{"title":"DC Power Supply for Modernizing the Telecom Networks in Some States of the C.I.S.","authors":"W. The Hanover fair \"CeBIT\" of 1992 was the starting point with the signing of some important contracts with the Telecommunication Ministry of Kazakhstan. Everything began with a training exchange of the digital switching system S12 in Alma Ata. The planning of the telecom network was performed in cooperation between our company and an institute which belongs to the Ministry of Telecommunication. Also some private networks were established, f.i. with a copper mine in Balkhash. Until the end of 1993 nearly 100 switching stations were raised in 10 of the 19 \"oblast\" of the country. In Russia it will be around 20 stations. The C.I.S. state's telecommunication system voltage is -60V, like in Austria, Germany and some countries which were influenced by the former Soviet Union. Besides the stations for switching and transmission equipment a mobile radio network (GSM) and network of radio link connections with the system RURTEL was established and this had its own specialities. Of course, DC power plants were the main part of our activities, but also batteries and UPS, the latter for control centers and local service facilities. For the RURTEL repeaters and subscriber stations in nearly all cases solar supply was used. As a result, the need for profitable operation of the power systems has increased. For this purpose, ALICE (advanced power plants integrated maintenance control system) has been developed to accommodate wide-area maintenance, interface with various power systems, and system configuration reliability, and has been introduced in maintenance centers. It performs not only centralized supervision and control functions, but also facility administration and advanced maintenance support. A high degree of cost consciousness in all network operation sectors is therefore essential. Our basic concern in the field of telecom energy (power supply, heating, ventilation and cooling) is the creation of a complete energy system designed to serve the telecom process. Rapidly changing market conditions call for energy systems capable of greater functionality and availability, faster delivery and commissioning, and better manageability, quality and service. The Telecom Energy Division of Telia AB (f. Swedish Telecom) recently completed a project entitled Compact Power Formats Meet Changing Conditions. The project task - to find answers to the issues outlined above - entailed the evaluation of a number of different power system concepts based on recent technological developments in power conversion and telecommunications. The concept which in our view best met the requirements of adaptability to rapidly changing conditions has now been described in detail, complete with purchasing specifications. The project has defined the compact power format as the concept most appropriate to our needs. Its key property is flexibility, a crucial factor in the face of changing market conditions. An exhaustive exploration of a number of critical aspects revealed major advantages for the compact power format. These solutions can be an example, especially for countries where the telecommunications administrations face problems similar to those that were met in Germany immediately after the reunification. In this concept, all the energy for the critical loads is converted twice: first from AC power into some kind of intermediate energy that can be stored as kinetical or chemical energy, and than, in a second conversion, again into stabilised AC power for the loads. This concept is now widely used and appreciated, however, improvements to the complexity and losses of the dual conversion and to the relatively high harmonic content of the AC input current is possible. An alternative topology is proposed, in which there is only one bidirectional power converter between AC power and storage means, that is still capable to stabilise and filter the AC input power without the above stated disadvantages.
