Several factors such as high frequency use, heavy freight and high-speed traffic provoke the turnouts to lead its alignment. The alignment change shall be in disastrous consequences. The turnout point movement, of which traces represent as oblique lines in time to moving distance, can inform its healthy state. By analyzing issues of protocols, we found out that problems are the same and they are because of the model TCP/IP, which was not developed for the Internet in today and for Internet of things. It is shown that taking into account the distribution of the magnetizing forces of the excitation winding sections in the calculations significantly reduces the error in the calculation of the magnetic circuits. To achieve these goals, algorithms and calculation programs based on IBM PC have been developed to investigate three different earth dams with their design features, built in various regions of Central Asia; these are the dams with soil cores and the heights: H= 138.5 m, H =87 m and H= 180 m. However, in higher education system, due to the number of obstacles, this adaptation goes slowly. The main problem of distance education development is the creation of new methods and learning technologies that correspond to the telecommunication environment of communication.
