Objectives: This study aims to identify the districts and regions of Uttar Pradesh, the most populous state of India, lagging in terms of availability of social and economic infrastructure so that special transformational policies can be implemented for these areas. Moreover, the study also analyses the relationship between availability of infrastructure and socio-economic development of the districts and regions of the state. Methods/Approach: Composite Indices for social infrastructure, economic infrastructure and socio-economic development have been constructed using Principal Component Analysis (PCA) for analyzing the performance of the districts and regions of the state. Regression analysis is used to analyze the relationship between social and economic infrastructure and socio-economic development of the districts and regions of the state. Results: Most of the districts of the state are having strong relationship between availability of economic infrastructure and the level of socio-economic development. However, no such relationship has been observed between social infrastructure and socio-economic development. Because in such a changing and dynamic development of the world, as it is now, it is impossible today to accurately predict the needs of the future consumer, or society. Thus, to ensure efficiency, it is essential that the customer has the opportunity to impact the execution of the contract not only during the procurement planning phase, but also during the life cycle of the procurement item. It is even more important not only in the procurement planning phase, but also during its implementation to ensure compliance of the performance with the needs and interests of the existing end users, or society. In practice, various ways are used to influence or amend the direction of execution of a civil contract, depending on whether the traditional public procurement or the Public-Private partnership (hereinafter - PPP) procedure is applied. The purpose of the study is to reveal the practical and legal aspects of how the end user, or society, can be involved in decision-making related to changes or additional works necessary for the effectiveness of the contract, thus ensuring their compliance with real-time needs. Methods/Approach The methodology of the research includes a conceptual research using the critical literature review, analysis of normative, evaluation of the dominant consensus, synthesis of possible solutions to legal and practical shortcomings of end user involvement in public resources spending procedures. Results: Authors come to conclusion that the involvement of the public through NGOs is essential so that its interests are taken into account throughout the procurement subject during the life cycle and it would also be possible to introduce innovations based on the needs of the society throughout the contract execution period. The relevance of this study is due to the fact that the level of IP is a determining factor in the prospects for the economic development of countries on an innovative basis. Objectives: The object of research is the IP of Ukraine and Romania. The subject of the study is a comparison of the PI of these countries. The choice of countries for research and comparison on this indicator is due to a number of factors: close geographical location, GDP, the duration of the period of market transformation of the economy and others. Methods/Approach: A statistical method of measuring IP based on normalized indices is used. The authors substantiate the original set of indicators used in the calculation of the general IP index and its components. Results: The article summarizes the results of the analysis of the advantages and disadvantages of the most common methodological approaches to measuring IP using the sum of the absolute values of the IP components (Scandia-navigator), the index method of dynamic measurement of IP (IC-dVal), the method of normalized indices, proposed by the UN. The article proposes the author's method of comparative measurement of individual entrepreneurs of the two countries on the basis of normalized indices. The system of indicators, which characterizes the level of human intelligence, artificial intelligence and intellectual products that are components of individual entrepreneurs, is substantiated. Conclusions: To increase the reliability of the IP assessment, it is advisable to single out methodological tools for the influence of the state (government) and the market on the motivation of innovative work and innovative entrepreneurship. The issue needs to be addressed effectively and systematically regardless of the overall economic, financial and fiscal situation in the country. Preventing and mitigating the constant threat posed by criminal activities is of particular importance. In this context, financial institutions and non-financial professions are required to comply with applicable legal and regulatory requirements. The article deals with the extent of corruption prevalence and reasons for prosperity in Albania, as a Western Balkans country, which has been little studied in the scientific literature. Albania is characterized by very high levels of perceived corruption, which manifests itself at all levels of government. Both petty and grand forms of corruption are prevalent in the country, while political corruption affects the quality of the democratic processes. The health sector, customs and tax officials are often referred to as the most corrupt institutions, followed by the police and the judiciary. Other problem faced by Albania is the illegal trade of tobacco considered as one of the major issues for Albanian law enforcement; it poses a multitude of challenges and issues beyond the ones discussed for legal tobacco consumption . The method of a representative quantitative survey was chosen for the empirical research, interviewing 1000 respondents from the age of 18 and more. The main findings and results of the research have been found: the scales of cigarette smuggling as well as the links between cigarette smuggling and corruption, money laundering and organized crime have not been evaluated, but macroeconomical analysis has shown that these phenomena are closely linked and feed each other. The possibility of computer simulation of the results of the joint use of various Internet advertising tools and their impact on buyers is considered. Methods/Approach: It is proposed to use approaches based on simulation of the long-term impact of digital advertising on potential consumers. Three primary states of awareness and actions of consumers are distinguished and modelled: an uninformed consumer, a consumer who is aware of the product, a buyer, and a regular buyer. We study the dynamics of changes in the number of consumers in each group during exposure to various components of a digital advertising campaign. Results: A computer simulation model has been developed to change consumers' states during an advertising campaign. It numerically simulates the sequential transition of potential consumers to the state of regular buyers and back under the influence of the considered means of online advertising. Conclusions: The developed approach makes it possible to predict the dynamics of changes in the number of consumers and its relationship with the ratio of elements of an advertising campaign over time. The biggest risk that arises is that accounting professionals must have up-to-date digital skills to stay relevant in the field. Determining the current digital skills of accounting professionals is important to meet this requirement and constitutes the source of motivation for the study. Objectives: The aim of this study is to investigate the level of digital abilities and skills that will enable accounting professionals to use current and advanced technologies developed as a result of digital transformation. Methods/Approach: This study used a survey method to collected data from 279 professional accountants working in Turkey’s leading industrial companies. The collected data was analyzed to develop a maturity model for digital skills and abilities. Results: According to the findings of the study, professional accountants have a high level of maturity in the technologies they use. However, there is a lack of talent and skill in emerging and evolving technologies that are not currently widely used in the workplace.
