Characteristics like officer responsibility, openness and responsiveness shows weak influence. Gender and other demographic characteristics also have weak effect on QFR. Even the level of awareness of application of corporate governance principles to public sector is low and this affects compliance. \u0000Recommendation: The study recommend creation of better awareness and compliance with CG principles will help to improve quality of financial reporting in the public sector.

Despite measures put in place to improve cash management, the commercial banks in Kenya general performance is on a downward trend this therefore has a negative impact of the financial value of commercial banks. The main objective of the study was to assess the effect of cash management on the financial value of commercial banks in Kenya. \u0000Methodology: The study was guided by Cash conversion theory. The study employed correlation research design on the panel data collected over a span of 10 years. The target population was 38 commercial banks in Kenya. A secondary data collection sheet was used to document information from audited financial statements downloaded from Nairobi stock exchange and Central bank of Kenya websites. Normality was tested through Shapiro –Wilk and confirmed. Stationarity was tested using Levin-Lin-Chu test and results confirm stationarity. Multicollinearity was assessed through Variance inflation factors and found to be within the range of less than 10, thus Multicollinearity established to be absent in the independent variables. Heteroscedasticity was tested through Breach – Pagan test. The probability of Chi-square of 2 degrees of freedom is 0.21> 0.05 at 5% level of significance confirming homoscedasticity. Auto-Correlation was tested by using Durbin-Watson test. \u0000Findings: The results depicted a value of 1.988 which confirms no autocorrelation. Descriptive statistics comprised of mean, standard deviation and variance. The overall descriptive statistics show high variation between the dependent and independent variables among different commercial banks. Inferential statistics comprised of Pearson’s correlation analysis and Random Effects Model. The Pearson’s correlation coefficient depicts r = 0.48 with a p-value of 0.000 for financial value and cash management. The regression coefficients were established as 0.02, p-values < 0.05 for cash management and financial value showing that cash management had a significant positive influence on financial value of commercial Banks. \u0000Recommendation: It was recommended that commercial banks should improve on income generation and return on assets. Efficiency in using fixed assets should be a key concern to commercial banks.

Despite IFMIS being implemented, many county governments’ still face accountability challenges. The purpose of this study was to evaluate the influence of financial reporting on financial accountability of county Governments in western Kenya. \u0000Methodology: The study was guided by Agency theory, Accountability theory and Technological Acceptance model. The study adopted correlational research design. Primary data was collected using questionnaires. The study target population was 1110 county staffs comprising of Cabinet executive officers, IFMIS directors, finance staff, revenue officers, planning and procurement staffs. Simple random sampling was used to select 294 respondents. Reliability was tested through Cronbach Alpha, validity was tested through expert analysis and principal component factor analysis. SPSS was used to analyze descriptive and inferential statistics. Descriptive statistics consisted of frequencies. Inferential statistics consisted of Binary logistic regression analysis. \u0000Findings: Cox & Snell R Square was established as 0.699. Wald statistic was significant with p values of 0.00, and 0.022 for financial reporting. Correlation analysis for financial reporting and internal controls was r = 0.944. The binary logistic regression coefficient was β of 6.17, p value .000 and Exp (β) = 479.88 for financial reporting. Data was presented using tables. \u0000Recommendation: It was recommended that implementation of IFMIS should be strengthened and regularly reviewed to identify loop holes that still exist that reduce effectiveness. This would improve fiscal discipline by a very high percentage as shown by the odds ratio of budgetary controls, financial reporting and internal controls which are all greater than one. There will be improved adherence to statutory regulations, unsupported expenditures would reduce and Misappropriations and budget variances will be minimal.

The purpose of this paper is to establish the mediating role of financial accountability in the association between internal control environment and financial performance. \u0000Methodology: A cross-sectional research design and positivist paradigm were used to collect data using a close-ended questionnaire. Also, a standard regression analysis, Medgraph program, and Baron and Kenny approach were adopted to test for the mediation effects. Based on the target population of 122 SACCOs, a sample of 93 SACCOs was selected using probability sampling technique. \u0000Findings: It is clearly revealed that the true drivers of financial performance in the SACCO sector are financial accountability and internal control environment. Nevertheless, financial accountability exhibits a partial form of mediation in the association between internal control environment and financial performance. \u0000Unique Contribution to Practice and Policy: In the event that financial accountability is established as a conduit in the relationship between internal control environment and financial performance, managers in the SACCO sector should work on reinforcing the agents of financial accountability (i.e., value for money and level of transparency) in an effort to enhance sustainable financial performance.

The idea of ownership is thus inevitably replaced by money. Consequently, accountants have narrowly seen the concept of ownership solely in terms of the market and investors. The objective of this study is to provide an insight to the problem that is inherent to the conceptualisation of business ownership, by the accounting profession, as it excludes the role that is played by the stakeholders in the economy. \u0000Methodology: A theoretical approach was adopted and literature relevant to accounting and applied ethics was used. \u0000Findings: It was concluded that accountants are not giving due regard to their standards codes of ethics and conduct by not acknowledging everyone who has a stake in a business as part of the business owners for the benefit of those with a financial stake, that is the stockholders. \u0000Recommendations: It is recommended that accounting profession adopt the social and ethical accounting approach that accommodate all the stakeholder with their varied needs and expectations. Accountants must pursue their professional responsibilities within an ethical framework of the Common Good. In a world that has become sensitised to the reality of interconnectedness, it is argued that it is time that the accounting profession considers the implications of systems theory with specific reference to their conceptualisation of business ownership.

The target population for the research was pooled from audit committee members in all the 119 state parastatals. The study relied on primary data that was collected using semi-structured questionnaires and key informant interview schedules. This was further supplemented using secondary data that was sourced from government reports and published reports. The collected data was analyzed using descriptive and inferential statistics. Statistical tests such as ANOVA and t-test was conducted to help in accepting or rejecting the research hypothesis. Results: The study findings indicated that audit committee composition R2 = .107 and audit committee meetings R2 = .19 had the highest association with audit expectation gap in state corporations.Unique contribution to theory, practice and policy: The study recommends that gender inclusion should be upheld within the public sector and more so within audit committees. Further in constituting audit committees there is need for stakeholders to ensure individual competencies such as technical skills, leadership qualities and integrity are available to help mitigate expectation gap. More so there should be appropriate skill mix within the audit committee which should be regularly assessed to ensure conformity to best standards of practice.

The study population was all the 43 commercial banks registered and licensed to operate in Kenya. A multi stage sampling approach was used. In the first stage, a census of all the 43 commercial banks was conducted, that is, the units of analysis were the commercial bank. In the second stage, purposive sampling was used where two respondents from every organization were taken. The study used both primary and secondary data for analysis. Primary data was collected using questionnaires while secondary data was obtained using secondary data collection template. A multiple linear regression model was used to link variables.Findings: The study findings indicated a positive correlation between cash transport and financial performance of commercial banks. Cash transport was positively and significantly related to ROA. The study concluded that cash reconciliation is positively and significantly related to financial performance of commercial banks in Kenya,Unique contribution to theory, practice and policy: The study recommends that commercial banks and other financial institutions involved in handling of cash should have a cash transport policy which clearly stipulates how cash in transit should be handled, regularly review the contracts of companies which transport cash for them so as to avoid known routines, have tracking devices in the vehicles that transport cash, engage administrative police in security arrangements when transporting cash and invest in cash in transit measures like chase cars. The study recommended further studies to establish the effect of cash handling practices on financial performance of other financial institutions other than commercial banks. This will be crucial in comparison of the results and identification of more research gaps for future studies.
