Since traditional belief propagation (BP) decoding algorithm is designed based on additive white Gaussian noise (AWGN), a performance cost will appear when it comes to correlated noise. In this paper, a new LDPC decoding scheme that applies to correlated Gaussian noise is proposed. We design a BP-gated neural network-BP structure to carry on two rounds of BP decoding with the second round based on optimized noise. By adopting gated neurons in typical NN, CNN, training performance is improved. Simulation shows that compared with BP decoding algorithm, the new decoding scheme outperforms traditional method by 0.5∼0.61 dB when bit error rate is 10–6. By establishing the noise radiation model of single vehicle and calculating with MATLAB software, the influencing factors of Doppler noise are analyzed. According to the distribution characteristics of sensitive points on both sides of different roads, the influence degree of Doppler effect on environmental noise under different speed and location of measuring points is theoretically analyzed. The results show that: vehicle speed and the location of measuring points within a certain distance are the main influencing factors of Doppler noise; when the vehicle speed is lower than 67.0 km/h, the Doppler effect has no effect on the environmental noise no matter what road people are driving on. The investment in transportation industry, mainly composed of road traffic environment and traffic management investment, plays a decisive role in road traffic environment and is the main reason bring up traffic safety accidents. The medical investment in traffic safety assistance system includes pre-hospital emergency treatment and post-hospital treatment, and it's amplitude reflects the emergent management level of traffic safety. In order to explore the impact of China's road traffic safety management level and traffic investment utilization rate on road safety, this paper selects relevant indicators of the transportation industry investment and the medical industry investment in 31 provinces of China from 2004 to 2018 to construct a fixed effect model for studying the impact of various factors on the direct property loss in road traffic accidents.
