Examining the Twitter feed of 477 political elites, we observe that politicians as a whole more frequently discuss development comparing to technology and poverty. In addition, national-party politicians holding higher offices are significantly more likely to discuss all three topics comparing to regional-party officials and non-elected politicians even when accounting for their Twitter account characteristics. We present insights and findings of two focus group studies conducted with 16 ASHAs and 8 ASHA trainers across two health centers in Assam, India. We conducted two focus group studies to investigate challenges and opportunity areas in current health worker training ecosystem. Our objective was to identify insights that formulate design directions in order to develop technology solutions to train ASHAs effectively. We found challenges of poor training schedules, outdated information, inadequate contextual knowledge and field-based challenges, poor accessibility, and portability of the training material and low-confidence in communicating sensitive health information. We propose the need for technology intervention that supports practice-based learning, methods of role-playing and use of cultural songs and dance to increase engagement. However, inequities in information access prevent many parents in the United States from engaging in ways that allow their children to achieve such success. We present preliminary research that holistically captures everyday technology and information practices of low-income Latino immigrants in Atlanta, Georgia. Our findings identify assets mobilized by these parents to design Consejero Automatico, a chatbot for WhatsApp that helps parents improve their information-seeking practices. This accelerates economic growth within their country of origin. A key first step for good brain circulation is the initial emigration of a country's talent. We consider this issue for Bangladesh - which compared with India has seen far less brain circulation - and focus on university students' aspirations for careers abroad. Moitra, Syed Ishtiaque Ahmed","doi":"10.1145/3287098.3287125","DOIUrl":"https://doi.org/10.1145/3287098.3287125","url":null,"abstract":"In October 2017, an unprecedented social media movement started where women from all around the world publicly shared their untold stories of being sexually harassed using the hashtag #MeToo (or some variants of it). While this movement raised voices against sexual harassment across the globe, many women in South Asia did not participate in this movement. In this paper, we present our study on non-participation of many Bangladeshi women in this movement through an anonymous online survey (n = 180), and an in-depth interview study (n = 30). Our study shows that many Bangladeshi women, despite being supportive of the movement, did not participate in this movement because of several social, cultural, and infrastructural reasons. We use transnational feminism as a theoretical framework to explain their non-participation. Although cellular technologies and Wi-Fi have proved an enormous success in connecting billions of users to the Internet, they are not the best to connect objects with limited throughput requirements, limited processing power and low power consumption requirements. These needs are being addressed by Low Power Wide Area Networks (LPWAN) that use unlicensed frequencies and by newer cellular protocols aimed at lowering the cost of the devices by limiting their bandwidth capabilities in the licensed bands. This paper1 presents one of the actions carried out by the United Nations Conference on Trade and Development (UNCTAD) in collaboration with the Swiss Federal Institute of Technology in Lausanne (EPFL) to tackle the multifaceted digitization challenges in developing and transition economies by introducing blended learning in one of its flagship executive courses. The main outcome is the obvious but generally neglected importance of focusing on the added values, the competence development, and confidence building for all stakeholders to trigger adoption.
