Shebanina","doi":"10.25140/2410-9576-2022-2(25)-46-58","DOIUrl":"https://doi.org/10.25140/2410-9576-2022-2(25)-46-58","url":null,"abstract":"The article examines the peculiarities of development of agrarian entrepreneurship under the influence of strengthening the role of local authorities and changes in the regulatory framework for land resources. 83% of Ukraine's land is used for agricultural purposes. Changes in land ownership, transformation of the state governance system, and constant demand for agricultural products have contributed to the differentiation of entrepreneurial structures and their potential capabilities. The economic level of the agricultural sector is represented by small, medium and large enterprises. It is proved that agricultural entities with the number of employees from 10 to 249 people form the bulk of the industry's income. It is found that the greatest transformations in the period of decentralisation in the agricultural business have been experienced by state-owned enterprises, production cooperatives, and business associations. An objective assessment of the activities of agroholdings is provided and their impact on local development is determined. In the context of decentralization of governance in communities, it is advisable to develop projects to intensify entrepreneurial activity. To form a capable community, it is necessary to: create an appropriate business environment, investment climate, and propose land development projects located within the community. Introduce strategic management of existing and creation of new communal enterprises in order to provide income to a special community budget. Create a participatory budget to plan rural development and support the initiative of its residents. Cooperation between agricultural holdings and local authorities should strengthen the activation of small businesses in the countryside, solving social, environmental, and economic problems of communities. Effective implementation of the decentralization reform is impossible without public support. The article is devoted to the study of a comprehensive assessment of the level of information security as a basis for timely and reasonable determination of measures to pre-vent and overcome the negative consequences in the event of potential risks and threats. It is substantiated that in the context of information and hybrid wars, strengthening information se-curity is a prerequisite for the protection of national economic interests. The formation of a security-oriented information environment, ensuring the security of state information re-sources, information with restricted access, in particular that circulating on the objects of eco-nomic information infrastructure is the basis of the national security of the country. The absence of a unified approach to assessing the level of information security is noted and the author's approach based on the use of qualitative indicator indicators of information security with the use of quantization, smoothing and normalization methods is proposed. It is proposed to define the following subindices of the integral indicator of information security: development of the state policy in the field of information security; monitoring and analysis of threats to the infor-mation environment; education and advanced training in the field of information security, in-cluding cyberspace; contribution to global information security, protection of digital services and basic services in cyberspace, electronic identification services, personal data protection; fight against cybercrime and military cyber operations. The results of the correlation and re-gression analysis made it possible to establish that information and economic security have the potential to provide synergistic effects. The article analyzes the main indicators of agriculture in the region, including indices in agricultural production. The problems of agricultural exports to the EU. The use of the statistical data analysis method allowed to demonstrate the strong position of cooperative banking in the market, fostering regional and local development. The\u0000foundations for the modern cooperative banking sector were laid by cooperative financial organisations functioning more than 150 years ago [Pawlik, 2017, s. 152]. В умовах глобалізації становлення політичного, економічного суверенітету України характеризується втратою морського транспортного потенціалу. Стан функціонування морської транспортної галузі свідчить про наявність системних проблем і недоліків у цій сфері. Постановка проблеми. Транспорт впливає на розвиток економіки в цілому, сприяє переміщенню ресурсів, пасажирів. Україна має вихід до морів, судноплавних річок до морського узбережжя, що є підґрунтям для розвитку морського транспорту проте, через багато факторів, не використовує свій потенціал. Аналіз останніх досліджень і публікацій. Вагомий внесок у дослідження розвитку, можливості використання морського потенціалу України зробили такі вчені: Ю. Сафонов, Ю. Коскіна, О. Петренко, Б. Буркинський, О. Каспрук, А. Калпин та інш. Виділення недосліджених частин загальної проблеми. Не зважаючи на існування значної кількості наукових праць не до кінця залишаються вивченими особливості його розвитку, потребують дослідження аналіз та динаміка сучасного стану пасажирських перевезень для розробки дієвого економічного механізму формування конкурентоздатності морського транспорту. Постановка завдання. Основною метою статті є\u0000аналіз сучасного стану пасажирських перевезень та обґрунтування перспектив розвитку морського\u0000транспорту України. Виклад основного матеріалу. У статті досліджено сучасний стан морського транспорту в Україні. Проаналізовано динаміку перевезень морським транспортом. На основі результатів дослідження встановлено, що обсяги морських перевезень скорочуються, динаміка пасажирських перевезень морським транспортом демонструє падіння. Висновки. На основі результатів дослідження встановлено що в країні є потенціал пасажирських морських перевезень, але він не використовується належним чином.
