Establishing the interconnection between working and spare time, K. Marx points out peculiarities of the use of time by an individual and by the society. It is asserted that difficult financial condition of MTS due to the state financing system. Constant shortage of funds negatively affected the operation of the stations and caused economic offenses by their management, as well as their involvement in the shadow economy.
