Thus, cooperation in the processes of marine spatial planning (MSP) across borders is essential to apply an ecosystem-based approach. This research analyzes the usefulness of the work flow undertaken to promote cross-border cooperation in MSP for the European Macaronesia. Given the vast extension of the sea basin, it is especially important to define the cooperation scope. The planning of cross-border cooperation initiatives must consider the capacity of the different competent authorities to progress in the MSP process as well as the specific stage that each of the parties involved is. The importance of ensuring the engagement of all competent authorities across all work phases has been confirmed, but it is highlighted the relevance of including those authorities competent in foreign affairs. It is recommended that cross-border cooperation efforts go beyond the process strictly related to spatial planning of the maritime sectors and are used as tools to overcome structural limitations and enhance the natural advantages derived from the island’s condition of insularity and outermost regions. A determining factor that influences marine life is undoubtedly the relief that is submerged in the oceans, since different ecosystems originate in it where diversity of species is concentrated. Likewise, a great diversity of metals and hydrocarbons are concentrated in the relief, which currently constitute another wealth for Mexico. Lasta","doi":"10.26359/costas.e101","DOIUrl":"https://doi.org/10.26359/costas.e101","url":null,"abstract":"The Argentine Coastal Zone is a fluvio-maritime continuum of great climatic and biogeographic diversity that extends from the northern end of the Río de la Plata basin to the southern extreme of the Patagonian coast. This paper analyzes the changes related to coastal management in the period 2009-2019 in public policies, regulations, competencies, responsibilities, institutions, instruments, training, capacity building, financial resources, scientific knowledge, environmental information and education, and citizen participation. Among the most significant advances are the determination of the limits of the continental shelf, the more precise regulation in the reformed Civil and Commercial Code, the formulation of a Federal Coastal Management Strategy and several sectoral strategies, the creation of the first marine protected area, the increase of the postgraduate courses related to coastal management, and the expansion of the environmental contents to all levels of the education system. On the other hand, it is worth noting the scarcity of financial resources for institutional strengthening, the low incidence of citizen participation and the persistence of interjurisdictional competition conflicts. Nevertheless, ICZM was understood as a regional planning endeavor, similar in perspective to the marine and coastal ecological ordinances performed for all Mexican seas, some coastal municipalities and coastal states, many of which have been published as laws. The exercise of participatory planning has been fully developed in the country, but there is an alarming lack of implementation. In this paper we analyse the top-down policies that rule the marine areas (and coasts). At present the National Policy for the Sustainable Use of Coasts and Seas, is used as the main conveyor for governmental actions and interventions. It was proposed by the Inter-ministries Commission for the Sustainable Management of Seas and Coasts (CIMARES) that coordinates the actions of the several dependencies and entities related to the formulation and implementation of national policies for the planning, management and sustainable development of the seas and coasts at the federal level. This is a documental research that analysed the major policies using the methodology of “The Decalogue” which is an analysis of the main aspects of the public administration. For this, two approaches were used: in the first, the progress achieved in terms of proposal implementation (considering the proposals presented in the assessment made in 2011); while in the second, the current status of each of the ten key issues of the Decalogue applied by the Ibero American Network for Coastal Management (IBERMAR) was analyzed. In general terms, Brazil showed an intermediate level of advancement (50% of the key issues the value of “3” was assigned, on a scale from “0” to “5”), and no aspect of the Decalogue was classified as no development (value of “0”) or full development (value of “5”). Ten years later, the present Chapter is aimed to analyze advances regarding implementation of integrated coastal management in Cuba. Due to its condition of being a Caribbean archipelago, everything in Cuba is strongly linked to its coastal and marine characteristics; issues about integrated coastal zone management have received greater attention, becoming, at present, an item of maximum priority among the political and legal frameworks of the country. Improvement to the political-normative framework regarding integrated coastal management, increase in the number of institutions devoted to assess themes related to that topic, as well as in the number of projects, activities for Postgraduate formation and communitarian education regarding the topic, are all widely shown in the present Chapter. Approval and implementation of the National Plan for Social and Economic Development up to 2030 (NPSED, 2030), and of the State Plan to face the Climate Change (“Life Task” in Sp. “Tarea Vida”) have been irrelevant for the country. Both Plans are aimed to analyze typical problems of the coastal zone, focusing on the search of solutions. Este documento constituye un ejercicio de compilación de los principales aportes en esta materia, que no pretende plasmar la totalidad del trabajo realizado en el país, pues implicaría la difícil tarea de convocar a todas las entidades que tienen funciones sobre el territorio marino-costero. En consecuencia, se presenta una revisión detallada del diagnóstico realizado por la Red IBERMAR Colombia (Avella et al., 2009) y las posteriores propuestas esbozadas en 2011 (Botero y Sosa, 2011), en busca de hacer un seguimiento particularizado al avance de cada uno de los diez asuntos que aborda el Decálogo. En la última parte, se incluye una tabla sintética con la evaluación del avance en estos diez años, donde se evidencia los asuntos que han tenido mayor atención y aquellos que son todavía una tarea pendiente. En términos generales, los tres aspectos con mayor avance son las instituciones a cargo de la gestión costera, los instrumentos, tanto estratégicos como operativos, además del conocimiento e información para la gestión. This is due to the fact that the urban population settles and develops economic activities increasingly on the coastal zone. In 2015, almost half the population of the country lived in urban centres of these areas. However, the model of settlement and development of economic activities in coastal areas does not follow patterns towards the sustainability of the coast and the sea. As a consequence, coastal and marine ecosystems are increasingly threatened and degraded, placing services they offer to the population in particular danger. Thus, this research aims to analyse the reality of coastal and marine management in Spain in the last decade (2008-2018 period). In this regard, the manuscript highlights those initiatives that promote the sustainability of the coasts and the sea, as well as those issues that should be addressed to contribute to the human well-being of coastal societies. The methodology used in the research is focused on the analysis of the Integrated Coastal Zone Management Decalogue, in which ten elements related to public management of coastal and marine areas are analysed: Policy, Regulations, Competencies, Institutions, Strategies, Instruments, Training, Economic resources, Information and knowledge, and Participation. Therefore, the results obtained present detailed and updated information on each element of the Decalogue, with the contribution of data on the reality of management in the coastal area of Spain. Morales-Ramírez","doi":"10.26359/costas.e104","DOIUrl":"https://doi.org/10.26359/costas.e104","url":null,"abstract":"Considerado como el primer país en vías de desarrollo en contar con un programa de Gestión Costera Integrada, Costa Rica es un país pequeño con dos costas que inalienablemente debe manejar sus recursos marino-costeros de manera sostenible. Este país centroamericano posee una extensión territorial marina de 577,731 km2, una extensión 11 veces mayor a la de su territorio continental (51,100 km2), con una línea costera que abarca 1,016 km en la vertiente del Pacífico y 212 km en la del Caribe. La biodiversidad marina y costera de este país representa cerca del 4% de la biodiversidad mundial. Es por ello que es de gran importancia que en Costa Rica se desarrolle una gestión costera y marina eficiente y eficaz bajo la dirección del Gobierno de la República en conjunto con la participación activa e informada de los diferentes sectores y comunidades. El fortalecimiento de la gobernanza de la Zona Económica Exclusiva y las áreas costeras costarricenses son esenciales para el buen manejo y conservación de los ecosistemas, especies y recursos presentes. En años recientes el país ha logrado avanzar en la definición de su Política Nacional del Mar 2013-2028, así como numerosos otros instrumentos de política pública que dimensionan los alcances de la agenda azul y sus áreas de mayor interés, superando la veintena de estos instrumentos. La participación de Costa Rica en la Red IBERMAR le ha permitido al país mantener activo un espacio de intercambio, capaz de propiciar la discusión y construcción de acciones favorables al logro de una gestión integrada de las zonas costeras y los ambientes marinos. Dichos esfuerzos y políticas le han permitido a Costa Rica impulsar acciones en beneficio del mar y las zonas costeras, su conservación, el ordenamiento de las actividades económicas y la promoción de mecanismos de gobernanza para las comunidades y diversos actores que dependen de los recursos marino costeros.
