The complexity of the scenario makes us believe that standard skills to operate in logistics are a prerequisite but not sufficient. So, a revision and re-design of the standard competencies for both managerial and operational positions is needed. Aim of this paper is to start analysing logistics maritime competencies. The methodology is based on the comparison between the European Logistics Association (ELA) one of the world most recognised and accepted standards of competence for logistics professionals Qualification Framework (QF) and the needs expressed by Executives working for one of the top tier companies in the maritime shipping industry and three ports Authorities (two located in Italy and one in Spain).through interviews. The present research analyzes in‐depth the experience of a public network created among a group of small Municipalities in Veneto Region, in North‐East of Italy, to redesign these services, with attention to both effectiveness and efficiency. It started in 2012 and it is still ongoing towards its complete definition. Specifically, the study focuses on the role of the different identities involved into the whole process, from the first stage aiming to define the conditions of a new pluralistic configuration for social services based to the development of a strategic and operative alliance. The improvement in the management of knowledge and technology is leading to (re)thinking an innovative organizational model based on flexible work, namely “smart working.” This paper presents the main benefits of smart working, the Italian legislation, and some case studies in Veneto small and medium enterprises (SMEs), one of the most prosperous and important economic areas in Europe. Design / methodology / approach. An exploratory approach was adopted to describe smart working and to investigate certain Italian SMEs to evaluate the real implementation of smart working according to the key variables of smart working implementation and the critical success factors of the smart working design. Findings. The research highlights a poor implementation of smart working in SMEs; however, there are already initiatives related to flexible work based on informal activities. Practical implications.
