistic interaction of state bodies and structures of civil society will enable the formation of a modern civic identity of the population of Ukraine. On this basis, there is a conscious self-determination of citizens of their exclusive affiliation to the Ukrainian state-territorial geopolitical space and a sense of unity with the whole surrounding society. This trend originates from such a global characteristic of the modern world as the spread of risk situation. From our point of view, the development of democracy and civil society is an important factor in ensuring the internal and external security of our country. One of the important prerequisites for effective security of Ukraine is the level of involvement of civil society into this process. Hence the need for a theoretical analysis of the discourse of civil society and democracy, reconstruction of the main concepts and concepts used in it. Otherwise, if this discourse is used uncritically, there is a danger that terms and words begin to obscure reality from our view. The works of domestic and foreign authors were used to study the problem posed in the article. The research is based on the principles of such methodological approaches as critical, interdisciplinary, systemic and comparative analysis, as well as on general scientific principles of objectivity and historicism. A developed civil society provides for the articulation of public interests, within the horizon of which the realization of private interests takes place. This situation requires the replacement of «patronage politics» by «politics of real affairs». From the point of view of the study of mechanisms for ensuring democratic security, this means that it is possible to talk about it within the functioning of the public space. It is urgent to study the viability of positive peace theory to Russia-Ukraine war analysis. The applied method is historical and comparative approach. As a result, it can be concluded that positive peace framework is, overall, applicable for Russia-Ukraine war analysis. In line with the positive peace agenda, it is necessary to develop strong democratic institutions, promote fair business growth, civil liberties, diplomacy and rule of law. Ukraine is further progressing toward this goal, while Russia, on the contrary, demonstrates a trend toward strengthening of authoritaorianism and even outright violation of international law after recognition of «DPR» and «LPR» and the ongoing military aggression against Ukraine. Such different political stances of the two countries’ leadership complicate effective settlement of Russian-Ukrainian war. It can be concluded that much depends on skillfulness and diplomatic experience of primary negotiators, as well as mediators. One should carefully consider use of mediator services and good offices and thereby select mediators who are objective, impartial, trusted by both parties and, besides, who have successful experience of previous mediation cases and establishing dialogue. One of the main international organizations involved in the war settlement since its start have been the UN and the OSCE. However, international organizations, overall, demonstrated partial effectiveness in preventing the Russian-Ukrainian war and achieving de-escalation of violence. Methods. Interdisciplinary approach, axiological approach, structural analysis, methods of political science and sociology are used to study the division of modern societies along the lines of ethnic, linguistic, religious differences, and inequality of opportunities to fully perform their potential through education, access to health care, digital technology, communication, income gap, ideological differences that hinder internal transformations. It is founded that the growing gap in opportunities and inequality exacerbated by the pandemic creates an environment of mistrust both within societies and between collective communities, an atmosphere of alienation and irritation, which often become conflict triggers. Such social fragmentation and differentiation raise the question of inclusion and exclusion of individuals and collective groups (in particular, states) in / from the sphere of social interaction and, as a consequence, generates academic and analytical search for answers to the question of social cohesion as a guarantee of steadily progressive development and hence, security. The deficit of socio-cultural cohesion as a high degree of solidarity and cohesion between groups and members of these groups, which should be a fundamental prerequisite for building resilience, makes the state vulnerable to external threats and makes the national security system poorly managed. It is this context that challenges Ukraine with construction of socio-cultural cohesion as a guarantee of progressive security development and resilience. The study analyses approaches to the interpretation of social and cultural cohesion in the modern search for conflict-free forms of interaction, the dichotomy of social and cultural / social cohesion in the approaches of international governmental organizations to the assessment of political and social transformations. This initiative is a global strategy for infrastructure development and trade and economic partnership between China and other countries. The positive and negative aspects of possible political cooperation between Ukraine and China in the framework of the Belt and Road Initiative and the historical preconditions of such a partnership are analyzed. Future prospects and main vectors for further development of cooperation between Ukraine and China have been identified. It is proved that cooperation between Ukraine and China in the framework of the Belt and Road Initiative can be mutually beneficial for both countries. By participating in such an initiative, Ukraine can contribute to the creation of a new world economic order, and postponing the definition of priorities in this area may lead to the removal of Ukraine from a profitable partnership and, consequently, the lack of economic growth in Ukraine. It is stated that Ukraine can be one of China's key partners due to its great industrial, scientific and technological potential, as well as its geographical location. Prejudices similar to geocentrism have influenced and continue to influence the views of theologians and philosophers on «ideas. » Main objective the aim of the work is to summarize what is known about ideal objects, highlighting some fundamental and special properties of the ideal. Research (at the experimental level) of culture (in its broadest sense) allowed relying on facts by induction, by analogy and deduction, using the concepts and means of formalization of set theory, general algebra and mathematical analysis to identify a separate intangible component in cultural substance (fundamental fact), to assume the presence and negativity of the ideal component in living substance, to identify the epicenter of bio and cultural creativity — the Creator. The most important result is the separation of substance and energy of the ideal, the metamorphosis of substance (idempotency of the atom in living and cultural substances), the flow of energy (± entropy) and the evolution of the ideal (creation), as well as identifying the epicenter of bio and cultural creativity. We emphasize that so far at the atomic level. Despite the obvious facts, they did not receive a clear wording. Having received this formulation, they become important in the logical construction of various scientific disciplines and worldview systems. Our statements can be easily verified. Verification methods provide an opportunity to verify the findings. The essence and specifics of structural elements of social mythology are analyzed, its role in the construction of social reality is outlined. A comparative analysis of classical and social mythology. Based on this, we were able to identify the essential characteristics of social myth and show that social myth is, on the one hand, an effective mechanism for emotional consolidation of society, and on the other hand, an effective means of influencing human consciousness. It is emphasized that modern social mythology is narrowly specialized and focused on the specific relationship between the individual and society. It is proved that in modern society not only the view of the problem of social mythology changes, but also the very nature of social mythology. Mythology is becoming more artificial, man-made. It increasingly serves the needs of the authorities and elites, is deliberately produced, and therefore acquires a target audience and specific purpose, and is less and less reminiscent of classical mythology. However, the danger is not in itself social mythology, or even the manipulative design of its creators, and the inability of public and individual consciousness to resist its influence.
