However, business method patents have been a novel and recent edition in practice since the state street decision in the United States Federal Circuit Court of Appeals in 1998. While, in recent years, several reviews have questioned the appropriateness of patenting business methods. In order to remove objective factors' influence on e-government evaluation, the binary relative performance of e-government is proposed with the binary relative evaluation method. Chinese 28 provincial governments' binary relative performances of e-government are measured. Due to increased diversity of business data and mobile devices, many of current mobile commerce applications are customized applications and serve a specific industry need. We analyze the model using a structural equation model approach, and 208 manufacturing and service firms in China are selected as the samples of this study. The results conclude that: (1) Trust is positively relative open-mindedness; (2) Trust is a function of its knowledge application; (3) Open-mindedness is a function of its knowledge application; (4) Knowledge application will significantly impact on organizational performance. To address this, we present an approach in which the mobile information security is enhanced by using external security key and specified policies. An electronic security key (eKey) is connected to the mobile device by adaptable interface for enhancing the security ability and storing private data. Front end administration module (FAM) located on mobile device which is responded for command initiation connects to backend administration module (BAM) on server by means of identification and mutual authentication which generating different session key with time stamp every time. Furthermore, the software design and hardware design of eKey is given. Software design put emphasis on the security architecture providing security services, based on current relatively mature security framework for wireless mobile terminals of the 3rd Generation Partnership Project (3GPP). Hardware design put emphasis on the hardware security solution and the communication mechanism between main controller and security module. In this way, the mobile information security problem is solved to a certain extent. Analyzing and designing the structures function of the mobile- payment system, including J2EE server-tier and J2ME client-tier. Based on a theory development, we propose hypotheses between HRMS, absorptive capacity and organizational performance. We obtain 221 effective samples in a snowball sampling manner and testify the sample data with SEM, part of the hypotheses being supported. Both HRMS and organizational performance integration research model based on absorptive capacity have been partially supported empirically.
