The author, based on an analysis of foreign experience, suggested that in appointment of criminal punishment for a crime, it is necessary to take into account not only the presence of guilt, but also the factors that led to the formation of the behavior of the perpetrator of the crime that prompted him to commit the crime. Economic factors demonstrate a lack of awareness of the significance of education.
