E-government Evaluation Based on Binary Relative Performance

Abstract

E-government evaluation plays an important role in guiding and inspecting e-government's construction,and it attracts lots of concerns from scholars and governments. In order to remove objective factors' influence on e-government evaluation, the binary relative performance of e-government is proposed with the binary relative evaluation method. Chinese 28 provincial governments' binary relative performances of e-government are measured. The result shows the binary relative performance has incentive to all the governments and makes the evaluation fairer.
