However, since summer of 2011, about 30 fires occurred in the Tohoku district’s outdoor rubble storage areas. One of the causes of these fires is believed to be the proliferation of microorganisms and fermentation of the organic material present in the rubble piles. The heat generated during fermentation ultimately results in spontaneous ignition. The authors of this study conducted field surveys of two rubble storage areas in Yuriage and Kozukahara, Natori City, Miyagi Prefecture where fires have occurred. Rubble samples containing material conducive to fermentation were collected from the fire-affected areas and the risk of spontaneous ignition triggered by the heat generated during fermentation was examined. The results revealed that the heat generated during fermentation of rotten tatami mats and wood chips is most likely to act as a trigger and become a cause of the fire if adiabatic conditions are good. The furnace at Tokyo University of Science was used. As the result of experiments, the temperature of each part of the wall was not able to confirm a remarkable difference by the wood species and installation method. But in-crease in board thickness and fire retardant treatment brings the delay of the temperature rise. The temperature rise of unexposed surface of wooden-based board became rapid after it reached 260 ℃ . The time which temperature of exposed surface of plywood reached 260 ℃ was 1~4 minutes later than the time which temperature of unexposed surface of wooden-based board reached 260 ℃ . At the beginning of our study, we defined the requirements of the compartment areas for fire operations. One is to limit the level of radiant heat to 2 kilowatts over the area (kW/m), the second, to limit the surface temperatures of non-exposed surfaces to 100 degrees Celsius and the third, to ensure that the glass is not broken by the impacts common during the fire fighting operations, even when the fire fighting operations take 1 hour under the fierce combustion. Two kinds of impact were studied ; the one is the possible impact by fire fighters and their tools, and the other is the thermal stress caused by water splashed onto the glass during the fire fighting operations. As for heat-resistant crystallization glasses and hyper-strengthened fire-resistant glasses (integrity glasses), the surface temperatures on the non-exposed surface had reached 746 degrees Celsius and 699 degrees Celsius respectively. The level of radiant heat measured at a distance of 1 meter from the center of the glasses was 21.2 kW/m and 20.2 kW/m respectively, which appeared to severely affect the conditions for fire fighting operations. In comparison, the surface temperature for multi− layer intumescent laminate glasses(integrity and insulation glasses)were only 128 degrees Celsius and the level of heat radiation 0.15 kW/m (less than 1% of integrity glasses). Though we could not come to a conclusion about the resistance in terms of two types of impact because of too few experiments, multi-layer intumescent laminate glasses clearly are more desirable for fire fighters for their superior protection from dangerous levels of radiant heat. The specimen was a steel plate of 2438 mm height, 1219 mm width and 6 mm thickness. The intermediate furnace at Tokyo University of Science was used as radiation panel. The radiation panel was placed parallel to the specimen at some distance. The experimental conditions have changed the heat flux rate from radiation panel to specimen covered with water film, the water supply rate gushed from water discharge head and so on. The water film was almost uniform from the top of the specimen to the bottom by using this water discharge system. As the results of experiments, the behavior of water film is clearly involved to the water supply rate and the relation could be marshaled by using Reynolds number based on a simple vis-cous layer model. The water film temperature became higher so that the water supply rate decreases. Based on the experiment results the empirical formula has been developed to calculate the temperature-rise of water under any heating conditions.
