Some argue that most of the political forces moved towards the center in the last decades; they state that the catch-all model was embraced by former Conservative, Liberal, or Social democratic parties. Others consider that the ideological hegemony of neoliberalism erased the doctrinal boundaries that used to separate the Left from the Right. These discourses suggest that today’s political confrontations are in fact pseudo-conflicts because they lack an ideological background. In the present article, we contribute to the realization of an overview of the current relevance of the political ideologies by focusing on aspects linked to the recent history of the European Left. The relationship between the Party of European Socialists (PES) and the Eastern European Social democratic parties was often characterized by difficulties. We observe the dynamics of the relationship between PES and the Romanian Social democrats, highlighting episodes filled with tension as well as moments of fruitful collaboration. Moreover, we discuss the messages of some relevant leaders in the European electoral campaigns, and we analyze the political profile of some Romanian Social democrats that occupied important positions in the European Parliament or the European Commission. The article also reflects on the impact had by the evolution of Social democracy on the development and the stability of the European Union. While the quality of the debate in the parliamentary process tends to follow a downward gradation, the presidential institution maintains a consistently high public approval. Meanwhile the official governments issued by the Presidential institution are characterized by a fundamentally different public communication from the traditionally accepted one. All this has one effect – it makes Bulgarian Parliamentary system seem not valid and not acceptable. The participation of the presidential institution in stimulating this process is indisputable. {"title":"The Mistrust of Citizens in Democratic Political Institutions: a Key Factor in the Rise of Populism in Central and Eastern Europe?","authors":"Cristian Stana","doi":"10.25019/perspol/21.14.4","DOIUrl":"https://doi.org/10.25019/perspol/21.14.4","url":null,"abstract":"In this article, I set out to look at one of the reasons why contemporary populism has gained momentum in the region of Central and Eastern Europe, and I have summed up to three States: The Czech Republic, Slovakia and Poland. For each of the three countries concerned, we have looked at a relevant populist party that has been active in the post ’89 political arena, whether it was in government or always remained in opposition. We have taken the assumption that the acute lack of confidence that citizens have in political institutions fosters the emergence and success of populist parties and populist leaders. Having presented the particularities of populism in the Central East European area, I explained why social and political trust is crucial for maintaining legitimacy and for the proper functioning of a democracy. {"title":"The Continuity of the Romanian Populism: The Legionary Movement as a Connection Between Fortyeighters and National-Communism","authors":"Bogdan Jelea","doi":"10.25019/perspol/21.14.11","DOIUrl":"https://doi.org/10.25019/perspol/21.14.11","url":null,"abstract":"The present paper is a stage in the wider process of analyzing the evolution of Romanian populism in the last century and a half. Although the semantic content of populism is a very broad one, the present observing a constant dynamic of the concept, I will show in this article that there is continuity in the Romanian space of the ethnic and national idea from mid 19th century to 1989, different instrumentalised on 4 major areas of thought: fortyeighters, junimists, legionaries and the Ceausescu era. Moreover, I believe that this continuity comes to strengthen a morphological conflict of the period of updating and modernizing the Romanian society: In the last 150 years of Romania’s history, there is an antithesis showing the almost constant instrumentalisation of a right-wing populist-conservatory rhetoric by the political elite in order to achieve the popular support of the left-wing development-progressive projects. As we cannot talk about populism, with all its avatars, earlier than the 19th century, in the absence of the psycho-sociological and identity content of the term nation and the modern doctrinal axes that appeared after the French Revolution, we selected only a few theoretical landmarks from the category of definitions. The main emphasis is on the national idea and its continuity, because, as I show from the title, this ideological ferment brought together extremely contradictory phenomena: from the liberal and democratizing Fortyeighters romanticism, we reach the critical and conservative junimists, reactive to the romantic populism of the Fortyeighterss, then to the fascist extreme right, in order to jump to the opposite pole of Nicolae Ceausescu’s almost Stalinist extreme left. In all this journey that the national idea goes through, in crescendo, I will put in the center of the analysis the Legionary Movement, in order to prove that it processed an existing land, transforming it into an extremely fertile one for Nicolae Ceausescu. {"title":"Challenges for Upscaling Green Public Procurement in Romania","authors":"A. Bilan","doi":"10.25019/perspol/23.16.0.1","DOIUrl":"https://doi.org/10.25019/perspol/23.16.0.1","url":null,"abstract":": In the context of adopting the 2030 Agenda for Sustainable Development, green public pro-curement has gained much importance for achieving the targets set by Sustainable Development Goal (SDG) 12. Although green public procurement (GPP) is a voluntary instrument, the strategic EU framework set by the European Green Deal indicates that, at least for specific products with considerable impact on climate change, the contracting authorities shall have to use green criteria in tenders. This research aims to explain the factors influencing the adoption of GPP rules, their implementation, and the actual use percentage in Romania employing questionnaires answered by Romanian contracting authorities, interviews with public procurement officers and documentary analysis of the tender books published between 2018 and 2022 for three products regulated by the Romanian GPP Guide. The results of this research indicate that more than half of the respondents have never used the GPP criteria set by the Romanian government or the ones elaborated by the European Commission. The thorough verification of the technical specifications for the products mentioned in the Romanian GPP Guide shows that roughly only 20% of the tenders published be-tween 2018-2022 are green. The main finding is that the principal factor that explains the small percentage of GPP in Romania is the absence of mandatory requirements and targets for GPP.
