Using secondary multi-scale geographic information gathered from national institutions, expert judgment and a multi-criteria analysis integrated with GIS tools, we aimed to identify potential synergies and conflicts between human activities occurring in the jurisdiction of the master harbor of Buenaventura in the Valle del Cauca department (CP01) in the Colombian Pacific coast. We identified 105 overlaps in which 5.04% were categorized with high CNI (Conflict Normalized Index), while 13 interactions were evaluated with the highest conflict value, representing 14 sectors/groups. Additionally, 12.97% of the overlaps were categorized with a medium number of overlaps (4-6 overlays use), specifically distributed inside the Buenaventura Bay. Conservation uses (Protected Areas – SINAP in Colombia) was consistent within all 13 incompatibilities and conflicts distribution along the study area was not homogenous. The methodological approach used in this study can be used to identify conflicts and synergies in human uses and activities in the marine and coastal environment through the implementation of a methodology adapted to the context of the area. Coastal economic activities are responsible for the majority portion of the national Gross Domestic Product (GDP), linked to ports, fishing, mining (i.e., oil), and tourism. Thus, the intense degradation of natural resources puts both socio-economic sustainability and local populations’ environmental quality at risk. This study presents actors and public policies relevant to Integrated Coastal Zone Management (ICZM). It seeks to resolve existing conflicts while respecting the compatibility of coastal uses sustainably, considering that the interrelationships of economic, environmental and social phenomena resulting from the overlapping of the different uses of the Brazilian coast generate different impacts. The study aims to assess municipal coastal management in line with Marine Spatial Plans (MSP), with relevance to the provisions of Bill nº 6969/2013. Such legislation “institutes the National Policy for the Conservation and Sustainable Use of the Marine Biome and associated coastal ecosystems (PNCMar)” and analyses municipal public power, between integral and participant of the integrated coastal management, together with union and state governments, responsible for elaborating, implementing, executing and monitoring their respective Coastal Management Plans. The methodology consists of collecting bibliographic and documentary data and reviewing articles, laws, bills, federal decrees and classic texts that addressed ICZM and MSP. The (re)reading of these documents showed that: i) the search for the sustainability of the ocean and coasts, initially with a focus on the longevity of stocks of living and non-living resources, is an ideal since the formulation of the first chartes of principles and laws; ii) the participation gained more space in the theoretical frameworks of coastal management and MSP over time; iii) in general, there are still few studies and researches regarding the applicability and limits involved in participation in coastal and marine management processes. Case studies are presented to highlight aspects of participation in the PEM process, pointing out its advantages and limitations. With the publication of the article, it is expected to contribute to the development of a conceptual framework on participation in the management processes of coastal and marine zones. During the last 21 years, the foundations were laid for the Integrated Coastal Zones Management, approving a Coastal Zones Law in 2001 and developing a comprehensive Planning and Management Plan for Coastal Zones, concluded in 2014, which has not yet been approved. Even though, in practice, there is still no adequate institutional structure to attend to the integrated management of maritime and island spaces from a multidisciplinary perspective, these two instruments lay the foundations for the Integrated Coastal Zone Management and the development of Marine Spatial Planning. This paper seeks to analyze the reality of the management of coastal and marine zones in Venezuela during the last two decades (period 1999-2020), highlighting the initiatives developed to organize the necessary institutionality to execute the planning, zoning and integrated management processes that will promote the sustainability of coastal and marine spaces. Around 70 countries have implemented this initiative given the increased activity within the maritime sector and pressure on marine resources. The methods used are adapted to each country’s characteristics and articulated with other management processes. Although Colombia has progressed through on the processes regarding this issue, through different agencies, marine spatial planning related to maritime activities is absent. Therefore, the General Maritime Directorate (DIMAR in Spanish) through its commitment to turning Colombia into a bi-oceanic power, under a holistic and comprehensive maritime safety approach, contributes to marine and coastal areas management with a methodology for Marine and Coastal Management with a Maritime Authority Vision (MCM: MAV), focused on analyzed current and future conditions using Geographic Information Systems (GIS), multi-criteria analysis, and an Allocation and Co-location Model (ACM). The method was applied to Bolivar Department marine and coastal area, resulting in the identification of 55 uses/activities, and obtaining zoning by index and by the number of conflicts, as well as a map of free areas. Based on the outcomes from workshops and interviews in the territory, the main socio-economic and environmental issues related to management in the coastal zone were identified. The uses resources in the area (artisanal fishing, conservation, industrial fishing and tourism), and the conflicts between users/ stakeholders were determined. The local communities expressed their willingness to initiate a marine and coastal management and ordering process due to their perception indicating that the rules are not being met and the existence of several conflicts, mainly between industrial and small-scale (artisanal) fishing. From the beginning of the project, we worked together with the local coastal communities, and the application of spatial analysis tools and remote sensors that served to alleviate the scarcity of available information. A methodology was then presented to assess the pre-feasibility of the area, with the aim to define how feasible, it is to carry out the process of planning marine and coastal uses. Once the viability was analyzed, three future management scenarios are proposed along with recommendations for the management of the area and the lessons learned. The study area has a high pre-feasibility to begin a process de marine and coastal planning due to the support of the local communities and the limited conflicts. In Colombia the MSP is understood as the Marine-Coastal Planning (OMC by its acronym in Spanish) and even though it has presented progress in recent years, due to the lack of approval of law projects, there are legal gaps in Marine-Coastal Planning that hinders its development. However, the policy instruments that Colombia has on oceans and coastal spaces such as the National Policy of the Ocean and Coastal Spaces (PNOEC by its acronym in Spanish) and the CONPES “Colombia Sustainable Bioceanic Power 2030” (CONPES 3990 by its acronym in Spanish) turn out to be strategic tools that help to complement those gaps found. Through this article, a diagnosis of the panorama of MSP in Colombia is made regarding the implementation of plans and projects that the Decade can develop and strengthen in the country. However, OWF projects can also generate externalities, especially in coastal cities which rely on Tourism and Recreation (T&R), sectors highly dependent on marine space and landscape, and the analysis of this mutual influence seems to persist outside the academic radar. To assess this possible research gap, articles published in the past 5 years about the sitting of offshore wind turbines in coastal areas with the characteristics above mentioned are analysed. As a result, possible conflicts and synergies were found in different parts of the world. Three factors result as the most relevant to determine the occurrence of conflicts: spatial limitation - location of the turbines, security flaws due to incompatible uses and depreciation of the landscape. In addition, the articles considered here become indicators of the current literary production on the subject and, thus, confirm the insufficient academic development of this topic. Overall, the occurrence of conflicts appears strongly linked to the lack of integration and communication between the sectors analysed throughout the different project stages. On the other hand, it is found that synergies based on T&R tend to obtain a greater degree of success; thus, the combinations between OWF and T&R are evaluated as possible and probably notorious and prosperous if an adequate mapping and management of coastal sectors is carried out.
