In the modern world, universities carry out not only educational functions, but also generate actively new knowledge and innovations. It is acknowledged that market failure in the country’s HSS is a real concern that has gone unchecked for decades by successive governments. In view of the prevailing conditions, it is hereby noted in this article that government failure is to be blamed for poor conditions experienced in the health sector. The issue of squeezed funding to manage the HSS must be revisited in order to address critical concerns of health in the country. Most important to this is the continued existence of rent-seeking which health professionals have thrived on, thereby making it much more of a free riding venture on which health professionals have hedged on to increase profit share, while (unknowingly) depriving the poor and needy from being able to utilise affordable services in state funded hospitals / health care centres. While it is also a fact that rent-seeking has been on the rise, it is also noted in the article that conditions of service has fallen behind of what is needed for health professionals to maintain decent living, and hence the need for government to intervene in mitigating perpetual government failure in the country’s HSS.
This paper investigates various roles that traditional knowledge can play in Indian managerial education. As it is shown in previous studies, Indian management schools in general and Indian MBA programs in particular lead Indian prospective entrepreneurs toward different sorts of entrepreneurial activities. Although new managerial education in post-cold-war India which mostly endorses entrepreneurship are not bounded to bureaucratic and industrial capitalism, Indian management education is still largely influenced by western and particularly American management schools’ structures and syllabuses. According to such scientific management, unlike modern knowledge which is highly entrenched in rational modes of production, traditional knowledge has been confined to pre-capitalist modes of production and distribution of commodities. Still, new movements for reintegration and revival of traditional knowledge in Indian managerial education pretend that India can largely benefit from its traditional treasures for economic boosts. Thus, the conjunction point of modern managerial education and Indian traditional knowledge remains in new types of leadership as well as genuine entrepreneurial skills which are raised and developed by some of Indian managerial scholars. These novel ideas implicate the need for what is called “spiritual leadership? as well as tradition-based projects in Indian entrepreneurship. As such, I will explain in this paper, the ways by which Indian traditional knowledge can intrigue Indian managerial education in numerous ways, both in elite and popular levels.

In that trend, under the support of Arizona State University (from the United States), Can Tho University, a member of the ASEAN University Network, has built a model to promote creativity, in which Technology elements are particularly emphasized and it is called STEMTech. An experiment on STEMTech model at Can Tho University was conducted in 2018 with three steps: (1) Training for students about STEM education, STEMTech model and some new technologies; (2) Each group of students make STEM products based on STEMTech model; (3) Student surveys. A statistical analysis was used to evaluate and improve STEMTech model. The results show that learners perceive STEMTech model quite positively, nevertheless, the access to the Technology factor in the model is quite difficult. This shows the necessary to develop STEMTech models to overcome limitations for learners and replicate this model to several other universities in ASEAN region.

Grassroots innovators play an important role in these changes. To stimulate the development of grassroots innovations it is important to understand the mechanisms that underlie their creation. This paper investigates the motivation of individuals who initialize innovative projects in education. The approach to measuring motivation was adopted from the Panel Study of Entrepreneurial Dynamics (PSED) initially developed for social and commercial entrepreneurs. The Russian version of the methodology was elaborated and validated to study educational innovators. The sample consists of 437 participants of the Competition for Innovation in Education (KIVO). Four types of motivation are identified: social, self-realization, status, financial. They are explained within the self-determination theory (SDT) and grassroots innovations. The social and self-realization motives are inherent in all the actors, while the other two vary among innovators. This motivational structure allows the authors to differentiate between specific types of innovators – social entrepreneurs and ‘non-entrepreneurs’. The discussion, following the conclusion in this article, focuses on which environment would be favorable for developing innovations, considering the personal motives for innovative activity. The results can be valuable for education policy.

The research question is: What can be done to guarantee these children the right to education, the right to become citizens, to learn democratic values, the right to be men without killing and women without obeying? The studies carried out have discovered a possible answer in the recent judgment of the Juvenile Court of Reggio Calabria, which has mandated the revocation of parental responsibility in cases in which injury to children is proven. These limitations to parental rights have the purpose of allowing institutions to stop a system of behavior that is harmful to the proper development of the personality of the child and that transmits negative cultural values from father to son. This way can play an important role for democracy in creating the context for progressive social change. Man acquires morality from the environment in which he grows, so it is really dangerous for children growing up in families in which boys are predestined to follow in their father's footsteps and girls are sometimes compelled to marry the sons of other bosses, binding separate clans together through blood relations. So, by removal, it is possible for mafia children to discover new realities and new way of life, by new structure that connects them to the society. Socrates in the Platonic Apology says that laws educate and make better youth generations.

However, 20 - 40% of such illness is associated with the consumption of contaminated food where bukateria premises are the most frequently cited sources of sporadic and outbreak foodborne infection including WASH related diseases. The problem is more noticeable in developing countries due to prevailing poor food handling and sanitation practices, tokenistic and inadequate food safety laws, weak regulatory systems, lack of financial resources to invest on safer equipment’s, and lack of education for food handlers. \u0000 \u0000Objectives: This study assesses the environmental sanitation status of complexes in Iju offering public ‘Bukataria’ services, in Akure North Local Government Area of Ondo State, South-West Nigeria. \u0000 \u0000Materials and Method: Purposive sampling technique was used, 36 respondents from 16 bukarias was carried out from April 2013 to May 2013. Total number of bukateria was obtained from environmental health unit of Akure North Local Government. The proprietors and food handlers were selected by lottery method from each selected bukateria. Structured and pretested questionnaire was developed for the purpose of data collection after reviewing relevant literature and views of professionals in the area. Analyses was achieved with frequencies, Chi-square and other summary statistics, to assess food vendors knowledge on hygiene and environmental sanitation practices. \u0000 \u0000Results: Chi-square test (P = 0.1, 0.01) revealed that respondents with higher form of education (about 72%) and catering training (6%) had better knowledge about food hygiene. Results also revealed that while 61% of the food vendors did not use aprons, only about half of those that used (39%) were neat.75% (12 out of 16) of the bukateria had facilities for safe storage of cooked food, while 56% kept neat kitchen and stores. Correspondingly, 31.3% of the bukateria were adequately ventilated while 75% kept neat restaurant. 46% have access to means of adequate sewage disposal. All Bukateria had access to both portable water and adequate refuse disposal system. Rodents (rats) and/or flies were absent in 75% of the bukateria visited. This study will have a significant input, in the formulation of appropriate strategy, to modify and facilitate the overall regulatory activity, for program planning and evaluation by environmental health officer. \u0000 \u0000Conclusion: More needs to be done in the area of supportive supervision training, education, medical screening for food handlers and monitoring in order to further improve the wellbeing of the community. These therefore demonstrate the need for targeted sanitation interventions in our Bukateria in order to address the current inadequate or lack of progress.
