The identification of the ancillary services depends on the grid itself and the regulation of the energy market. The possibility of the use of an Energy Box (EB) to work as an ancillary service to place bids on the Portuguese tertiary market is suggested in this work. In Portugal, among other ancillary services, it is chosen to analyze the possibility of the EB to supply power to the \"tertiary reserve\" (reserva terciaria). This reserve is used to replace the secondary reserve allowing it to maintain the level established by the system. It is important to notice that the secondary reserve is negotiated in the previous day according to forecasts of the demand and the probability of generators failure. The tertiary reserve is negotiated posterior so it has a higher cost and requires a fast response time, characteristics that can be matched by the EB. In the configuration process alternative solutions have to be compared, both from a technical and an economical point of view, taking into account the energy consumption profiles that vary along the day and along the year, due to the weather conditions. The decision support procedure consists of two steps. In the first step, by solving a mixed integer linear programming model, the annual optimal dispatch of the distributed generation system is determined with a hourly discretization, taking into account technical constraints, load profiles and fuel costs. The optimal dispatch is then used for the economic evaluation of the investment, taking into account prices of commodities, taxation and financial aspects (debt/equity). Due to, the lack of investments and more than thirty years old production power plants, investments in new production capacities are the most important prerequisite for future economic growth and development in Croatia. In order to estimate investment profitability of a new gas power plant, spark spread analysis based on historical spot prices has been done. Profitability of the independent power producer and feasibility of such market oriented investment has been analyzed. Becoming independent and market oriented subjects, the value of water and positioning of hydro power plants on the energy market requires new scheduling solutions. This paper proposes a new model of the power system scheduling where hydro power plants have an active role as market participants. The idea is based on the existing model which observes only the behavior of thermal power plants. Case study includes several scenarios which demonstrate the optimal utilization of water resources with the goal of maximizing the profit of each hydro power plant in the cascade system. Bakirtzis","doi":"10.1109/EEM.2011.5953055","DOIUrl":"https://doi.org/10.1109/EEM.2011.5953055","url":null,"abstract":"We consider a mandatory pool, based to the one established in the Greek electricity market, in which the unit commitment and the scheduling of energy and reserves are the solution of Day-Ahead Scheduling (DAS), an optimization problem that is solved daily and aims to minimize the system cost for the next day. The single-day horizon of DAS may be rather short for capturing the effects of the long start-up times and large commitment costs of slow-start lignite units; hence, the DAS solution may be myopic, resulting in higher total costs in the long-run. To tackle this problem, the Greek market uses a heuristic approach, in which the units' shut-down costs are replaced by their start-up costs and the start-up costs are suppressed; this facilitates the start-up and discourages the shutdown of slow-start units. To address and evaluate the “myopic solution” issue of DAS more rigorously, we extend the unit commitment problem to a longer horizon of several days, and keep only the solution for the next day as binding (rolling horizon). We call the resulting approach Medium-Term Unit Commitment (MTUC). We compare the long-run average performance of the MTUC output for different horizon lengths (2, 4 and 7 days) to that of the heuristic DAS approach used in the Greek market. The effect is that the system operator has to operate in an environment where self-balance is no longer the norm, creating ever growing challenges for decisions in the real time operation of the market, especially moving forwards with the likely increased penetration of wind generation in Great Britain in response to governmental incentives to achieve its carbon emissions reduction targets. These low levels of trading activities are mostly due to the combination of uncertainties in wind generation output levels, which are intermittent in nature, and the relative small size of wind farm operators who lack large portfolios to hedge for such uncertainties. This paper illustrates the potential benefit of the introduction of an energy reallocation mechanism, similar to that existent in Brazil for hydro generators, in encouraging wind farm owners to increase their trading activities, reaching a more efficient market position and improving the liquidity of the wholesale electricity market. To prove this statement, the comparison of energy saving costs and costs of energy produced from new generating capacities has been performed. The results confirm energy efficiency as the most feasible energy supply option, which can significantly contribute to the improvement of the overall energy supply security in a country. However, despite these benefits and policy recognition of energy efficiency, vast potential of this new energy source, often referred as “negajoules”, is still untapped. Consumer characteristics and climatic circumstances widely differ, which forces a regional comparison. This paper presents a general overview of demand response programs and focuses on the short-term benefits of dynamic pricing for an average Flemish residential consumer. It reaches a methodology to develop a cost reflective dynamic pricing program and to estimate short-term bill savings. Participating in a dynamic pricing program saves an average consumer 2.32 percent of his initial bill.
