Depending on the context of the Migrant State, life conditions or need to survive, in fact there are multiple reasons for the Migration and consequently the conditions provided to live and work. Due the Pandemic, since 2020 there were several changes of the International Migration due the restrictions to accept and integrate them, as the multiple motivation to migrate, however it was uninterrupted movement. In 2021 was globally registered 29 million of Migrants, but the real number it is higher due the illegal ones. From the international data and the facts, the Migrants social contribution to the States it´s undoubtable: employment rates and inherent GDP growth; (2020: 73% - international migrants worldwide were between 20 - 64 years old, compared to 57% for the total population”); demographic performance; the economic and financial evolution (decreasing or contributing to prevent poverty). In order to argue the need for the extraordinary measures that restricted social life, the heads of state addressed the population through explanatory, justifying, but also mobilizing speeches. This paper analyses the speeches given to the nation in March 2020, at the beginning of the pandemic, by the heads of state of three countries in the European Union: France, Germany and Romania. The main objective of the study was to identify the ethical reference systems to which the speakers appealed, and the method used was thematic discourse analysis. The study shows that the three heads of state used in their messages to the population, in a distinct way, ethical systems and frames of reference such as history, homeland, nation, European Union, humanity, democracy. For this reason, different branches of ethics developed to study the human behavior, the questions we need to ask when making decisions and the meaning of ethical values and their role in justifying a decision and guiding our professional activity. Just as research is vital to the development ofsociety and the understanding of social trends, everyday problems and needs, it seems that research must exist only in the frames of ethics so as to provide objective knowledge and not to harm. However, our rapprochement to the internet in the last 20 years raised newchallenges for research ethics, such as: demonstrating the veracity of information without compromising the participants’ identities, defining a community in the online space, etc.In the light of these events, our study focuses on the value of ethical behavior in research, examines the contemporary ethical challenges in research, and proposes solutions to address them. For this, we analyze researchers’ behavior online, and its implications in treating the research subjects, defining and choosing the ethical methods to approach them, and the capacity to guarantee the destruction of data.
