The problem of selecting KPIs is considered as a multi-objective problem. This paper presents a framework for the ranking and the selection of KPIs using a Multi-Criteria Decision Analysis (MCDA). The research was carried out using Analytical Hierarchy Process (AHP) to make pairwise comparison of KPIs in terms of several criteria. The objective of this work is to improve the accuracy of the standard IC command in term of rapidity. The proposed strategy combines the neural network (NN) off line learning technique with the standard IC. The NN is used for initializing the system near the optimal maximum point and the IC is used for fast reaching to the MPPT. However, researches on building text-based emotion recognition systems are progressing slowly compared to face or voice based systems. In fact, natural language evolution and text-related contexts are both constraints that slow down the progress of text-based emotion detection. This paper introduces I-CARE: a new Intelligent Context Aware system for Recognizing Emotions from text. This system considers three essential points to infer emotion: presence of affective keywords in the text, general context surrounding the human subject and how he/she perceives it emotionally. To do so, we use a mobile application that gathers text typed by its user whenever he/she uses an Instant Messaging (IM) application or publishes content on a social media. The application then sends it to a remote server for text processing and emotion extraction. It can be used not only to benchmark but also to assess achievements and identify missing best practices for stakeholders. The purpose of this paper is to propose guidelines to build a new benchmarking framework for e-government portals. This framework is based on measurement of best practices using a best practice model. For this purpose, we have first identified and presented five examples of the benchmarking frameworks available in the literature. Based on the conducted comparison, the findings show that although the benchmarking frameworks are serving their intended purposes, they still suffer from some limitations. Recently, semantic web technologies, especially ontologies, have been proposed in order to increase the level of automation and reduce human intervention in different domains. Business process management has benefited from the emergence of these technologies and the concept of semantic business process management appeared to make the whole business process accessible to intelligent queries as for machine reasoning. Whereas most approaches focus on providing mechanisms for modeling and configuring process models, their validation was treated syntactically rather than semantically.
