A sharp decline in tourist flows has led to a cri-sis in the tourism industry. The so-called conditions of the new normality acted as a catalyst for the formation of increased requirements for the safety of tourist services. At present, the concept of the quality of tourist services has practically become syn-onymous with their safety. To restore international and national tourism, huge efforts are needed to ensure the safety of the provided tourist services and improve their quality. In this regard, tools to improve the quality of tourist services in the new nor-mal (reality) are of particular relevance. With the restoration and further development of tourism, the main problem is the development of mechanisms to improve the quali-ty of tourism products and services provided. In the course of the study, a systematic approach was used and it was shown that the high quality and safety of tourist prod-ucts and services should be ensured at all levels of tourism management. The article identifies and develops key tools that can act as a driver for improving the quality of tourism services in the new normal. A scheme of the organizational and economic mechanism for improving the quality of tourist services was developed and substanti-ated, taking into account the specific conditions of the new normal, and its functions are described in detail. The proposed organizational and economic mechanism will help improve the quality of tourism services and restore the tourism industry.","PeriodicalId":149083,"journal":{"name":"Research Result Business and Service Technologies","volume":"14 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-09-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129559501","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Creativity has become a place build-ing strategy as cities and regions seek to increase their appeal to the middle class, support the creative industries, or become “creative cities.” The article analyzes the conceptual apparatus of the creative industry, trends in the development of the crea-tive economy. The practical connection between creativity and the creative economy is represented by specific examples of creative tourism associated with various festi-vals and events. The most famous are the Kunqu opera (Hangzhou, China), the birth-place of Hieronymus Bosch (Hertogenbosch, the Netherlands), Frevo-style music concerts (Recife, Brazil), the CounterPlay festival (Denmark), the #Urbanana project (North Rhine-Westphalia, Germany). In Russia, creative tours are a niche type of tourism and are not yet arranged in all regions, for example, in the Sverdlovsk and Ivanovo regions, the Perm Territory, and the Khanty-Mansiysk Autonomous District. Thus, the purpose of the study is to analyze the theory of creative tourism and identi-fy the most successful examples of the implementation of creative tours. On the one hand, festivals and events serve to stimulate commercial activities, create new jobs and increase attendance, on the other hand, cultural events have become a common means by which creative spaces are created. The presence of creative events shows a growing relationship between the tourism industry and strategies for creating and promoting tourist destinations. The ability of a tourist destination to compete de-pends on its ability to transform basic inherited factors into created assets with a higher symbolic or iconic value.","PeriodicalId":149083,"journal":{"name":"Research Result Business and Service Technologies","volume":"369 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-09-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124626862","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Negative trends in the tourism sector have a destroying effect not only on the economic, but al-so on the socio-cultural development. Socially oriented tourism as a modern economic phenomenon, which has certain properties and characteristics, has a functional and targeted orientation to provide all categories of the population with the opportunity to relax and restore labor resources. The purpose of the study is to develop mecha-nisms for coordinating and implementing state policy in relation to the socially orient-ed tourism sector. As a result of the study, factors are identified that determine the importance of the state social policy of supporting socially oriented tourism, which ensures the interaction of all subjects and objects of tourism, as well as the relation-ship between them in the process of production and consumption of a social tourism product. Taking into account the subject-target approach of socially oriented tourism, the subjects of recreational and tourist activities are identified and the types of tour-ism are ranked, depending on their subjective social significance for consumers. The formation of the state social policy to support socially oriented tourism is aimed at providing regulatory and legal support for the functioning of the tourism industry with direct or indirect state support to ensure the effective distribution of production forces and financial opportunities. The result of the study is the formation of an insti-tutional model of the state social policy for supporting the socially oriented tourism sector, which will contribute to ensuring sustainable spatial development of the re-gions of the Russian Federation, the formation of competitive regional tourism prod-ucts in the domestic and international tourism markets, and the preservation and de-velopment of the country's human potential.","PeriodicalId":149083,"journal":{"name":"Research Result Business and Service Technologies","volume":"213 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-09-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114761925","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
