The purpose of this article is to describe the experience of marine spatial planning in Mexico, with an emphasis on collaborative governance. With the aim of combining the long-term conservation of marine biodiversity and the development of an economic activity that makes it possible to maintain over time the capacity of the marine environment to provide ecosystem services. Marine Spatial Planning (MSP) is being an effective process regarding the spatial and temporal distribution of human activities in the marine space to the achievement of ecological, economical and social objectives. MSP is usually schematized in 10 phases, in which among others it is found 5th phase: Defining and analyzing existing conditions. The aim of this document is the development of this phase in the Gulf of Cadiz, pretending to provide some of the needed basis to cope effectively with this process. Furthemore, in order to transfer the analyzes to the territory, Geographic Information Systems (GIS) have been used, showing how useful these are to address PEM processes. It is worth highlighting, among the results, the need to develop the MSP within a framework of cooperation and coordination between the Administrations that undertake the planning and Integrated Coastal Zone Management (ICZM), that is, MSP and ICZM. These areas have been created either by the countries’ own legislation or by non-governmental initiatives, such as the World Surfing Reserves – WSR promoted by the international organization Save the Waves Coaliton. In Brazil, surfing reserves do not have a legal support, but are foreseen in the Bill 6,969/2013 (known as “Law of the Sea”). In addition, the Brazilian Surf Reserves Program – PBRS (in Portuguese) has been structured to foster the consolidation of these protected areas, as well as to support the creation of new WSR. Surfing reserves, together with other protected areas, can strengthen the integrated management of marine and coastal areas, in particular through the implementation of Marine Space Planning – MSP, in the form of networks of protected areas, as has been carried out in the world. In this research, the certification potential of Ilha do Mel (coast of Paraná) in southern Brazil was evaluated for the creation of an WSR, based on the criteria of Save the Waves Co. Using the four criteria for creating an WSR, 25 parameters were evaluated and quantified through literature review, field observations and interviews with key informants. Ilha do Mel presented a “very high” potential for the creation of a WSR, with multiple surf breaks, in addition to a well-preserved natural heritage, partly due to certain restrictions on use and access to the island’s resources, including protected areas already implemented in its territory, local environmental control policies and limit on public visitation. Native communities with traditional uses of the territory are present in this location, in addition to a consolidated tourist activity, and surfing has a relevant role. It is concluded that Ilha do Mel has the appropriate characteristics for the creation of a WSR, which could reinforce the island’s socio-environmental protection and deal with potential threats, such as those related to the port and industrial activities of its surroundings. Cárdenas-Araujo","doi":"10.26359/costas.e0621","DOIUrl":"https://doi.org/10.26359/costas.e0621","url":null,"abstract":"Through the Integrated Coastal Management tool, the Municipality of Esmeraldas, with technical support from both the Ministry of the Environment and Water - MAAE, and the Coastal Marine Project - International Conservation, MINTUR and FLOPEC, implemented the Las Palmas beach zoning process, of the Canton and Province of Esmeraldas. This beach is located in the urban perimeter of the city and in the area adjacent to the Manglares Estuario Río Esmeraldas Wildlife Refuge, an area highly intervened because it is the main distraction site for the population, in order to implement the process that allows the organization of recreational and conservation activities that ensure the arrival and nesting of sea turtles, migratory species that are in a vulnerable state according to the Red List of the International Union for Conservation of Nature (IUCN), and the strengthening tourism development. For this purpose, criteria such as the area of greatest nesting, presence of anthropic threats, conflicts of use, lack of regulations, identification of key actors, characteristics of the beach, carrying capacity, and permitted and prohibited activities were specified. The analysis of each one of them for the determination of the zoning was generated through the gathering of technical information in the field, analysis of existing information, implementation of participatory techniques (meetings, workshops, inter-institutional evaluations and participatory processes with key actors), in addition to the photographic record through a drone, on the uses that are generated in each of them. {"title":"Context and Development of the Coastal Marine Environmental Management In Colombia","authors":"Andrea Ramírez Martínez, Angela Cecilia López Rodríguez, Ana María González Delgadillo","doi":"10.26359/costas.e0321","DOIUrl":"https://doi.org/10.26359/costas.e0321","url":null,"abstract":"In Colombia, in order to meet the challenges of coastal marine management and responding to international commitments, it was adopted in 2000 the “National Environmental Policy for the Sustainable Development of Ocean Spaces and Coastal and Insular Zones of Colombia - PNAOCI ”, which has an ecosystem approach and as a conceptual framework, the integrated management of coastal zones -MIZC (or integrated coastal management - MCI / integrated coastal management - GCI), seeking to balance environmental protection and economic development, to contribute to the Physical ordering of the territory (Territorial Ordering), from the environmental ordering. For this, criteria were defined to guide the definition of the coastal zone in the country and spatial units (Coastal Environmental Units – UACs, acronym in Spanish) were delimited, as continuous geographical areas, involving land and sea space, with clearly defined ecosystems, which they require a unified visualization and management that brings together local and subregional territorial entities; in addition to consolidating over 20 years, a conceptual, political, regulatory, technical and operational support. In the legal context, as of Law 1450 of 2011, the generation of normative support regarding the UACs and the Plans for the management and integrated management of coastal environmental units (POMIUAC, acronym in Spanish) was promoted, as a planning instrument (Decree 1120 of 2013, compiled in Decree 1076 of 2015); Likewise, based on practical cases, a methodological framework was built embodied in a technical guide for the preparation of the POMIUAC, adopted by Resolution 768 of 2017. This Directive does not allocate specific funds for the development of these plans but it supports national processes by funding Maritime Spatial Planning transboundary projects among neighbouring countries. These projects have mainly two benefits, one is to provide states with knowledge, capacity and methodologies to apply in MSP national processes, and another one is to facilitate the coherence along plans of neighbouring countries sharing a sea basin region. This undermines consistent action towards their protection. Existing data and information, published in very complex language, tend to be restricted to academic use. The Coastal Web Atlas as the one developed here is a tool that makes this information more accessible to managers, by preserving, integrating, comparing, and sharing data as smart maps. The spatial analysis based on multiple impact indicators facilitates the correlation of causes and effects. The Coastal Web Atlas is available to a broad audience and it could be a strong instrument for spatial planning and oversight. The authors propose to improve coastal area management by using colors on maps to decode scientific language to friendly language and to publish it on a geoportal. This technology promotes the use of collected data and enables collaborative work. It is organized in two main axes. First, presents the results of a consultation to the institutions involved on the possibilities of development in Uruguay of different institutional designs of MSP present in the international experience. In addition, resumes the information available on the Uruguayan marine space, including its jurisdictional limits, the areas of interest for ecological and heritage conservation, and the situation of each of the uses of the marine space, with the norms that regulate them. For each use, its deployment in the marine space was mapped in order to analyze its interaction patterns and its relationship with the different marine environments. In this sense, water flows, receiving basins, and oceans are interconnected, just as problems and solutions are as well. The interaction between land and sea leads to a management challenge, as public policies, programs and/or projects often tend to act exclusively on land or in the ocean. In Brazil, the Coastal Management Program (GERCO) has been implemented since 1988, with specific legislation and a set of defined strategies and instruments. More recently, Marine Spatial Planning (MSP) has started to be discussed in the country. MSP, in many cases, tends to be more focused on marine areas, disregarding this land-sea interaction. This paper aims to identify opportunities to integrate the already consolidated basis of GERCO into MSP, highlighting the potential for integration between management instruments and their respective tools. Coastal Management instruments and strategies in Brazil were analyzed, considering the potential for overlap with the MSP. A codebook was organized taking into account keywords related to MSP, adapting the methodology to a qualitative analysis, in which these keywords were located in the instruments and strategies in question. The results allow us to infer that GERCO’s strategies and instruments have the potential to contribute to the development of the MSP in Brazil in its diagnostic; prognostic; implementation, monitoring and evaluation phases. There are opportunities for integration in all the instruments analyzed, considering their peculiarities in terms of purpose, method and scale. Takara","doi":"10.26359/costas.e1821","DOIUrl":"https://doi.org/10.26359/costas.e1821","url":null,"abstract":"Coastal and marine spaces all around the world are committed to a current global sustainability agendas, in the seas and coasts, as well as their public policies and territorial governance agendas have received a special role in international discussions on the directions of development and conservation. In this context, the establishment of the Sustainable Development Agenda for 2030 (Agenda 2030) by the United Nations (UN) stands out which incorporated Objective 14, seeking to establish a science-political-society interface and strengthening the management of oceans and coastal zones for the benefit of humankind. In this scenario, in line with the global agendas and in order to identify and fill gaps in the interface between produced science and public policies for Brazilian marine-coastal environments, the initiative “Programa Horizonte Oceânico Brasileiro (HOB)” was created. The theme “Marine Space Planning (MSP)” is extremely relevant in the scope of the HOB, given its proposal for innovation through an ecosystem approach. Furthermore, MSP has been adopted as a mechanism for environmental policies in the international intergovernmental sector in countries with different levels of development, as a public policy and operational platform in planning and management of uses in the marine-coastal space. In this context, the activities of the Marine Space Planning Team (Team PEM) were established, which has been producing knowledge to strengthen the MSP in the path of collective inter-network learning and disseminating information that can assist future research, management and ordering actions in Brazilian seas and coasts, such as the publication of the.“I Volume Horizonte Oceânico Brasileiro” (Chapter 5 - Planejamento Espacial Marinho: Desafios e Oportunidades para Inserção Inter-Redes no Pré Planejamento Espacial Marinho Brasileiro) and the “Síntese para Tomadores de Decisão – I VOLUME HOB” (Planejamento Espacial Marinho: Desafios e Caminhos para sua Implementação) and the webinar of Marine Spatial Planning.
