Social learning is an entry point in promoting innovative urban development theme to grasp with territorial competitiveness in national even global level. In terms of promoting innovative development theme proposal, communication and interaction are primarily important in initiating such ideas, while common understanding, mutual agreement, and collective action need to be encouraged to facilitate knowledge based development as a spirit of technopolis as an urban development theme in Cimahi. Cimahi City has limited natural resources and needs to maximize the human resource potential to improve its regional competitiveness. Currently, the government is developing its city using the concept of technopolis by building Cimahi Technopark as a means of developing creative industries in Cimahi City, especially in the animation and telematics sector. Recognizing communication and interaction characteristics are initial step in formulating such innovative planning theme namely technopolis. Technopolis can be interpreted as an effort creating propulsive economic activities through commercialization of updated technological based products. So, understanding critical components as well as key actors are important to operate business climate along with current social as well as governance system. To realize the development of technopolis concept that can support the sustainable economic growth of the region, it is necessary to conduct a research related factors — factors that affect the readiness of technopolis development in Cimahi City. The approach in this research is qualitative approach with case study type, with case is Cimahi Technopark development. Data collection is done through interview with purposive sampling with snowball and observation with data analysis method used is content analysis. From the results of the analysis obtained the condition of readiness of Cimahi City seen from spatial and aspasial aspects.","PeriodicalId":149604,"journal":{"name":"2017 International Conference on ICT For Smart Society (ICISS)","volume":"91 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116162583","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Usually, the learning motivation is implemented as a feedback message or a response to the learner activities through the system. However, this can make the motivation messages become predictable and make learners not to be inspired to learn again. The Internet contains a wide variety of things including inspirational messages that could motivate the learners so that it becomes a source of precise data to make the data set to be displayed on the LMS. However, classifying which sentences can motivate learning is a problem. This research aims to classify adaptive learning motivation messages for individual learner because motivation is a subjective matter. In this study, we collected 529 Indonesian language documents, which have been labeled with a variety of sentences that exist on Twitter, Goodreads, and blogs. There are two categories of features: weighted conceptual features with TP, and textual features weighted by the method of TF, TF-IDF, and Mutual Information. We use semi-supervised learning Self-training which compares two base algorithms: CART and SVM. We evaluate this model by using 18 different data set from 18 different people. The highest mean of the accuracy of this classifier is 86%, with standard deviation 0.04 and t-value is 17.62 using base algorithm SVM. The number of unlabeled data in train set is not much affected by the accuracy of CART. Mutual Information plays an important role in the classification due to the nature of the inspirational phrase using words that are commonly used in the document labeled either positive or negative.","PeriodicalId":149604,"journal":{"name":"2017 International Conference on ICT For Smart Society (ICISS)","volume":"99 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"117221282","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With the advantages offered through data acquisition and analytics to support better understanding of the city's condition, various cities are trying to have benefit from the implementation of smart city. The preliminary problems of smart city implementations are related to the existing condition of a city, which shall also be its starting point. Therefore, through this paper we propose smart city evaluation using maturity model measurement to understand the existing conditions of a city in its effort to adopt smart city concept. This paper will discuss the implementation of maturity level measurements in 10 cities of Indonesia using Garuda Smart City Model (GSCM). As the result we identify that the cities in Indonesian not already smart. Most of the result show us that the cities at the level of Scattered.","PeriodicalId":149604,"journal":{"name":"2017 International Conference on ICT For Smart Society (ICISS)","volume":"46 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128422285","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The relationship about IT value and firm performance have influenced business performance, especially in the banking company. Resource-Based View Theory is approach model to analyze some variables in IT value and firm performance. In fact, dynamic PAV applies to the model verification. Dynamic Partial Adjustment Valuation (PAV) with auto-correction is used to adjust the speed of adjustment (SOA) and compare with the average performance ratio (APR) between the two-factor (without IT) after correction and the three-factor (with IT) in models. The statistical result shows that the average performance ratio for the three-factor model is higher than the two-factor model.","PeriodicalId":149604,"journal":{"name":"2017 International Conference on ICT For Smart Society (ICISS)","volume":"74 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125100479","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The root cause of this problem lies on the non-integrated data sources and also the heterogeneous nature of the data involved in taking the right actions. Therefore, in order to support quick and accurate decision making, a method to determine the best ambulance and hospitals among the available alternatives is necessary. The approach used in this research is to use Analytic Hierarchy Process (AHP) that utilizes the data collected from the sources, and a dynamic shortest path algorithm to enable quick and accurate decision of optimum ambulance dispatch in a medical emergency. The observed improvement from several simulations shows that the time required by a dispatch officer to decide upon the best alternative has been reduced significantly, while the travel time of the ambulance unit to the patient's location can still be improved with better ambulance unit distribution.","PeriodicalId":149604,"journal":{"name":"2017 International Conference on ICT For Smart Society (ICISS)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131217426","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
