However, at the same time, it may convey opportunities equivalent to challenges by upgrading and developing those areas through attaining Sustainable development Goals besides the preservation of the natural environment. The research aims to boost and raise the challenges of urban upgrading and development and its role in activating the methods of government intervention to reduce the negative possessions in slum areas. Shubra Misr district is considered a case study and an attempt to present an approach through which the pros and cons can be identified and applied within any type of slum area to meet the challenges of upgrading and the appropriate development methods according to the characteristics of these areas, through studying the fundamentals and standards of the proposed system on the challenges of upgrading slums and policies dealing with it, then applying those methods on the case study within the framework of the systems dealing with the district and the difficulties it faces, where the appropriate development plan is determined including the abstraction of the means of challenges of upgrading and urban development of slums. The study depends on understanding the nature of the slum areas, identifying their patterns, involving them in upgrading and development policies that are compatible with each pattern, and achieving social and economic development aligned with urban development to reach an analytical approach to the current situation of the area and come up with pragmatic outcomes within the case study by studying its pros and cons. It was a familiar phenomenon in ancient Egyptian architecture and Islamic architecture history. For example, the Temple of Hatshepsut was added to the Temple of Mentuhotep III site in Deir El-Bahari, and the Karnak Temple witnessed a series of additions to the original site built more than a thousand years ago. Egypt includes historical sites that are still alive and functioning, such as the Al-Azhar Mosque. In addition, it has heritage complexes from modern histories, such as Cairo University and the Egyptian Parliament. Therefore, it requires the knowledge of adding a new building to historical sites. The research discusses the issue of adding a new building to a historical site and presents its causes and problems. It also discusses the distinctive design approaches, strategies, and theories involved in adding a new building to a historical site. Liveability is also an ambiguous and complex concept reflecting a reticular relationship between various dimensions. Although the same term of Liveability Dimensions might be used in multiple research studies, it might not have the same content or meaning. Liveable cities are being built on an aggregation of identified policies and investment strategies that support: Equitable and affordable housing, promote healthy, safe, and walkable neighborhoods, promote cost-effective and reliable choices of various modes of transportation, and improve the competitiveness of the economy. This paper explores the Urban Liveability concept and its dimensions by reviewing scientific literature. On the other hand, it aims to conduct a case study analysis on one of the most worldwide successful city examples, Singapore, to conclude lessons from practice. The livability concept and dimensions were identified through the literature, which was reflected in defining the analysis structure for the case study.
