{"title":"Common Governance and Socialist Cooperative Institutions in Romanian Agriculture","authors":"Silviu-George Colonescu","doi":"10.25019/perspol/21.14.5","DOIUrl":"https://doi.org/10.25019/perspol/21.14.5","url":null,"abstract":"The main objective of this paper aims the distribution of finite resources under the imperatives of collectivist institutions and a governance based on the precepts of socializing the means of society. In the first instance theoretical formulas will be used that propose methodologies for governing the common goods from the ostromian perspective (Ostrom, 2007) and alternatives for overcoming the dilemmas of collective action starting from basic concepts (Hardin, 1968), respectively forms of government that can overcomes the excesses of users of common goods that inexorably lead to the spoiling and depletion of existing resources. Complementary to this preliminary discussion necessary for further operationalization I will use the theoretical model that explains, as an extension, the typology and functionality of natural resources and according to this link between combined theoretical models I will determine what type of asset each institutional form proposed for governing assets mentioned above. The final section will be dedicated to determining which type of institutional alternative, for the governance of common resources, is joined by the socialist ideological approach when talking about the collectivization of agriculture and the institutional form that agricultural associations must take, respectively in which typology could allocate the goods, following the de facto analysis of the agricultural collectivist type organization for the socialist period, in the same way of working – identifying institutional arrangements, typology of goods, in order to identify possible inconsistencies between the normative, declarative ideological model and its implementation in real social space. The study starts from the socialist ideological assumptions regarding the governance of agricultural households and tries to test whether the factual representation of agricultural cooperatives in Romania and implicitly in the general ideological project overlaps and fulfills the theoretical aspirations regarding the collectivization of agriculture. From the point of view of institutions, the three powers of the State are called, together, to create and strengthen the mechanisms for the functioning of democracy. In this equation, the respect for human rights is the motive of the approach, and parliaments, through their mission and strategic position in relation to governments, can be guarantors of this approach. {"title":"The Ongoing Democratic Revolution in Bulgaria: Failure of a Change Model Under an External Scenario","authors":"Pepa Bouzova","doi":"10.25019/perspol/23.16.0.4","DOIUrl":"https://doi.org/10.25019/perspol/23.16.0.4","url":null,"abstract":": The paper analyses the dramatic vicissitudes of the political change in Bulgaria over the last three years. On July 9 2020 the President of Bulgaria, Rumen Radev, with a raised fist and the slogan “Mutri (Mafia) out!” led a democratic revolution against the 10-year rule of Boyko Borissov. Mass protests began, which in the elections of April 4 th 2021 for the first time took away the majority of his party. We were faced up with an incredible paradox: the process of change started as a people’s protest against corrupt governance and led to three years of sleeping of the political system, powerlessness and even more corrupt governance by a populist group tied to oligarchs and a financial pyramid. The US ambassador coordinated all attempts to resolve the crisis. The Party of the Change came to power with a shady financial and political support, and made a successful quadruple coalition at the end of 2021. It deepened the crisis with a chaotic six-month rule. The conducted analysis is based on the application of the concept of disease to the explanation of political crisis in Bulgaria. It is expressed in the subor-dination of institutions and parties to the interests of financial oligarchs and in the failure to resolve the problems of the citizens. The paper argues that the model of political change in the interests of democracy and citizens based on an outside scenario is predestined to failure if there are no mature democratic institutions and the parties serve only the financial oligarchy. The analysis is carried out from the point of view of J. {"title":"Geopolitics and War within a 280 Characters Limit: A Positive and Normative Analysis of Elon Musk’s “peace plan” for Ukraine","authors":"Sabina Rusu","doi":"10.25019/perspol/23.16.0.15","DOIUrl":"https://doi.org/10.25019/perspol/23.16.0.15","url":null,"abstract":": The subject of the current conference paper concerns Elon Musk’s “peace plan” for ending the war Russia started on February 24th 2022 against the independent and sovereign Ukrainian state, that he tweeted in October 2022, so seven months into the military confrontations between the two sides. Starting with the intuitive assumptions that combat is costly for each side, and that “every war must end” (Ikle, 1971) – so there will be a form of war termination also for Russia’s invasion of Ukraine – the research question that I will address is whether Musk’s simplistic forty-two words proposal could represent an actual peace settlement or at least a genuine basis for peace negotiations between Kyiv and Moscow. In order to address the issue, I start by presenting Musk’s “peace plan”, then I argue that the specific proposals: (i) do not lay the foundations for a durable and stable peace in Europe, on the contrary, they are a form of appeasement towards Russia, an aggressor state; (ii) represent mostly Putin’s claims for starting the war in the first place – they are not neutral, but come very close to Moscow’s position and demands, while also the language is overtly favourable towards Russia; (iii) would be impossible to implement without recognizing/ legitimizing Russia’s policy in the temporary occupied territories of Ukraine.
